Julie Mercier, Community Development Director for the Town, introduced herself and briefly described how the meeting would work using the Zoom features. Mr. Blodgett moved Ms. Freedman up to voting member and Mr. Mittnight in case his vote is needed. ISO West Street Ms.Yeomelakis stated that they were looking to add a second floor to a portion of the building. Mr. Blodgett read the legal notice and opened the discussion for this application. He noted that the project falls under the jurisdiction of the Commission, and open the discussion up to the rest of the members. Mr. Blodgett noted that the application states the addition will be wood construction. He also noted that there was decking that may show;the windows were under HDC jurisdiction; and there is a patio door but he did not know where that would be located. Page 1 1 Ms.Yeomelakis stated the deck is not involved in the process but there is a balcony on the second floor. In response to Mr. Blodgett's question about the roof, she stated that the new roof would not interfere or exceed the height of the existing roof. Mr. Blodgett asked the applicants if the replacement windows would match the current windows and the applicants stated they would match. Mr. Blodgett asked if the sliders were being replaced. Ms. Yeomelakis stated just the new balcony,which is not visible. Ms.Adams ask if the applicants could review any differences from their original proposal. Ms. Yeomelakis stated that it would just be the details which they did not have at the last meeting. Ms. Freedman asked for some clarification for which page is the front A6 or A 11. Mr. Blodgett stated there we no changes on the front and the applicants confirmed. Ms. Adams asked if the front windows would be replaced and what the current siding material is. Ms.Yeomelakis stated they are not touching the windows or anything else in the front and the siding is vinyl. Mr. Blodgett suggested the applicant add shutters to the windows (ASO on the plans). Ms.Adams suggested awnings over the tri-section windows if they do not decide to use shutters. Mr. Blodgett opened the meeting to public comment.There was none. On a Motion made by Ms. Adams,seconded by Ms. Bornstein,the Commission issued a Certificate of Appropriateness,and waived the public hearing,for the 150 West Street addition.Vote 4-0-0 218 West Street Mr. LeBlanc explained he was looking to install a 6-foot vinyl fence for privacy and safety reasons. Mr. Mittnight asked Mr. LeBlanc if he had considered installing a wood fence. Mr. Leblanc stated he did not get a quote for that and he thought the white fence would look better. Ms.Adams encouraged the applicant to use real wood. Ms. Freedman asked if the fence was just an L-shape or if it would be enclosed. Mr. LeBlanc confirmed it was just an L-shaped fence. Mr. Blodgett suggested a 4-foot solid fence with bushes and maybe something different on the side if he did not like the wood. Mr. LeBlanc stated he would be willing to go with a wooden fence. Ms.Adams suggested adding lattice to the top of the fence. Page 1 2 Mr. Blodgett asked is there would be a gate.The applicant confirmed there would be. On a Motion made by Mr. Blodgett, seconded by Ms. Freedman,the Commission waived the Public Hearing and issued a Certificate of Appropriateness for the 218 West street fence, after abutters have been notified.Vote 40-0 Mr. Blodgett shared some information with the Commission about the condition of 186 Summer Ave. He also stated that he would be stepping down from chair and briefly went over some options for rearranging the Commission. There was also a brief conversation between the Commission Members and the Staff about the new permitting system and trying to make the whole process easier for everyone. Adjournment On a motion made by Ms. Bornstein and seconded by Ms.Adams,the Commission adjourned the meeting. Mr. Blodgett moved Ms. Freedman up to voting member and Mr. Mittnight in case his vote is needed. 146 Summer Ave Mr.Sabatella stated that they were looking to replace some of the siding on the side of the house.They had wanted to just repair it but after examining the area they thought it would be best to replace the siding with something identical. He also noted on the other side of the house there was some water damage.The source of the water was repaired but it damaged some molding so they were looking to repair that damage with something identical. Mr.Sabatella also noted that due to zoning issues they were not aware of,their previous proposal to add a deck over the garage,for which they received a Certificate of Appropriateness recently,will not go forward. On a Motion made by Ms.Bornstein,seconded by Ms.Adams,the Commission waived the Public Hearing and issued a Certificate of Appropriateness for 146 Summer Avenue for repairs& maintenance.Vote 5-" Page 1 1 The Board Members discussed the reorganization of the Board Members positions. Mr. Blodgett stated that there were three people willing to step down from their active positions, Ms. Poehler, Ms. Adams and himself. Ms. Freedman and Mr. D'Orazio were willing to step up. Minutes 1/13/2020 On a motion made by Ms.Adams,seconded by Ms. Freeman,the Commission moved to accept the 1/13/20 minutes as amended. Vote 5-0-0 1/23/202 On a motion made by Mr. D'Orazio,seconded by Mr. Mittnight,the Commission moved to accept the 1/23/20 minutes as amended. Vote 5-0-0 2/5/202 On a motion made by Mr. Blodgett,seconded by Mr. D'Orazio,the Commission moved to accept the 2/5/20 minutes as amended. Vote 5-0-0 5111/202 On a motion made by Mr. D'Orazio,seconded by Mr.Blodgett,the Commission moved to accept the 5/11/20 minutes as amended. Vote 5-0-0 8/17/202 On a motion made by Ms.Adams,seconded by Ms. Freedman,the Commission moved to accept the 8/17/20 minutes as amended.
