ADJOURNED SPECIAL TOWN MEETING
Memorial High School Auditorium November 23, 1970
The meeting was called to order by the Moderator, Kenneth C. Latham,
at 8:00 P. M.
The invocation was given by Rev. Paul E. Barnes, First Congregational
Church.
Due to an oversight by the Moderator at the meeting on November 16,
1970, the Warrant and Constable's Return was not read, which warraht:ht-this
time was partially read when, on motion of Fred C. Kenney, Jr. , it was voted
to dispense with further reading of the Warrant, except the Constable'e Re-
turn, which was then read by the Town Clerk.
ARTICLE 16. After much discussion and amendment by Douglass L.
Barker on the motion made by Kenneth P. Roberts under this Article at
the Special Town Meeting on November 16, 1970, this motion did not pass.

On motion of Robert M. Graham it was voted to take Article 1 from
the table.
ARTICLE 1. On motion of Robert M. Graham it was voted that the
Board of Registrars be and they hereby are, instructed to include all
residents of the Town, 18 years of age and older, in the next and subse-
quent Street Listing, if necessary, and in accordance with law.
ARTICLE 1. On motion of Robert M. Graham it was voted that the
Selectmen investigate and report, including necessary Warrant articles,
upon the feasability of the voluntary payments of Real Estate Tax at a
frequency of not less than twice a year or more than twelve times per
year.
ARTICLE 1. On motion of Kenneth P. Roberts, as amended by Richard
B. Webster, it was voted that the School Construction Committee established
under Article 67 of the Annual Town Meeting of 1970 be, and hereby is,
instructed to study, and report to the next Annual Town Meeting, alterna-
tive building solutions to the elementary school space needs as defined
by the School Committee, such solutions to include, but not be limited
to, modular construction, pre-fabricated structures, and portable or tem-
porary rooms, and the possibility of construction without State Aid.
On motion of Fred C. Kenney, Jr. , it was voted to place Article 1
on the table.
ARTICLE 16. Kenneth P. Roberts moved for Reconsideration of this
Article,
This motion did not pass. (Two-thirds vote required)

ARTICLE 17. On motion of Donald R. Walker, as amended by Paul T. Met-
calf, , it, was voted that the School Committee be and they hereby are, auth-
orized and empowered upon such terms and conditions as it shall determine,
to dispose of cafeteria, food preparation, electrical , heating, bentillat-
ing and plumbing items and equipment salvaged or replaced inrthe remodel--

ling or renovation of the Reading Memorial High School and the construc-
tion of the addition thereto as shall be determined by the School Commit-
tee to be no longer useful for School Department purposes by sale, ex-
change or trade-in or otherwise with any cash receipts realized there-
from to be paid into the Town Treasury, such sale to have a published
list in the Reading Chronicle prior to such sale.
ARTICLE 18. Donald A. Walker moved that the sum of Thirty Thousand
Dollars ($30,000.00) be transferred from School Department Salaries Ac-
count and the sum of Four Thousand One Hundred Seventy-nine Dollars
($4,179.00) be transferred from School Department Maintenance, and that
such sums totalling Thirty-four Thousand One Hundred Seventy-nine Dollars
($34, 179.00) be appropriated and expended together with Sixteen Thousand
Nine Hundred Twenty-one Dollars ($16,921.00) of Federal Funds received
under the provisions of Public Law 874, the expenditure of which is
hereby authorized for the purpose of restoration, renovation and repair
of buildings at the Bear Hill Nike Site, so-called, and the maintenance
of buildings and grounds, and that the Town Accountant be, and he hereby
is, authorized, empowered and instructed to make such transfers to carry
out the purpose of this vote.
This motion did not pass. 43 voted in the affirmative
98 voted in the negative
ARTICLE 19. To see if the Town will vote to transfer the control
and maintenance of the land and buildings or any portion of them at
the Bear Hill Nike Site, so-called, to the School Department, or what
it will do in relation thereto.
On motion of Donald R. Walker it was voted that Article 19 be in-
definitely postponed.
ARTICLE 20. To see if the Town will vote to reconvey to-the-Read-
to the Reading Rifle and Revolver Club, Inc. , a portion of the land pre-
viously taken by eminent domain or the Nike launches site, so-called,
and containing approximately nine acres of land adjacent to and lying
outgide and easterly of the easterly fence upon the said Nike site,
bounded and described as follows:
SOUTHWESTERLY: By land of the Reading Rifle and Revolver Club, Inc. ,
and by Town of Reading Access Way two hundred eighty-seven (287) feet;
SOUTHEASTERLY: By said Way twenty-two and ninety-one hundredths
f22.91) feet;
NORTHWESTERLY: By Town of Reading Nike Site as shown on said plan
seven hundred twenty and nineteen hundredths (720.19) feet;
NORTHWESTERLY: More Northerly, by land of Mary E. L. Zanni as
shown on said Plan two hundred ninety-four and fifty-four hundredths
(294. 54) feet;
NORTHEASTERLY: By said land of Zanni and by other land of Reading
Rifle and Revolver Club, inc. , one hundred thirty (130) feet;
SOUTHEASTERLY: By said land of Reading Rifle and Revolver Club,
Inc. , seven hundred seventy and forty-nine hundredths ) 770.49) feet;
SOUTHEASTERLY: By said Reading Rifle and Revolver Club, Inc. ,
two hundred fifty-two (252) ffet; and
SOUTHERLY: By said Reading Rifle and Revolver Club, Inc. , two
hundred twenty-four (224) feet.
Containing nine (9) acres more or less,according to a plan of land
in Reading entitled "Plan of proposed acquisition of land from the Town
of Reading to the Reading Rifle and Revolver Club, Inc. , dated October, `
1970, H. K. Abbott, Registered Surveyor, J
or what it will do in relation thereto.
On motion of Fred C. Kenney, Jr. , it was voted that Article 20 be
indefinitely postponed.
On motion of Robert P. Sumberg it was voted to take Article 1 from
the table.

