Taylor, Jr. , Chairman of the Planning Board: On Monday, February 23 , 1970, at 7: 30 P. M. , a public hearing was held in Community Center, under the Authority of Chapter 40A, Section 6 of the General Laws, regarding a proposed change in the Zoning Map from Residence "A" District to Business "A" District, as described in Article 60 of the Annual Town Warrant of a certain area of land on Main Street. The hearing was well attended and no one was recorded in opposition to the proposed change. The Planning Board feels that the proposed change would be in keeping with the general zoning use of the South Main Street area and consistent with east recommendations of this Board. The Board further recommends that the Town Meeting consider making this a Business "A" District with a 150 foot setback to coincide with all other business areas on Main Street. Kenney , Jr. , it was voted that the sum of Two 'Thousand Five Hundred Dollars ($2 , 500.00) be raised from the tax levy and appropriated for the purpose of settling damage claims against the Town, such sum to be expended under the direction of the Law Committee. ARTICLE 65 . On motion of Edward P. Cameron it was voted that the sum of Five Thousand Dollars ($5,000.00) be raised from the tax levy and Li appropriated for the purpose of construction, erection and equipping of a flagpole upon the Reading Common. ARTICLE 66. On motion of Fred C. Kenney, Jr. , it was voted that Article V, Section I of the General By-Laws of the Town, entitled Law Com- mittee, be amended by adding thereto Chairmen of the following Boards: Library Trustees , Planning Board, Cemetery Trustees , and by deleting therefrom, Board of Public Welfare, so that said section reads as follows: "The Chairmen of the following Boards , to wit: Board of Selectmen, Board of Public Works , Municipal Light Board, School Committee, Board of Health, Assessors , Library 'Trustees , Planning Board, Cemetery Trustees . . . " On motion of Neil H. Murray it was voted to take Article 2 from the table. ARTICLE 2. The following report was read was read by Neil H. Murray, Chairman of the School Construction Committee: The School Construction Committee herewith makes its report of pro- gress: September 1969 saw the opening of the J. Warren Killam School at Charles and Haverhill Streets. An open house was held in early November to afford the citizens of Reading the opportunity to inspect this facility. The building has been enjoyed by parents , pupils ana teachers and has proven to be functionally sound. 'Today the building is considered complete except for a few minor unfinished items such as £once placement , landscaping and replacement of some furnishings . Still to be ordered at this time is outside playground equipment. The Committee believes at this time as much as $5 ,000.00 may be returned to the general fund. This balance is attributed to close cooperation of the School Administration in preparing and reviewing the equipment requirements as well as the Committee' s careful consideration of all change orders. Construction at the High School got underway in early January. Initial efforts have been the placement of surface drains and sanitation lines , which are approximately 80% complete. This work was performed under the supervision of the Board of Public Works and I wish to thank them at this time for their cooperation. Ground was broken this week for placement of footings for the cafeteria and industrial and fine arts areas. There is an outside possibility that these areas may be available for use by October 1 of this year. The Committee has been concerned about cost since the beginning of this project. When the bids were open we cut the equipment budget to in- clude only that equipment which was considered. absolutely necessary. Also, at the time of bid opening, the Committee prepared a shopping list of items to be eliminated or changed in the General Contract. These items could not be acted on prior to signing a contract without nullifying all bids. Since the signing of the contract this Committee has acted on changes resulting in about $30, 000.00 worth of credits. We hope to act on addi- tional changes as the project continues which could possibly double these savings. While we are interested in credits , we must realize that these early savings could be negated by unforeseen problems during the period of construction. At the September Special Town f.eeting this Committee requested a transfer of funds to enter into preliminary planninq for the additions to the Birch Meadow and Barrows Elementary Schools. These additions were to be planned so that changes to gymnasiums , cafetoriums and boiler facili- ties could not be required. 'These preliminary plans are almost completed. U li Adjourned Annual Town Meeting March 30, 1970 The two additions will yield a combined gain in the teaching areas equivalent to twelve (12) classrooms plus four (4) kindergarten rooms. Amon, Jr. , it was votednthat the authority and responsibility of the School Construction Committee as established by the vote of the Town Meeting on March 27, 1967, under Article 43 of the Warrant for said Meeting be terminated upon the com- pletion of the contracts for the construction of the. Killam School and the zddition to the Reading Memorial High School and ( 2) that the vote passed under Article 43 on the Warrant for the Annual Town Meeting held on March 6, 1967 be amended by eliminating from said vote the following: ..and for construction of an addition and alterations to the Parker Junior High School , and for the construction of addi- tions and alterations at other existing buildings as may be from time to time requested by the School Committee" and that a special building committee be established to be known as the Junior High School Construction Committee for the purpose of the construc- tion of additions and alterations to the Parker Junior High School buila- ing and existing elementary school buildings and for the purpose of equip- ping said buildings , said Committee to consist of five citizens of the Town to be appointed by the Moderator, provided, however, that no mem- ber of said Committee shall have any interest, financial or otherwise, in, or be an employee of any person or company doing business with said Committee or in any way involved in the construction, alteration or equipping said buildings. Moved further that the School Committee, Finance Committee, Board of Public Works and the Municipal Light Board shall each select one of their members to attend the meetings of said Junior High School Construction Committee. 