She read the legal notice into the record and swore in members of the public wishing to speak. Hillary Mateev read the withdrawal letter from the applicant's Architect William Nolan. Alex Normandin made a motion to approve the withdrawal for Case #22-03 - 62 Oak Ridge Road. Cy Caouette seconded the motion and it was approved 5-0-0. Vote was 540-0 (Mateev, Bourque, Grasberger, Caouette, Hartman) Case #22-04 - 34 Deborah Drive ZBA Chair Hillary Mateev opened the public hearing for Case #22-04 - 34 Deborah Drive. She read the legal notice into the record and swore in members of the public wishing to speak. Chris Restaino stated that they were hired to build an addition with a bathroom, kitchen and Irving room attached to the house with a door for the applicant's care for their parents. The addition would be a ground -level level accessory ADA -compliant apartment. ZBA Member Cyndee Hartman asked the applicant if there would be a second driveway. The application stated that there would be a second drive because they would handicap access to the ground -level entrance. He noted it would need to go in front of the Select Board for approval. Page 1 1 Hillary Mateev asked the applicant what would happen if the second driveway was not approved. The applicant stated it would not stop the project but it would create hardship for his mother. ZBA Member Ryan Bourque did not believe that the addition would not affect the neighborhood. Hillary Mateev read a letter from the Conservation Administrator Chuck Tirone stating that there is some confusion on where the wetland lines could change the addition but he did not expect it and he did not see a detention basin on the south side of the house. ZBA Member Cy Caouette thought the only issues he saw were needing approval from the Select Board and resolving the Conservation issues. ZBA Member Alex Normandin stated he agreed with everything Cy has stated and that the architectural plans were not signed and sealed. Hillary Mateev opened the meeting to public comment. Joe DiGiovanni brought up that his father's concern is the second driveway and who would need to approve it. Brett stated that the curb cut for the second driveway would need to be approved by the Engineering Department Hillary Mateev read a memo from the Town Engineer dated February 16, 2022, regarding the second driveway. Patrick Foley, from 35 Deborah Drive, brought up his brief concerts about the second driveway. Hillary Mateev closed the public comment. Alex Normandin made a motion to approve a Special Permit with conditions for Case #22-04 - 34 Deborah Drive. Cynde Hartman seconded the motion and it was approved 5-0-0. Vote was 5-0-0 (Mateev, Bourque, Normandin, Caouette, Hartman) Case #22-05 -111 Pleasant Street ZBA Chair Hillary Mateev opened the public hearing for Case #22-05 -111 Pleasant Street. She read the legal notice into the record and swore in members of the public wishing to speak. John Andrews, the Architectural Designer stated they are proposing to raise the roof a few feet to get 8 feet total in height with a small addition of about 280 square feet. ZBA Member Cyndee Hartman asked if the front of the house would change. John stated that it only affects the left and right side of the house. ZBA Member Alex Normandin stated he had no issues with the project. ZBA Member Cy Caouette, Ryan Bourque, Patrick Houghton and Andrew Grasberger also agreed. Hillary Mateev opened the meeting to public comment and with no comments closed the public portion. Cy Caouette made a motion to approve a Special Permit for Case #22.05 -111 Pleasant Street. Andrew Grasberger seconded the motion and it was approved 5-0-0. Vote was 5-0-0 (Mateev, Bourque, Normandin, Caouette, Hartman) Cynthia Hartman motion to adjourn at 7:53 PM Page 1 2
