RECALC Written Report Walgreens as a potential location for a new Senior / Community Center Mark Dockser explained the RFP process for a space for the Senior / Community Center. Only one party replied to the RFP and that was the owner of the Walgreens building. Mark also explained the process of what is required with Town Meeting and debt exclusion. Select Board has not decided to take it to Town Meeting. John Sasso what was the feedback with the architects. Attending the meeting with the architects: Ron Assini, Michael Coltman, Mark Dockser, Marilynn Shapleigh provided their feedback from the meeting. Mark Dockser explained how the next steps is on ReCalc and COA. On September 29, 2022 at Noon, at the Pleasant Street Center there is a feedback session to hear more for residents. While parking remains continues to be an issue and really can't be solved in this meeting. John Sasso suggested we should address transportation overall regardless of the building. Page i 1 Mark suggested we synthesize all that we've discussed, collected, and developed along with the ReCalc survey. John Sasso suggested a motion ReCalc agrees to continue the process to Investigate the Implementation of Senior Center at the former Walgreen site at Harnden Street Reading, in preparation for the Town Meeting In November. Mark Dockser is strongly in favor of the motion as it could provide a good opportunity for near term and meet the needs of the community. Yes, parking will continue to be an issue. Transportation needs to be part of the planning. There are ideas that could be implemented to address parking and transportation. Michael Coltman strongly in favor in motion to continue. John O'Neill called for motion to agree. Michael Coltman, John Sasso, Nora Bucko, Ron Assini, John Parson and John O'Neill - Unanimously Yes to move forward. Fidel Maltez, Town Manager provided information on the process of selecting architects that would meet the needs for the project of this size. Explained there is a Massachusetts law that guides the process. Marilynn suggested hiring a senior center architect who specializing in guiding ReCalc and COA. Fidel offered a looking into having a peer architect review, perhaps the North Andover architect. Mark commented on other potential location: Oakland Rd, Symonds Way, current RMLD location. Let's sure the feedback we receive makes sense, from survey, peer communities, Umass Study etc. Community needs assessment update: Jean Delios provided an update on the Survey, electronic and paper. The survey has been robust across demographics ages. Umass will do the final analysis and has suggest either November 8 or November 22 to present the data results to the Select Board. Tomorrow 9/29/2022 will be the last feedback session with a luncheon at the senior center John O'Neill suggested a meeting with Umass with ReCalc and COA for a readout of the results before Select Board. John O'Neill suggested a subgroup to have a meeting with Umass to process the hardcopy surveys quickly. Michael Coltman, Nora Bucko and Mark Dockser with work with Jean and Jenna. Communications Update from John Sasso John provided a draft video of Informational video of current and what could be Senior/Community Center. John will send out a link to the video. Vage 12 Having a video and PowerPoint presentation for Select Board. The video can serve as promotional video for Town Meeting and post them on other media venues. (RCN, Town Facebook page etc). Select Board meeting for October 25th to provide an update on ReCalc. John Sasso and Ron Assini will come with a draft presentation for the Select Board scheduled for October 25th, 2022. Written report for Town Meeting originally drafted by Jean Delios. Table additional topics until next meeting Assignments: 1. Continuation of the subgroup meeting with architects, Fidel for the former Walgreens building. 2. Subgroup to work with Jean, Jenna and UMass to help accelerate the process of the survey results, especially the hardcopy versions. 3. John Sasso and Ron Assini to work on presentation for Select Board for October 25 with a packet delivered by October 200.
