Latham, at 8:00 P. M. The invocation was given by Rev. John Snook, Old South United Meth- odist Church. ARTICLE 45. On motion of George L. Hodgkins it was voted that the Town accept the report of the Board of Public Works on the layout of a Private Way known as FRANK D. TANNER DRIVE EXTENSION and adopt the recom- mendationp contained therein, and that the sum of One Hundred Dollars ' (SlOO.0OY be transferred from the "A" Street Betterment Account and appro- priated for the laying out of and construction of said Way, such sum to be expended by and under the direction of the Board of Public Works, and that the Town Accountant be, and he hereby is, authorized and in- structed to make such transfer to carry out the purpose of this vote. REPORT OF THE BOARD OF PUBLIC WORKS ON THE LAYING OUT OF FRANK D. TANNER DRIVE The Board of Public Works of the Town of Reading having determined and adjudged that common convenience and necessity require the laying out of a town way under the provisions of law authorizing the assessment of betterments, substantially in the location hereinafter described, having complied with all requirements of law relating to notice to the owners of land thereof and of a hearing thereon, and having met at the time and place appointed for such-hearing and then and there heard all persons present who desired to be heard, have laid out as a town way for the use of the town running Northerly from the previously accepted portion of Frank D. Tanner Drive substantially as and in the location of a private way known as Frank D. Tanner Drive. The boundaries and measurements of said way as so laid out are as follows: Beginning at a point, said point being at the northeasterly terminus of the said previously accepted portion of Frank D. Tanner Drive. Roger Louanis, Superintendent, said plan being a part of this description. 158 Adjourned Annual Town Meeting March 22, 1971 We determinethatno damages will be sustained by any person or persons in tieir property by reason of the taking to be made for this improvement, and no betterments are to be assessed therefor. This laying out so made by us we hereby report to the Town for acceptance and recommend that said way shall thereafter be known as a public way and named Frank D. Tanner Drive, and that the sum of One Hundred Dollars ($100.00) be transferred from A Street Betterment Account and appropriated for construction of said way. Nathan C. White, Chairman Donald E. Hodgkins it was voted that the Town accept the report of the Board of Public Works on the layout of a Private Way known as MARTIN ROAD EXTENSION and adopt the recommendations containedtherein, and that the sum of Six Hundred Fifty Dollars ($650.00) be transferred from the "G" Street Betterment Account and appropriated for the laying out of and construction of said Way, such sum to be ex- pended by and under the direction of the Board of Public Works, and that the Town Accountant be, and he hereby is, authorized and instructed to make such transfer to carry out the purpose of this vote. Hundred Forty-two Dollars ($342.00) be transferred from the "A" Street Betterment Account and. appropriated for the laying out of and construction of said way, such sum to be expended by and under the direction of the Board of Pub- lic Works, and that the Town Accountant be, and he hereby is, author- ized and instructed to make such transfer to carry out the purpose of this vote. Cochrane, 3rd, it was voted that the Town accept the report of the Board of Public Works on the layout of a Private Way known as COLBURN ROAD EXTENSION and adopt the recommendations contained therein, and that the sum of Seven Hunted Forty-four Dollars ($744.00) 'be transferred from the "A" Street Better- ment Account and appropriated for the laying out of and construction of said Way, such sum to be expended by and under the direction of the Board of Public Works, and that the Town Accountant be, and he hereby is, authorized and instructed to make such transfer to carry out the purpose of this vote. On motion of William H. Watt it was voted that this Article be indefinitely postponed. Frank A. Smith, Jr. moved for a point of personal privilege and submitted the following report: "Last Thursday evening when Town Meeting voted to reduce the Bduca- tion Salary Budget by some $12,000. , a Town Meeting Member asked if the motion to delete this amount should include the deletion of the four positions under discussion. Member was advised that it was not. part of the motion, but that the School CommitteeWould get the message. Ladies and gentlemen I would like to advise you tonight that, if such was the message intended, I cannot accept it. At next Monday's meeting of the School Committee I shall move to have the School Committee take the necessary steps to create these four positions. Hopefully this can be done within the remaining dollar figure for salaries in the bud- get. That is, I hope that by hiring replacement teachers at less ex- perience and lower salaries than those whom they are replacing we shall be able to live with the cut you have made, and still meet these urgent requirements. If this is not possible I shall attempt to initiate ac- tion on the School Committee, or as a tax payer, to secure restoration of these funds by legal process. I do not take this step lightly, and I announce it to you before adjournment as a matter of conscience and in good faith. Since last Thursday night I have tried to convince myself that the reduction you have made is neither significant nor important. I cannot so convince myself. These positions are the absolute minimum of what is required to maintain that quality of education we now have. In the area of ' guidance I consider our real requirements to be in the area of 8 to 10, not 1. Cost and tax considerations were paramount to the School Commit- tee in reducing new personnel requirements to this absolute minimum of five. In debating this matter in my own mind I have considered resigning from the School Committee rather than disputing this issue further; but that amemmts to a cop out. I ran for School Committee in 1967 with a promise to work for quality education within our ability to pay - and you did not so run. 2. I consider that these positions are imperative and within our ability to pay, and I stand answerable to the voters for that position - you do not: ARTICLE 56. On motion ofRobert �. Wakeling it was voted that the sum of Seventeen Thousand Eight Hundred Eight Dollars ($17,808.00)'Bel- lawe be raised from the tax levy and appropriated for the purpose of pro- viding cooperative or complementary facilities to out-patient clinics established or to be established in accordance with the provisions of Chapter 123, Section 13A of the General Laws, in cooperation with the Department of Mental Health and other agencies collaborating with said Department, and for providing payment for services rendered, or to be rendered, by such public or private agencies in such clinic in accord- ance with the provisions of General Laws Chapter 40, Section 5, Clause (40-C) , the same to be expended under the directionbf the School Commit- tee or of the Board of Health or under the joint direction of both. Fasciano, Chairman of the Planning Board: Pursuant to Chapter 40A, Section 6, of the General Laws, a public hearing was held at the Community Center, on March 1, 1971, at 7: 30 P.M. , regarding a change in the Zoning By-Laws, which would extend the Busi- ness A Zone to: 1.
