The rest of the Commission members introduced themselves. Ms. Beatrice announced that the meeting is being recorded and broadcast by RCN. She summarized the Zoom program features for the Board and the public. 175 Summer Avenue Mr. Steve Kasper was present on behalf of the application. Mr. Blodgett stated that a Certificate of Appropriateness will be required for the change of an architectural feature. Ms. Beatrice shared Images of the dwelling on-screen. Mr. Kasper stated that the windows on the first floor of the dwelling are proposed to be replaced. He continued that the windows are currently 'double -hung' and are not original to the house. He confirmed that the windows within the slate roof are not to be modified. Mr. Kasper stated that the product to be utilized has a profile that mimics the putty exterior and the interior sash. The windows are to be colored white and be constructed of wood with an aluminum exterior finish. Mr. Blodgett added that the dwelling was constructed 1831 which is well within the seventy -year timeframe of the Commission. Ms. Adams questioned If the mullions were located on the interior or the exterior. Mr. Kasper answered that it Is actually both. The windows are'simulated divider light' so they are attached on both sides. Ms. Adams asked if the two -over -two lights will be maintained. Mr. Kasper responded in the affirmative. Ms. Adams found the second -Floor windows to be the'eyes of the house' and are very important architecturally. Mr. Kasper agreed. Mr. Blodgett explained to the Applicant that abutter notificatlon will be required. Mr. Kasper stated that he Is very familiar with the process. 0 XE,10 Town of Reading Meeting Minutes ow��c Mr. D'Orazio made a motion to waive the public hearing for 175 Summer Avenue Mr. Mittnight seconded the motion, and it was approved 5-0-0. Ms. Adams made a motion to approve the Certificate of Appropriateness for the property at 175 Summer Avenue. Mr. D'Orazio seconded the motion, and it was approved 5-0-0. IT Mr. Blodgett stated that Ms. Adams and Ms. Poehler were moved to alternate members of the Commission. In turn, Mr. D'Orazio and Ms. Devin -Freedman were moved up to full-time Commission members. Mr. Blodgett continued that he has asked to move from Chair down to full-time member. He stated that nominations for Chair and Vice Chair will be opened and conducted tonight, each of which will require a vote. Mr. Blodgett opened the floor to nominations. Ms. Adams moved to nominate Mr. D'Orazio as Chair of the Commission. Ms. Adams then moved to nominate Ms. Devin -Freedman as Vice Chair of the Commission. Mr. Mittalght seconded the motion, and it was approved 5-0-0. New Business Ms. Adams noted that the house on Woburn Street, which was approved for a front -yard fence, Installed said fence and it came out nicely. Ms. Adams stated that an email was sent asking about painting a house at 233 West Street. She asked that someone respond and Inform the person that they are free to paint the dwelling however they like. Mr. Blodgett stated that a Certificate of Non -Applicability may be required since the application was submitted. He continued that this is the preferred process so that the Commission is aware of such. Mr. D'Orazio stated that no application has been submitted as of yet, only the email. Ms. Adams asked that an application be submitted so that a record of such can exist. Ms. Beatrice asked if the Commission would like her to issue certificate numbers so that the Commission does not have to. She stated that with the OpenGov permitting software coming online it would allow proper record keeping. Mr. Blodgett asked if Ms. Beatrice would Inform the Commission of such numbers. Ms. Beatrice replied in the affirmative. Ms. Devin - Freedman asked if she and Mr. D'Orazio required training on the software. Ms. Beatrice replied that it is unlikely training will be needed as it will be a staff managed program. Mr. Blodgett stated that a state -level workshop was conducted on In-kind materials for historic districts. He stated he was not aware of the workshop but asked Ms. Adams to comment. Ms. Adams stated that it was a part of the Mass Historical Commission Ustsery but the workshop was already full when she applied. She continued that she signed up for a waitlist as the workshop is expected to be conducted again. She encouraged Commission members to sign up for the waitlist as it is limited to twelve people at the workshop. Mr. Blodgett stated that he has signed up for the waitlist.
