MINUTES OF THE READING RETIREMENT BOARD MEETING
Monday November 14, 2022
The Reading Retirement Board held a regular session meeting on November 14, 2022 in The Conference
Room, at 2 Haven Street, Unit 307, Reading, Massachusetts
The meeting was called to order at 9:30 AM by Chairman David Gentile with board members Carol
Roberts, Sharon Angstrom, John Halsey, Robert Beck, Board Administrator Colleen Loughlin and Atty.
Michael Sacco.

EXECUTIVE SESSION
Evidentiary hearing regarding the Involuntary Accidental Disability Retirement Application of Firefighter
Robert Drake was conducted in executive session as requested by the member. Attorney Michael Sacco
presided over the hearing. The Board approved, in Executive Session, to move this to a Regional Medical
Panel.
OPEN SESSION
INFORMATION/QUESTIONS
• The next regular board meeting is scheduled for Monday November 21, 2022 at 9:30 AM, in the
Conference Room at 2 Haven Street, Unit 307, Reading, MA.
OLD BUSINESS
• The Disability Transmittal for Firefighter Paul Roy has been approved by PERAC. The final
deductions have been posted and the retirement calculation was submitted to PERAC for final
approval on 11/9/22.

Robert Beck was looking for an update as to when Firefighter Roy would receive his first Retirement
allowance payment. The administrator gave an update and explained the process. It typically takes
30 days to approve the calculation for a Disability, however PERAC has no time limit.
• SHARON ANGSTROM moved to approved the FY 2023 Budget as amended.

NOTE: The IT Dept. recommends that both Retirement office computers, that were purchased in
2016, be upgraded.
• All three Medical Panel appointments for Firefighter Bruce Ayer have been scheduled and confirmed
for November 17, 21 and 30, 2022.
• The Engagement Letter from Murphy Hesse Toomey & Lehane, LLP has been signed by the Chairman
and sent to Atty. Kier Wachterhauser. Carol Roberts will contact Atty. Wachterhauser and will update
the Board with the status. Carol hopes to have a progress report for the Board at the November 21,
2022 Board meeting.
• The Retirement office staff would like to request approval to attend PERAC's Administrator Training
in Danvers on November 15, 2022. The Board is comfortable with the Chairman approving the office
staff to attend.
• The Chairman would like to add a Retirement office quarterly update to the Board agenda for
November 21. 2022
