To either o£ the Constables of the Town of Reading, Greetings: In the name of the Commonwealth you are hereby required to notify and warn the inhabitants of the Town of Reading qualified to vote in elections and town affairs to meet at the Memorial High School, 63 Oak- land Road, in said Reading on Monday, November 16, 1970, at eight o'clock � in the evening to act on the following articles: ARTICLE 1. To hear and act on the reports of Town Officers and special committees and determine what instructions will be given Town Officers, Boards, and special committeea. ARTICLE 2. To see what sum the Town will raise from the tax levy or by borrowing, or trans£er from available funds, and appropriate for the purpose of an additional yearly pension, who is retired under non-con- _ tributory retirement law and who is a veteran in accord with the provi- sions of Chapter 617 of the Acts of 1970, or what it will do in relation thereto. Board of Selectmen ARTICLE 3. To see what sum the Town will raise by borrowing or from the tax levy or transfer £rom available funds, or otherwise, and appropri- ate for the purpose of adding the same to the Police Department Maintenance Account, or what it will do in relation thereto. To see what sum the Town will raise by borrowing or from the tax levy or transfer from available £unds, or otherwise, and appropri- ate for the purpose of adding the same to the Fire Department Maintenance Account, or what it will do in relation thereto. To see if the Town will vote to accept Section SBE of Chapter 48 of the General Laws, which provided that the members of the Fire Department who have been members of the Department for at least five ( 5) years, may reside outside the Town, provided they reside within the Commonwealth and within ten (10) miles of the limits of the Town, or what it will do in relation thereto. To see i£ the Town will vote to petition the Great and General Court £or authority to provide for the issuance of licenses £or the sale of alcoholic beverages to be consumed on the premises to legally chartered clubs located within the boundaries o£ the Town, or what it will do in relation thereto. To see if the Town will vote to amend the General By�3.w5s Laws of the Town by adding to Article 4 at the end thereof, a section to be known as Section 11 as follows: Disposal o£ Surplus Property Whenever an item or collection of items of personal property not exceeding a value of Five Hundred Dollars (5500.00) within the control of a Town Officer or a Town Board or Committee, but excluding the Munici- � pal Light Board, shall be determined by that Officer, Board, or Committee to be surplus, obsolete, salvage, or beyond repair, it may be disposed o£ by sale, trade, turn in, or otherwise, upon the approval of the Board of Selectmen and the Finance Committee. . or what it will do in relation Lhereto. Finance Committee ARTICLE 13. To see what sum the Town will raise by borrowing, or from the tax levy or transfer from available funds and appropriate £or the purpose of adding the same to TREASURER'S CLERICAL Account, or what it will do in relation thereto. Town Treasurer ARTICLE 14. To see if the Town will vote to acquire or transfer by purchase, right of eminent domain, deed o£ gift, dedication or other- � wise, for Conservation purposes under General Laws Chapter 40, Section @C� as amended, the following described parcels of land, and to see ��� what sum the Town will raise by borrowing or from the tax levy or trans- fer from available funds and appropriate for such acquisition, the fol- lowinq described parcels of land: Seven ( 7) adjoining parcels of land lying in Hear Meadow sp'called, and more particularly shown as Lots 1 through 7 on Assessors ' Plat No. 248, and containing 26.1 acres of land more or less, Lot 1 is presumably Town owned, Lots 2 and 5 are owners unknown, Lot 3 and Lot 4 are owned by Miriam E. Corey, Lot 6 is owned by Beulah H. Stevens, Lot 7 is owned by Lillian E. Hatchelder and others, or what it will do in relation thereto. Conservation Commission ARTZCLE 15. To see if the Town will vote to reacind the action taken at the Annval Town Meeting fixing the salaries of the Board of Assessors and appropriating the sum of Four Thousand Five Hundred Dol- lars (54,500.00) for the payment of such salaries and in place thereof fix the salary o£ the Chairman of the Board of Assessors at Four Thou� sand Two Hundred Dollars ($4, 200.00) , of the Secretary of tye Soard at One Thovsand Eight Hundred Dollars ($1,800.00) , and of the third mem- ber of the Board at One Thousand Four Hundred Dollars ($1,400.00) , and to see what sum the Town will raise from the tax levy, by borrowing or I transfer from available funds , and appropriate for the p�rpose of carry- � ing out such vote in accord with Chapter 749 of the Acts of 1970, or what it will do in relation thereto. Board of Assessors ARTICLE 16. To see what sum the Town will raise by borrowing, or £rom the tax levy or transfer £rom available funds and appropriate £or operating expenses and preparation of preliminary plans, said sums to be expended under the direction of the School Construction Committee established under Article 67 of the Annual Town Meeting of 1970, or what it will do in relation thereto. To see if the Town will vote to authorize the School Committee �pon such terms and conditions as it shall determine, to dis- pose o£ equipment, materials, or other items salvaged or replaced in the remodeling or renovation of the Reading Memorial High School and the construction of the addition thereto as shall be determined by the School Committee to be no longer useful for School Department purposes, by sale, trade or turn in with any cash receipts there£rom to be turned over to the Town Treasurer, or what it will do in relation thereto. To see what sum the Town will raise by borrowing or � from the tax levy or transfer from available funds , or otherwise, and ap- propriate £or the purpose of adding the same to the General Maintenance Account for restoration and renovation of buildings at the Bear Hill Nike so-called, and maintenance of the buildings and grounds, or what it will do in relation thereto. School Committee ARTICLE 19. To see i£ the Town will vote to transfer the control and maintenance of the land and buildings or any portion of them at the Bear Hill Nike Site so-called to the School Department, or what it will do in relation thereto. School Committee ARTICLE 20. To see if the Town will vote to reconvey to the Reading Rifle and Revolver Club, Inc. , a portion of {he land previously taken by eminent domain or the Nike launches site so-called and containing approx- imately nine acres of land adjacent to and lying outside and easterly of the easterly fence upon the said Nike site, bounded and described as follows: SOUTHWESTERLY: By land of the Reading Rifle and Revolver Club, Inc. , and by Town of Reading Access Way two hundred eighty-seven (287) feet; SOUTHEASTERLY: By said Way twenty-two and ninety-one hundredths � (22.91) feet; NORTHWESTERLY: By Town o£ Reading Nike Site as shown on said plan seven hundred twenty and nineteen hundredths ( 720.19) feet; NORTHWESTERLY: More Northerly, by land of Mary E. L. Zanni as shown on said Plan two hundred nineGy-four and fifty-four hundredths (294.54) feet; NORTHEASTERLY: By said land of Zanni and by other land of Reading Aifle and Revolver Club, Inc. , one hundred thirty (130) feet; SOUTHEASTERLY: By said land of Reading Rifle and Revolver Club, Inc. , seven hundred seventy and forty-nine hundredths (770.49) feet; SOUTHEASTERLY: By said Reading Rifle and Revolver Club, Inc. , two hundred fi�y-tao ( 252) feet; and SOUTHERLY: By said Reading Rifle and Revolver Club, Inc. , two hun- dred twenty-four (224) feet.
