MINUTES OF THE READING RETIREMENT BOARD MEETING
Wednesday April 27, 2022
The Reading Retirement Board held a regular session meeting on April 27, 2022 in The Conference
Room at 2 Haven Street, Unit 307, Reading, Massachusetts
The meeting was called to order at 9:30 A.M. by Chairman David Gentile with board members Sharon
Angstrom, Carol Roberts, John Halsey, Robert Beck, Board Administrator Colleen Loughlin and
Patricia Ivas, Gloucester Retirement.
SPECIAL ITEMS
• The Reading Retirement Board held an internal reorganization and welcomed its' newly elected
board member Robert Beck.
• CAROL ROBERTS moved to nominate DAVID GENTILE as Chairman of the Retirement Board.

• Ruth Barium, who worked for the School Dept. and retired on August 3, 1991, passed away on
March 27, 2022. She chose Option A at her retirement.
• Marie Upton, who worked for Elder Services and retired on 4/11/85, passed away on April 11, 2022.
She chose Option A at her retirement.
• A transfer amount of $61,244.25 dated 3/31/22 was received from the Chelsea Retirement System
for Fidel Maltez. The Chelsea Retirement System will accept liability for 4 years and 10 months.
• A check was received from the following Boards for full payment of its Section 3(8)(c)
reimbursement.

• Election Upgrade — email correspondence with Ken Hill (PERAC Legal) in response to the Board's
inquiry:
"Is there a way we could do the next election electronically? The Board feels we would have a
better turnout with less errors by our voters, causing some ballots to be disqualified".
"Our regulations at 840 CMR 7.03(3) and 7.07 take into account that technology is probably
going to improve and electronic elections likely will be forthcoming. PERAC, however, doesn't
know the best way to conduct elections in that manner, so we are requiring the board to figure
out the process and send it to us for approval. If you can figure it out, we'd love to approve
it. I agree that turnout would be MUCH better. Thanks." Ken Hill
• As of April 20, 2022, the balance in the MMDT account is $2,853,603.04.

Email from Attorney Michael Sacco — "David LaJeunesse's last day at the firm is Wednesday, April 6"',
so effective immediately and prospectively there is no need to include him on any of your
communications with us. As we actively interview for a replacement, Chris and I will need to take on
the additional work load, which could result in some minor delays in providing you with memoranda,
opinion letters, etc. that you request of us and we appreciate your understanding during this transitional
phase. We have always prided ourselves on providing prompt service, particularly with your email
questions and I suspect that will not change. Any questions or concerns, please feel free to contact me
directly."
Attorney Michael Sacco filed the Board's Response to Opposition to Motion for Summary Decision in
the Endri Kume v. Reading Retirement Board appeal case.
Received letter from Attorney Sacco regarding DALA's decision on the Treasurer's Stipend Request. It
is the Board's discretionary authority whether to pay the Treasurer a stipend.
PERAC email - reminder that your Statement of Financial Interests for Calendar Year 2021 is due by
May 1, 2022.
OLD BUSINESS
• Continued discussion regarding various Retirement office topics, including but not limited to:
- Employee Handbook -Carol Roberts will send Draft 3 to Board electronically
- Job Descriptions
- Salary/Benefit Survey -Carol Roberts will send to Board electronically

NEW BUSINESS
• Administrator's Performance Review
The format that was used for the Administrator's performance review is the same format that is used
for the Town Manager. It serves to rate and give comments back to the Administrator. The Board
reviewed the goals from the Administrator's previous performance review. Updates of goals and
achievements will be reported quarterly to the Board. The Administrator will provide comments to
the review and will be given the opportunity to respond at the May 25, 2022 Board meeting.