ARTICLE 1. Robert P. Sumberg requested the Selectmen to report
on the status of the Town-owned Liquor Store, and the Boards intention
to issue liquor licenses, to which Fred C. Kenney, Jr. , Chairman of
the Board of Selectmen, requested the Town Counsel to report on the
status of the Town's appeal to the State Supreme Court in regard to
the Town's request to establish a Town-owned Liquor Store. This was
done by Town Counsel, James W. Killam, III.
Fred C. Kenney, Jr. , indicated that the Board of Selectmen intended
to commence issuing liquor licenses without awaiting further decision
from the Supreme Court.
ARTICLE 1. On motion of Douglass L. Barker it was voted that the
Selectmen be instructed to continue their course on the Town-owned
Liquor Store question to its conclusion in the State Supreme Court.
On motion of Fred C. Kenney, Jr. , it was voted that Article 1 be
indefinitely postponed.
On motion of Fred C. Kenney, Jr. , it was voted that the meeting
stand adjourned sine die at 10:45 P. M.

To either of the Constables of the Town of Reading, Greetings:
In the name of the Commonwealth of Massachusetts you are henby
required to notify and warn the inhabitants of the Town of Reading,
qualified to vote in elections and Town affairs, to meet in the fol-
lowing places desigbated for the four precincts in said Town, namely:
Precinct 1 - Pearl Street School
Precinct 2 - Joshua Eaton School
Precinct 3 - Community Center
Precinct 4 - Memorial High School
on
Monday, the FIRST DAY of MARCH, A. D. , 1971
at seven o'clock in the forenoon to act on the following articles, viz:
ARTICLE 1. To elect by ballot the following Town Officers: a
Moderator for one year; Town Clerk for one year; Treasurer for one
year; one member of the Board of Selectmen for three years; one mem-
ber of the Board of Assessors for three years; one member of the
Municipal Light Board for three years; one member of the Board of Pub-
lic Works for three years; one member of the Board of Health for three
years; two members of the School Committee for three years; two mem-
bers of the Planning Board for three years; two members of the Board
of Library Trustees for three years; one member of the Housing Auth-
ority for five years; Tree Warden for three years.
Also, in accordance with the provisions of Chapter 7, Acts of
1943, in each of the four precincts, the number of Town Meeting Mem-
bers, as hereinafter specified:
Precinct 1. Seventeen members for three years; one member for
one year to fill vacancy.
Precinct 2. Seventeen members for three years; two members for
two years to fill vacancies; one member for one year to fill vacancy.
