Chair Alan Foulds called the meeting to order at 6:33 pm. Candidate Elizabeth Sullivan has lived in Reading for eight years and has two small children. She works as a Fishery Management and Policy Analyst and feels her work reading, crafting, and Interpreting policies will be an asset to the Bylaw Committee. She credits that to her experience with understanding regulatory language and crafting policies that are clear, concise, and not left open to interpretation. When asked how she views the role of the Bylaw Committee, Ms. Sullivan stated that the Bylaw Committee is both an advisory body to Town Meeting, as well as a proactive Committee that looks for ways that bylaws can be improved. Candidate Kern Perry has lived In Reading since 2007. She has been involved with other Boards and Committees in Town including: serving on the Human Relations Advisory Committee for three years, is currently a member of the cultural Council, and was recently elected as a Town Meeting member for Precinct 6. She has had an interest in the Bylaw Committee for some time and frequently attends meetings. Ms. Perry stated that her experience in Human Resources would be valuable to the Bylaw Committee, as HR includes a lot of policy work that involves governance, wordsmithing, and ensuring there are no loopholes in the policy. Human Resources also gives her the experience of working with people. The Appointment Committee noted that there may be a bylaw precluding a Bylaw confirmttrCommitteeom serving on another Board or simultaneously, whether it would n uld be a conflict during their deliberations. Whenasked if she would would Vege I 1 have to choose between Cultural Council and Bylaw Committee, Ms. Perry stated that she would prefer Bylaw Committee. Following the interviews, the Appointment Committee briefly discussed whether it is permissible for an individual to serve on other Boards and Committees while serving on the Bylaw Committee. Upon review of the bylaws, it was determined that section 3.3.2.4 only precluded Finance Committee members from serving on any other Boards or Committees: 3.3.2.4 Cannot Hold another Office Any member of the Finance committee, who shall be appointed or elected to any official body, shall forthwith upon that member's qualification in such office, cease to be a member of the Finance Committee. Upon confirming this information, the Appointment Committee agreed there was nothing precluding Ms. Perry from being able to serve on both the Cultural Council and Bylaw Committee. On a motion by Mr. Struble, and seconded by Ms. Herrick, the Bylaw Committee Appointment Committee voted 3-0-0 to appoint Elizabeth Sullivan to the Bylaw Committee for a three-year term beginning July 1, 2021 and expiring June 30, 2024.
