No person oc persons sha11 solicit to sell or distribute merchandise or collect donations on a house � to house basis within the limits of the Town of Reading without first obcaining a permit from the Reading Hoard of Selectmen at least [en (10) days in advance of [he planned s[arting date of such ac[ivity.
