Pursuant to the Warrant and the Constable' s Return thereon, a
State Election was held at the time and places specified in the War-
rznt and was called to order by the Wr+rdens in the orecincts as £ollows:

with the further reading of the Warrant, except the Constable's Return,
which was the❑ read by the Wardens in chesge.
The ballot boxes were examined by the Wardens in charge and each

lature to cle.ssify real property according to uses, and authorizes
" the assessment, ratinq and taxation of real property at different rates

SUMMARY
The proposed amendment to the Constitution abolishec the require-
ment that in order to vote in a state election a person must have re-
sided within the Commonwealth one year. If amended, the ConstitUtion
would require only that a voter have resided six months in thetrn.✓n or
district in which he claims a right to vote.

SUN,MARY
The proposed amendment to the Eonstitution amends the existing con-
stitutional provisions which direct the divisian of the Commonerealth
into 240 representative districts and 40 senatorial districts. It pro-
vides for z census of the inhabitants o£ ezch city and town in the Com-
' monwealth in the yezr 1971 and in every tenth year thereafter. The cen-
sus in 1971 is to be the basis for determining the representative and
senatorial districts for the ten-year neriod beginning January 1, 1975.
Each subsequent census shall be the basis for determining the districts
for each ten-year period beginning the fourth January following each
census , so that the eensus in 1981 will determine the districts as o£
January, 1985 , etc.
The amendment provides that the house of representatives shall con-
sist of two hundred and forty members and the se�ate of £orty members.
In its first reqular session folloxing each census, the Legislature
shall divide the Commonwealth into to�o hundred and forty representative
districts of contiguous territory and forty senatorial districts also of
contiquous territory. Each renresentative district shall contain, as
nearly as may be, an equal number of inhabitants according to the cen-
sus. Each senatorial district shall also cont:=.in as nearly as may be
an equal number of inhabitants according to the census. A represent-
ative district shall not unite two or more counties, towns , or cities,
or narts thereof, or a city and a town, or parts thereof, in one district
unless the same is unavoidable. Further, no town o£ less than six thou-
sar.d inhabitants shall be divided in Eorminq representative districts.
It is also provided that the County o£ Dukes County and Nantucket County
shall each be a representative district, notwithstanding the foregoing.
The se�atorial districts , each of which shall elect one Senztor, shall
� be formed �.°ithout uniting two counties or parts of two or more counties,
unless the same is unavoidable.
cach representative shall be a❑ inhabitant o£ the district for which
he is chosen at least one year immedialLy preceding his election, and
each senator �hall be an inhabitant o£ the district for which he is
chosen at the time of his election and shall have been an inhabitant of the
Comnonwealth for at least five years immediately precedinq his election.
A�y representative or senator who ceases to be =.n inhaUit:�.nt of the Com-
monwealth shall cea�e to represent his distr.ict.

The amendment also �rovides that the Legislature (1) may by
law limit the time ivithin urhich judicial proceedings may be in-
stituted calling in question any such division and ( 2) shall pre-
scribe by law the manner of callinq and conducting elections £or
the choice of representatives and of ascertaininc� their election.
Pinally, the amendment annuls the existing constitutional pro-
visions with respect to apportionment of representative and senator-
ial districts , although those nrovisions vill remain in effect until
