To either of the Constahles of the Town of Reading, Gxeetings:
In the nazne of the Comnonweal[h you are hereby required to notify and warn
[he inhabitants of the Town of Reading qualified to vote in elections and town
� affairs to meet at the Memorial High School, 62 Oakla�d Road, in said Reading on
Monday, December 4, 1972, a[ eight o'clock in the evening to act on [he followi�g
ar[icles:
ARTICLE 1. To hear and ac[ on the reports of Town Officers and special
crnmnittees and determine what ins[ructions will 6e given Town Officers and special
ca�mnittees.
AftTICLE 2. To see if the Town wi11 authorize the Municipal Light Board on
behalf of the Town to acquire by purchase, right of eminen[ domain, deed of gift�
easesen[ or oiherwise fox Municipal Light purposes, a certain parcel of land
situated on the easterly side of Plain Street in Reading, Massachuse[ts, depic[ed
as parcel No. 1 on the Town of Reading Assessors Plat No. 247 and con[aining 22
acres more or less and to see what sum the Town wi11 raise by boxrowing or from
the tax levy or transfer from available funds, or o[herwise, and appropria[e for
such purpose, or what it will do in relation thereto.
ARTICLE 3. To see if the Town wi11 vote to amend the Zoning By-Laws of the
Town of Reading,Part VI: Special Dis[ricts, Section XXV� Flood Plain Districts as
follows:
1. In Subsection 2.delete the first paragraph and substitute therefor the
following new firsi paragraph:
� 2. The location of ihe Flood P1ain distric[s shall include the areas
shown on the "Zoning Map of the Town of Reading, Massachuset[s", dated February,
1942, as amended, as shown on MAP No. 2 Town of Reading, Mass. , Planning Board�
and dated 1937, and as de[ermined by the Board of Public Works. The locations of
said districts are more specifically described as follows:
2. Delete Subsection 2.a. and substitute therefor the following new Su6section
2.a. :
2.a. Ipswich River
All [hat Land along ox sloping toward the Ipswich River that is a[ or below
an elevation of 80.0 feet above mean sea Leve1 and located between Route 28 and
the Wilmington Town Line.
3. Delete Subsection 2.d. (1) and substitu[e therefor the following new

2.d. (1) Bounded easterly by the Reading-Lynnfield Town Line, and northerly
by ffie Reading-North Reading Town Line and westerly and southerly by Haverhill
Street thut is a[ or below an elevation of 81.0 feet above mean sea level:
4. Delete Subsection 2.d. (2) and substitute thexefor the following new
Subsection 2.d. (2) and add a new Subsection 2.d. (3) :
2.d. (2) All that land lying southerly of [he Reading-North Reading Town
� Line and the Ipswich River bounded westerly by Route 28, easterly by Haverhill
Street and sou[herly by Franklin Street that is at or below an elevation of 80.0
feet above mean sea Level:
2.d. (3) A11 tha[ land lying southerly of Franklin Streei, bounded westerly
by Route 28, easterly by Haverhill Street at or below an elevation of 82.5 feet
above mean sea level.

ARTICLE 4. To see if the Town will wie to acquire or transfer by purchase,
right of eminent domain, deed of gift, dedication or otherwise for Conservation
parposes under Genetal Laws, Chapter 40, Section 8C� as aznended a certain paxcel

sq. ft. and to see what sum the Town will raise by borrowing, from [he tax levy, or
transfer from available funds, or otherwise, and appropria[e for such purpose, or
wha[ it will do in relation [here[o.

ARTICLE 5. To see if the Town wi11 vote to purchase or lease and install seven
(7) relocatable classrooms [oge[her with such passageways, Wile[s and steps or ramps
as wi11 be necessary and utility connec[ions as may be required, such work to be
done under the direc[ion of the Aeading School Department, and to see what sum the
Town wi11 raise by borrowing or from the tax levy or transfer from available funds, [
or otherwise, and appropriate for such purpose, or what it wi11 do in relation thereto. j

ARTICLE 6. To see wha[ sum [he Town wi11 xaise by borrowing, or from the tax

of xenovation and or repairing all or a part of the Reading Co�unity Center, to
be used for a kindergar[en a�d alterna[ive, open-educa[ion school program, or wha[
it will do in relation thereto.

ARTICLE 7. To see what sum the Town wi11 raise by borrowing or from the tax
levy, or transfer from available funds� or otherwise and appropriate for [he purpose
of constructing a priva[e way known as Audubon Road, as au[hurized by Massachuse[ts
G. L. Chap[er 41� such sums to be spen[ by and under the direction of ihe Board of
Public Works, or what i[ wi11 do in relaiion there[o.

ARTICLE 8. To see if the Town wi11 vote to amend the Zoning By-Laws� Part 1 : �I
Dis[ric[s, Section III. General Regulations� by inseriing after 3E. [he following
paragraph:
3F. A faciliiy owned and opexated by a non-profit organization, which will
provide for each and every one of the following activities - recreational, educa[ionai
and social service, but sha11 not permit [he sale of alcoholic beverages or opera- � '��.,
tions of games of chance, may be erected and maintained in Residen[ia1 Districts, I
pxovided a permit therefore is granted by ffie Board of Appeais after a public
hearing, which permit may be granted sobject to appropriate sestrictions and
limitations on parking, site p1an, s[ruc[ure or use, as may be deemed necessary

Nor[hern Residents Associa[ion, said gift to be used for the purpose of establishing
a scholarship fund to be adminis[ered by [he Co�mnissioners of. Trust Funds for the
Town of Reading, or wha[ it wi11 do in relation [here[o.
