Mr. D'Orazio elevated Virginia Adams to a voting member. 174 West Street. Windows and Trim Mr. Przybycien, the owner of 174 West Street, presented the proposal: • The house will be painted; • There are necessary repairs to the wood before painting the house which will be replaced in-kind; • Vinyl siding will be installed on the garage; • To avoid wear and tear, the existing wood windows on the garage to be replaced with vinyl windows; • The house and garage color will match; and • The aluminum garage doors were previously approved by the HDC Mr. D'Orazio asked what can be seen from the roadway. Mr. Przybycien responded the front of the garage but the windows being replaced are not easily seen. Ms. Adams asked about the age of the garage. Mr. Przybycien responded the house was built in 1923 but the garage was added later. Ms. Devin -freedman asked if the appearance of the windows will remain the same? Mr. Pryzbycien responded the windows will be the same 6 over 6. Mr. Blodgett cautioned that painting the vinyl a darker color could cause problems and suggested some sort of protection. Ms. Adams complimented the owner on the maintenance of the property and house. The Commission discussed if the motion for the garage and house should be separated. Mr. D'Orazio made a motion to approve the Certificate of Appropriateness for 174 West Street to replace the trim and clapboard with in-kind materials for the main house. The motion was seconded by Mr. Blodgett and approved with a 5-0-0 vote. R w Town of Reading Meeting Minutes r° Mr. D'Orazio made a motion to approve the Certificate of Appropriateness for 174 West Street to replace the garage trim and composite PVC and to replace 2 wood windows with vinyl windows with 6 over 6 pattern. The motion was seconded by Mr. Maganzini and approved with a 5-0-0 vote. The Commission agreed a public hearing would not be necessary but the abutters should be notified. Mr. D'Orazio made a motion to waive the public hearing for 174 West Street but to require abutters notification. The motion was seconded by Mr. Blodgett and approved with a 5-0-0 vote 215 West Street, Sidina. Windows and Exterior Lights Ms. Francesca Callan, owner of 215 West Street, asked for approval to replace the siding and windows on the south side of the dwelling and add exterior lights at the front entry door and patio door. After a discussion, the Commission agreed to issue a certificate to replace the siding on the entire house with cedar shingles rather than have the applicant come back for approval on each side of the house. Mr. D'Orazio made a motion to approve the Certificate of Appropriateness for 215 West Street to replace two windows with Anderson Woodwright, double hung, full frame 6 over 6 and install two exterior lights at entry door and patio door. The motion was seconded by Ms. Devin -Freedman and approved with a 5-0-0 vote The Commission discussed if a public hearing should be required. Mr. D'Orazio made a motion to waive the public hearing for 215 West Street but to require abutters notification. The motion was seconded by Ms. Devin -Freedman and approved with a 5-0-0 vote The Commission agreed that the painting could start before the Certificate is issued. 186 Summer Avenue Ms. Devin -Freedman informed the Commission that Town Manager Maltez will be attending the next Reading Historical Commission meeting on October 12th to give an update on the property at 186 Summer Avenue, and she suggested the HDC hold a joint meeting with the RHC. The Commission agreed and brought forward a few items they would like to discuss: the expired Certificate of Appropriateness, the Preservation Agreement and the CPDC Decision Rules and Regulations The Commission reviewed the "Proposed Revision to HDC Rules and Regulations re: New Exterior Additions to Historic Buildings' document that was submitted by Ms. Devin - Freedman. The Commission discussed the intent and agreed to continue the conversation at the next meeting after thinking about the proposed language. Mass Historical Information Reauest Ms. Devin -Freedman informed the Commission that Mass Historical is requesting information on the active members. The Commission agreed to release their name and email. New Business rR O� �^ ? Town of Reading c Meeting Minutes Ms. Devin -Freedman let the Commission know the town will be holding a "New Resident Open House" at the library and suggested the HDC brochure be available for the new residents in the District(s). Review of Minutes: July 19, 2022 Ms. Adams made a motion to accept the July 19, 2022 minutes as amended. The motion was seconded by Mr. Blodgett and approved with a 5-0-0 vote. Next Meetina The next meeting, if necessary, is on October 19, 2022. Mr. D'Orazio made a motion to adjourn the meeting at 8:15 PM. The motion was seconded by Mr. Blodgett and approved with a 5-0-0 vote.
