Mr. Haley stated that he had no amendments to the meeting minutes scheduled on tonight's agenda. He noted that he must leave early for the ARPA Committee meeting. He thanked the committee members for their work provided. The committee thanked Mr. Haley for his work as well. Mr. Haley exited the meeting. Mr. Dewar questioned why 30 -minute parking spaces were modified from Monday through Saturday to Monday through Friday at the Select Board hearing. He stated that the extended hours were a benefit to businesses who needed such. Ms. Mercier stated that the Police Department requested the regulation change in order to align with the hours of all other regulations In Town. The Police currently have Issues enforcing the 30 -minute parking during the extended hours that are beyond the parking enforcement officers schedule. Ms. Whitelam stated that she would support extended hours for such even if the Police do not enforce them at all hours as business owners can point to the regulations and signs themselves. Ms. Mercier added that the recommendation of 30 -minute spaces in front of Rise475 was also not supported. Mr. O'Connor asked if it is the Police Department or the PTTTF to petition the request to. Ms. Mercier stated that the petition would go to PTTTF which the Police are a part of. An email can be submitted to her and discussed at the next PTTTF meeting. Mr. O'Connor stated that Deputy Chief Amendola's report on other municipal permit fees was very helpful and wished such was delivered sooner to save time. He questioned if the April 6, 2022 minutes should be corrected to reflect such. Mr. Weston stated that the minutes should reflect what was said at the meeting. Ms. Mercier agreed. The committee agreed that the report was beneficial and may have changed the parking permit fee recommendation(s). Page I I Mr. Weston cautioned against spot changes to parking regulations such as the 30 -minute spaces. He stated that a mix of different regulations existed and led to problems that the PARC was charged to solve. Ms. Whitelam agreed but added that unique cases do exist and the 30 -minute areas should be watched for evolving needs. Mr. Dewar stated further discussion should ensue in order to determine alternatives that may help business owners relying on such. The committee wanted to put on record that staff Julie Mercier and Andrew MacNichol went well above and beyond what could reasonably be expected in terms of support, patience, expertise and good humor. Mr. Jackson stated he would be happy to volunteer for other committees if available. Meeting Minutes 4/6/22 Mr. Jackson made a motion to approve the meeting minutes of April 6, 2022 as presented. Mr. O'Connor seconded the motion and it was approved 7-0-0. 4/19/22 Mr. Jackson made a motion to approve the meeting minutes of April 19, 2022 as amended. Mr. O'Connor seconded the motion and it was approved 7-0-0. 5/3/22 Mr. O'Connor stated that Deputy Chief Amendola's report indicated employee parking permit fees were $240 when they are $260. No corrections are needed to the minutes but he wanted to note such. Mr. Dewar made a motion to approve the meeting minutes of May 3, 2022 as presented. Mr. Jackson seconded the motion and it was approved 7-0-0. 5/11/22 Mr. O'Connor made a motion to approve the meeting minutes of May 11, 2022 as amended. Mr. Jackson seconded the motion and it was approved 7-0-0. Adjournment Mr. Dewar made a motion to adjourn the meeting at 7:43PM. Mr. Jackson seconded the motion and it was approved 7-0-0. Page 12 Town of Reading Campaign Finance Town Clerk's Office Steps: • Local Candidates and committees are required by MGL to file periodic campaign finance reports. These reports are required whether or not money has been raised or expended. • Candidates and political committees are required to file Form CPF M102 with town clerk's office on or before each reporting date. • First filing date is the 8th day before an election and covers period from the day following the ending date of the last report through ten days before due date; (We generally use 01/01/yyyy as the start date). For example, the election was on 4/5/2022, so the 8"' day report was due on 3/28/2022 and covered the period from 1/1/2022 to 3/18/2022 • Second filing date is the 30th day after an election and covers period from day after ending date of last report thru ten days before due date; For example, the election was on 4/5/2022, so the 30th day report was due on 5/5/2022 and covered the period from 3/19/2022 to 4/25/2022. • Year End Report, due on or before January 20th in the following year - covers period from last report through December 31st. For example, in 2022 this report will cover the period from 4/26/2022 to 12/31/2022 • The M102-0 form may be filed in lieu of M102 if a candidate does not have a political committee and did not receive contributions, spend any money, maintain a balance, or incurred any debts. • Paper reports must be made available for public inspection and copying. • All reports filed with town clerk in excess of $1,000 must be posted to municipal website within thirty days after filing deadline. (OCPF recommends posting all reports to the website).
