First order of business to review Site survey questions.
Review of the Senior Site visits questions/survey.
John Parsons:
Add/modify questions
Are the multipurpose rooms and dividing room for simultaneous use?
How are volunteers utilized and how many are available?

Mark Dockser:
How much do they rely on volunteers to make your core programs run?
Reviewed the Andover website and proposal and we're able to obtain most of the information
required for the site survey. At least pre -populate.
John O'Neill
Do we want to visit Sites that have recently gone through or going through the process?
Andover, Wilmington, Melrose, Bedford, Milton, North Reading, Winchester, Stoneham,
Wakefield, Natick, North Andover, Westboro, Lexington, and Scituate
Visit Towns populations and populations of elders
John Parsons:
Scituate recently went through process and built 9 months ago. Would be a good site to visit.
Mark Dockser:
We should use age 60+ as the threshold for Elders classification. Andover used 60 in their
planning.
Developed a list of towns to visit with the list of nearly 21 sites to visit.
List will be posted.
Attempt to get a least one site per person to visit before next ReCalc meeting on March 30,
2022.

Recap of the UMASS consultant survey
We have a very good mailing list via the Town Clerk.
John Sasso:
We have captured a good list of questions to ask the consultant of how they conduct surveys.
What else do the consultants need from the committee?
John Parsons:
With a paper option, how we address multiple household members?
Marilyn Shapleigh:
The Council on Aging is willing to be supportive in promoting the community survey.
John Sasso:
Wilmington developed a regular communication about the process.

How up to speed is the Select Board on what we've been doing

The Select Board created the ReCalc but are not aware of all the things we've been working.
In preparation for the Select Board meeting, just a few PowerPoint slides.
Slated for a 9:00 pm slot to present.
Suggested content.
Benchmarking the site visits should be included.
Presentation to Town Meeting may be right around the corner.
Not sure if it's a presentation or written report.

Many of the questions can be filled out ahead of time.
Request for background information to help speed along the survey

Pre -work. The UMASS team has a robust database on all the Senior Centers

As for Staffing, what type of staffing is available?
What are some of the technology needs (Chromebooks, laptops etc)?

Are they centralized facilities vs. distributed in planning their center?
Do you have programs running in other facilities?
A lot of communities use schools for programs, but schools are used during day.

Need to focus on what the facility can offer?

Wilmington is 2/3 in the process of building a new center and provide a progress report in a
newsletter about things they can do and what they can't do with 8300 SF.

The budget document, the Town Manager is by charter to deliver a balanced budget.
It will be helpful for everyone on the committee to review the budget to get a better
understanding of the overall Reading finances.
Other communities use facilities master plan (ie Wilmington).
This Agenda has been prepared in advance and represents a listing of topic that the chair reasonably anticipates will be discussed
at the meeting. However the agenda does not necessarily include all matters which may be taken at this meeting

While the Town budget should be considered, there are other funding sources that may be
available (State funds).
Ron Assini:
How important (if accredited) was obtaining National Institute of Senior Centers (NISC)?
What was were some of the requirements that were a challenge to overcome?

Using the UMASS database and peer communities.
How do we prioritize which communities we target?
In process centers and established centers.
The select board is expecting on a report on the progress of the process the committee is using.
While City/Towns may not be comparable to Reading, some of them are going through a
planning process. Perhaps the committee can glean information from their planning.
Be open minded but practical in our path forward.

Echo Mark comments, that the town is confident on the work that ReCalc is doing.
Happy to have the UMASS group involved because they have the expertise doing this for other
communities. It's important for the town to get community input.
John Sasso
Should we address for a future meeting how the process other communities went through to
understand this that may be or may not be relevant to our planning process.

Many of the surrounding communities have joined the AARP Community Center.
Review of the questions for the UMASS Consultant
John Sasso and Mark Dockser assembled a great list of survey type questions to discuss with the
consultant.
