Topics of Discussion:
Preliminary Notes: Ms. Shankland noted that per state law,can only have one school administrator as a voting
member of school council. Mr. Norton will be present at the meetings as a facilitator of the equity audit of the
handbook. Ms. Shankland stated that his name will be removed from the draft school improvement plan, which
has not yet been finalized, and replaced with Miguel Borrero as community member.
The meeting then started by reviewing the draft minutes prepared by Christine Lusk. Ms. Lusk stated that her
minutes should be modified by adding the ending time; she also had a question about how the Birch Meadow
equity audit should be described. Ms. Shankland clarified it, and it was agreed that the draft minutes should be
modified to clarify that the Birch Meadow equity audit is, in fact, a pilot equity audit and is not yet completed. In
the future,the results of the Birch Meadow pilot audit may serve to help refine the rubric for analyzing all school
handbooks in the district.
Ms. Lusk moved to approve the draft minutes of the 12/16/2020 meeting,once the above modifications were
put in,and Ms. Downing seconded. The group approved unanimously.
Mr. Norton gave a brief presentation HERE on how the rubric for the Parker Equity audit of its handbook,
should be reviewed. His presentation provided definitions of key terms like equity and inclusion-from the
School Reform Institute(SRI)
The school council then broke off into several distinct"break out rooms"to go through the rubric with the goal of
looking in the rubric for what is:
-Missing
-Redundant
-Unclear(anyone should be able to read the rubric and understand the standard it is using)
Then, collaboratively, the break out rooms will all edit the rubric document at the same time to fix the above
issues. Each breakout group can take notes or directly edit the document.
The council went into breakout rooms for approximately an hour, rejoining the meeting at 6:52 pm.

When the breakout room participants all returned, a few additional school-council related business items were
discussed. Ms. Shankland told the group that the next Parker School Council meeting would be on 2/24/2021.
Also mentioned was that the Parker"We the Change/AWOD"group would work on the school mission and
vision,then the school council would give input, then the mission and vision would be presented to staff for final
input. The students in this group are getting training through Pegasus Springs/SRI, as are the teachers. Ms.
Lestrade asked if there are any Boston/Metco students in We the Change, and Ms. Shankland stated that there

are 3 Boston students in the group. Ms. Lestrade also asked how many METCO students are at Parker right
now, and Ms. Shankland answered, a total of 12.
