Climate Advisory Committee Date: 2023-01-11 Time: 7:00 PM Building: Reading Town Hall Location: Berger Room Address: 16 Lowell Street Purpose: Bi -monthly meeting Attendees: Members - Present: David Zeek, Chair; Ray Porter, Secretary; Genady Pilyaysky, Member; Travis Estes, Member; Walt Talbot, Member Members - Not Present: Others Present: Mary Ellen O'Neill Minutes Respectfully Submitted By: Ray Porter Topics of Discussion: Meeting was held via a Zoom Conference Call Welcome to Members and Guests Review minutes, vote on acceptance Meeting minutes New Building Toolkit • Travis to follow-up with Ajey Pande of RMLD on the status of the plan • Travis passed along a plan from another community for Ajey to review • Scope of heat pumps discussed vs hybrid HP and fossil fuel coordinated systems • MA Clean Energy & Climate Plan 2023-2030 shows slow adoption of air -air HPs • Economic impact to low and moderate income households Climate Action Plan (revised) Walt Talbot • Organization of CAP - Outline o Infrastructure • Transportation o Exterior/Outside Environment o Sustainability/Resilience • Review success achieve since last CAP plan (Ray) • Goal of the CAP is to support future grants, maybe have a tech writer to prepare document (MAPC?) • Public Engagement input to draft plan (Andrew McNicol) • Community survey to be developed (Travis and Genady) Page 1 1 Town of Reading - Meeting Minutes Joint Meeting of Other Town Committee's • Endorsement of concept but can be complicated by Open Meeting requirements • Liaisons to other committees with the task of reporting back to our committee • Invite other committees to have input to parts of the CAP Goals of this Committee for 2023 • Current commitments o Polystyrene ban o Heating / cooling survey for 2023 • Green Community Application o Previously lead through Town Planning o Need to pass article at Town Meeting (fee contribution) o RMLD to implement charging system • Solar Installations on Town Building Roofs • Heat Pumps Adoption • Energy Stretch Code Adoption • Transportation topics • Create a survey of Town engagement and priorities (Travis and Genady) Tree and Native Plantings (Wait and Genady) • Tree Warden discussion has responsibility of managing trees • Replace trees that removed Polystyrene Bylaw • Under review by Attorney General's Office • Needs to be posted CAC Update to Select Board • No date established Palmer Energy • Palmer Energy requesting an extension of the power purchase agreement • Remind RMLD that they have a policy against purchasing biomass power Calendar of Coming Events 1/25 Climate Advisory Committee - Zoom Next meeting 1/25/2023 at 7:00 pm Page 1 2
