EHS Update Amy O'Brien • Well attended ReCalc Forum. About 70 people attended IPM session at senior center and about 20attended at the library. • It was noted more people are coming in for classes. April Birthday lunch a week from tomorrow. Taxes wrapped up last week, Volunteer appreciation next week. • There are waiting lists for most programs and these number are documented for the record. • Planning to roll out, this summer, the ability for people to sign up for classes online using myseniorcenter application. On site classes/how to sessions will be offered for patrons. • Three candidates have applied for the PSC Program Administrator position. • A draft of the plan for trips through December will be shared shortly. Financial Report- Kevin Boymiller Kevin reviewed the charts included in the packet. There was a request to include the interest available to -date on the reports as well as any expenditures from these funds. Kevin will look into it. Select Board Liaison Report- Mark Dockser • ARPA Board is receiving suggestions from groups, organizations and town departments for use of the funds. Fund is $7.5 million dollars must be expended by 2023 • Mark emphasized that the COA needs to provide input for Reading senior citizen population. He suggested: (1) money for the feasibility study (one estimate is $150K), (2) Funds for programs and space due to increased interest and need. • Needs to be submitted to ARPA committee by next week. Kevin prefers request to go through his department and will set up a meeting with Marilyn. ReCalc Update Next meeting on the 4/20 • John O'Neil presented update to Select Board. Go to: RCTV.org to watch it. • A document was also created for an update for April Town Meeting members which is included in the warrant. • Umass will hold more forums in May so that this data as well as the Focus Groups can be used to build the survey to be distributed in the fall. The pre -feasibility report will not report most likely won't be ready for fall TM. Reading Response Program Overview Kerry Valle(Senior Case Manager) • Both Kerry and Alyse are committed to work that they do for the elder community. Kerry explained that she and Alyse Warren (nurse advocate) reach out and distribute information on a regular basis to area doctor offices, elderly housing complexes, the library, fire department, etc. Covid put a damper on some of this outreach. They created a postcard summarizing services offered by Elder and Human Services and they now provide it to clients and distribute copies to town offices, library and doctor offices. They advocate consistent messaging in COA outreach postcard. • Kerry generated a report for the period of Feblst to Aprillith data discussed included: o Between 2/1/224/11/22 Kerry and Alyse made 945 calls Food pantry 49 calls, Med trans 93 calls, lifeline 60 calls, knox box 15, ADH 6 last week as compared to 2019 they did 1026 which was when Maria and Kelly were able to assist with calls. o The average age that uses the services is 89-95 years old and these are about 20% of calls. The other 20% is the 75 age group the focus is mostly on exercise programs. • Kerry is concerned that additional outreach (i.e. postcard) beyond what they are doing may require additional staff to respond to and follow-up on increased inquiries from the public. Lifeline Request • Kerry worked with Philips Life Line during COVID. The GPS product has only been available recently due to COVID delay in manufacturing. The Client has to pay initially for the neck pendent, $90 and then pay $50 per month for the service. Kerry and Trust Fund Commissioners are working on qualifying factors for Reading Residents. Outreach Postcard Marilyn Shapleigh • Draft sent out to everyone for review. Marilyn met with printer to discuss options. Opportunity to do town wide outreach as suggested at the last ReCalc meeting to expand awareness of programs and provide residents with background information they will need to be able to fill out the ReCalc Survey. • Kerry stated that she was concerned that the postcard would generate additional phone calls/requests that one person will not be able to sufficiently handle and still provide quality customer service. • Motion made to allocate $5500 from the Burbank Funds for an outreach postcard to address elder and human service programs and continue to promote ReCalc awareness. The content of the postcard will be determined by three members of the council on aging and the elder and human services staff and ReCalc. All members present voted in favor of the motion. • Kevin will set up a meeting with Marilyn et.al. New Business Funding Requests for May Amy O'Brien • B-Day Lunch request $500K motion made to approve expenditure from Burbank Funds, all members present approved. • Mother's Day request for $1000K for event with food, flowers, and music motion made to approve expenditure from Burbank motions, all members approved. Future Agenda Items: • Town wide Events for possible COA outreach: o Friends and Family Day o Porchfest • Explore the possibility of creating a Friends of Reading Seniors to raise funds for programs. EHS Update AMY • Kelly Coughlin has resigned as PSC Coordinator, the position is posted on the Town website Senior Center Coordinator, part-time, 8:30-1:30. Also posted is a substitute van driver (2) job description on town website • April programs include: o Birthday luncheon at 12:30 on 4/19, Ms. O'Brien requesting $500 to fund event. Motion made to allocate $500 from Burbank Trust Fund, all members present voted in favor. o Other programs include: Pizza & Movie, day trip to Rockport, coffee with town manager, a wellness program, a bereavement group, coffee for new Town Manager • Let Amy know if anyone interested in Training for Dementia Friendly Reading provided by Kerry/Alyce and she will schedule a session. • A reviewed the stats for PSC and Elder services use. Reports Included in packet. 2022 Statistics February Social Service Clients 95 Social Service Contacts 169 Nurse Advocate Clients 65 Nurse Advocate Contacts 139 Tris most frequent) 315 Fitness&Games 482 In the year to date report (6/1/21 to 3/9/22) the largest %of participation was in the categories: Fitness/Exercise, Recreation, and Recreation/Sports. A total of 555 individuals. The activities could include single events as well as those with multiple sessions. Financial Report- Kevin • Kevin reviewed the COA Trust Fund financial statements as of 03/07/22 including Burbank, the Schroeder fund and the Patron for Older Adults fund. Consider designing the survey Ina way to solicit multiple respondents on one enclosed survey. • ReCalc members informally suggested that a promotional video could be produced and run on RCN to promote the project. Reading Response Program Update • Kerry manages the program for Reading. She receives referrals from the police, fire and the library. It was recommended that Kerry be invited to the next COA meeting to make a presentation to provide the COA with more information.. • Question asked: is [hero a significant difference between the two options if we only went with the home version versus the gps one/ is cost a significant factor in it? It was mentioned that the GPS version is about $1000 per person. • The Commissioners of Trust Funds discussed Philip's Life Line at their last meeting Including the maintenance of the existing program as well as looking into the GBS option. Agreed that there was a need for more discussion and updated guidelines. Dementia Friendly- Debbie Small • The meetings are on hold as current person has left for a full time job. Refer anyone looking for a part- time job of promoting dementia friendly programs to Debbie Small 781-6449951 New Business Trust Fund Expenditures Policy- Mark Dockser • Currently we limit expenditures to the interest incurred. It was a decision made by the COA a number of years ago. COA needs to think about whether or not some of the trust funds principle could be used. Ror example the Burbank could be used to fund some of the expenditures of financing a project for the new center (i.e.furniture) Also discussed with Town Manager the possibility of short term expenditures for space issues, etc. Sally Hoyt 100 Birthday • Discussion of Ideas to recognize Sally Hyt's 100th Birthday included Drive by in August '22 or perhaps a birthday party with a cake at the Pleasant Street center. All members agreed that this recognition of Sally's service to the town was very well deserved. Discussed ideas for Trust Funds events- Marilyn Full description of the suggested events, as presented by Marilyn, are included in the packet. Amy O'Brien will review suggestions and report back to COA. Suggestions included: • Tea Party, • Zoom Nutrition Series, • Weekly catered lunch and learns • Senior Coffee Hours at local Restaurants at a local restaurant • Info EHS Mailing to all town residents prior to the ReCalc survey John Parsons made a motion to adjourn.
