Topics of Discussion:
I. Call to Order at 7:03 p.m.
Ms. Lannon reminded the Committee to take all votes by roll call as this is a hybrid
meeting
It. Public Comment
There were no public comments.
III. Update from Working Group Members on Activitas Engagement
Ms. Lannon reviewed Activltas's work to date, including four draft conceptual designs,
and reported that the survey had closed with 256 responses. Ms. Lannon provided
selected results from the study that the Committee might find helpful. Questions included
in the handout were demographics, events, activities, improvements, and amenities. She
noted picnic areas, community gardens, and public art ranked highest on desired
amenities.
Ms. Lannon noted the next Working Group meeting will be January 31, 2024. The
Working Group and Activitas will use the survey results.
The Committee discussed the four conceptual drawings. Ms. Zicko and Dr. Pilyaysky like
the drawing with the option to move the exit, although that may be a non-starter due to
fire and safety issues.
Ms. Dubois asked if Activitas had the Committee's priorities in addition to the results
from the survey. Mr. Soucy asked about the number of people served in the arena
seating. Ms. Lannon said 25-50 and that larger events might occur elsewhere, such as
the Town Common.

The Committee discussed the importance of having another neighborhood meeting.
Ms. Stone noted many requests for specific gardens, and some respondents were
unaware of the Matters Community Garden.
Ms. Lannon asked Committee Members to send her likes and dislikes on specific
drawings or things that could be interchanged between designs. Ms. Hogan and Ms.
Zicko noted that the designs had few garden beds, and Ms. Dubois mentioned the
importance of maintenance.
Ms. Lannon mentioned a smaller grant opportunity to expand the patio and garden beds
near the entrance, another opportunity to improve entry to the Library.
a. Appointment of third Committee member to Activitas Working Group
(VOTE)
Dr. Pilyaysky reminded the Committee they had yet to formally appoint a third
committee member to the smaller Working Group,
Motion: To appoint Ms. Dubois as the third voting Committee member assigned
to the Activitas Waking Group. (Dr. Pilyaysky, Mr. Popp)
Vote: Approved 6-0-1 (Ms. Dubois Abstained)
Ms. Dubois reminded the Committee that she had one of the original sinks from the
Highland School that might be incorporated into the design. The Committee discussed
how to present the idea to Activitas.
IV. Discussion on Engagements with the Community
a. Review the public forum hosted by the Library.
Dr. Pilyaysky reviewed the neighborhood meeting in December. Activitas
presented at the meeting and received some feedback, although there was a
small turnout, The Library sent out one hundred notices. Dr. Pilyaysky
recommends hosting a second forum. The Committee discussed how to better
engage neighbors. Ms. Zicko noted that further refined drawings may be
available after the January 31 Working Group meeting, which would be an
excellent time to increase public engagement. The Committee discussed options
for March. The Committee would continue outreach through April and May. Ms.
Stone recommended providing a summary of the survey results to let people
know the designs were in response to feedback. Dr. Pilyaysky recommended
displaying designs in the Library lobby. Ms. Dubois noted this would generate
interest.
Ms. Zicko noted that people will ask about funding once the drawings are on
display. The Committee agreed on the importance of stressing that this project
will not be taxpayer -funded.
b. Cover engagement approaches via surveys and public forums
Activitas will not do any further surveys. Ms. Dubois suggested adding more to
newsletters and having public comment opportunities once the designs are on
display. Ms. Zicko and Ms. Lannon will develop a communications timeline
starting in March. They will also update the website.
c. Individuals assigned to the engagement
Mr. Soucy will help coordinate a second neighborhood meeting in March. He will
share drawings and work on personal invites. Ms. Lannon suggested having food

at the neighborhood forum. Ms. Zicko and Ms. Lannon noted there will be more
tasks in March, such as sitting in the lobby on a Saturday to answer questions.
d. Activitas contributions to the public engagement
No discussion. Ms. Zicko, Ms. Hogan, and Ms. Dubois will raise the question of
additional public engagement at the Working Group meeting on January 31,
2024.
V. Propose updates to the slide deck and further outreach to other groups.
Dr. Pilyaysky will update the slide deck and present it to the Committee in February in
order to have a solid narrative to present to community groups. Ms. Zicko reminded the
Committee that there is already a shared document with some of this information. Dr.
Pilyaysky will share this so that Committee members can add other potential partners
and groups.
The goals will be to generate excitement, help identify grants or other funding sources,
and widen support networks. Ms. Dubois mentioned several arts organizations that
might be interested in the project.
VI. Discussion of preliminary Activitas conceptual designs
Discussed above.
VII. Approval of September 21, 2023 and November 9, 2023 Meeting Minutes
Ms. Lannon noted the minutes need to be approved and will work out the signing of the
minutes with the Town Clerk.
Motion: To approve the minutes of the September 21, 2023, and November 9, 2023, Ad
Hoc Library Landscape Committee Meetings.

VIII. Future Agenda Items and Action Items
Dr. Pilyaysky asked for new agenda items and encouraged Committee members to send
him agenda items any time before the next meeting.
Ms. Zicko would like to review any new or revised designs from Activitas at the next
meeting. Ms. Dubois requested that funding sources be added to a future agenda.
Ms. Stone asked to have report outs from the current assignments.

has restricted its use because of its proximity to childrens section, such that taxpayers vi
are unaccompanied by children, are not able to be in 0rat space. It reflects poor planning by
the board and the library, to have a space that essentially no one can use, whmn ,as costly to
build. It gives me less trust in whet new facilities they might Want.