74 voted in the affirmative 73 voted in the negative On motion of Fred C . That Town Counsel be instructed to continue efforts to obtain a final ruling as to the legality of a town owned liquor store. This motion did not pass. ARTICLE 3. Jacob C. Darnell, Jr. moved that this Town Meeting de- clare vacant any elected Town Meeting seat held by any Town Meeting Mem- ber at Large. This motion was ruled out of order by the Moderator. The Read- ing Toon Meeting further directs the Planning Board to prepare the Zon- ing By-Law changes they deem necessary to meet the requirements of Chap- ter 774 Of the Acts of 1969 and to present their recommendation as an article for the Warrant no later than the next Annual Town beeting. 'Phis motion did not pass. ARTICLE 3 . Corliss If. VanHorn moved that the following instructions be given to the "i.ssessinq Practices E:eview Committee" , new1v authorized Linder Article 58. Among the items which this Committee is to consider, study, review and report its findings , are the following: 1. The techniques, methods, policies , procedures and rules , both written and unwritten, insofar as revealation does not violate statutes used for determining the assessed value of property in the town. 2. Comparison or the results of such findings under item (1) with such nationally accepted standards of assessing practices as are deemed appropriate by the Committee. 3. The relative effectiveness of the Reading assessing service in terms of (a) the total cost of the service, (b) the number of units as- sessed, and (c) the totaWroperty value. This review will include like values in towns comparable to Reading. 4. The desirability, cost and -:ecommended procedure for publishing and distributing to each taxpayer or an annual basis , a report showing the assessed value of each niece of real property in the Town. 5. The extent to which all other forms of property, other than real property, which are available for assessment under law, are currently be- inq used as sources of taxable revenue. 6. The aesirability, problems , benefits and estimated cost for "computerizing" assessments as a means of (a) lowering the cost of the assessing service over the longer term and (b) assuring a more complete aid equitable annual adjustment of assessments of all property. ARTICLE: 2. The following report was read by toward J. Taylor , Jr. , Chairman of the Planning Board : The following is a report of progress of the Reading Planning Board: 'Where are two subjects which ae of great concern to the Planning Board at this time. It is our hope that we can, durinc the coming year, present to 'Town Neeting aef-inite recommendations relative to both matters. First, we continue to be concerned about apartment growth within the community. vihen the new apartment by-law was passed at the fall Town Meet- ing, there were those who felt that the Board was tryincfto zone future apartments out of Reading. The Board contended that this was the last thing we were intending to do. It has always been the belief of the Board that apartments are a part of the future growth of the Community. In our opinion however, adequate planning for the rapid growth we had been experiencing was needed. This was starter with the new by-law. The Boa-6 §✓as pleased to see a request for rezoning so soon after the apartment by-law passage. Since this article has already been con- siaered by you, we feel a few general comments concerning the proposed project and the by-law are not out of order. The proposed apartments were one of the largest projects proposed to the Community in recent years. with the present cost of b�Yrowing at an all time high we feel that the new by-law has not restricted apartment construction to the point where they are no longer profitable to construct. Adjourned Annual Town Meeting March 30, 1970 The layout for the apartments , in our opinion, were much better than previous projects which we have reviewed. Two objectives have been secured - larger lots and greater green space. When we instituted the apartment by-law, it was obvious that there was no land available within the present zones for apartments. Our next order of business is to consider rezoning land for such use. The rezoning would be predicated on an inventory of available land. Once this i. completed, two choices must be examined: 1. Should several large areas be set aside _`or apartment con- struction or 2. Should smaller and more widely scattered areas be zoned to more evenly distribute the growth. At this time consideration is being given to retaining professional help to study these questions. We have been quite concerned about legislation passed last year com- monly known as the "Snob Zoning Act. " This act requires construction of low and moderate income housing based upon a. proportion of the total residential and business land zoned within the community. This law takes from the town its right to zone and use its land in a manner best suited to the town and in effect reduces the possible tax revenue to the community. No financial consideration is offered by the state. The board feels that the suburban communities will be required more and more to help reduce problems of the core city. It is a problem which must be faced up to and undoiltedly land should be set aside for low and moderate income housing. Based upon the present formula for determininq Readinq's share, much of the land zoned as residential use can never be built upon due to the fact that it is located in cedar swamp. We feel that considera- tion should be given to possible rezoning as flood plainland and as such it would not be counted in determining our quota. since the town cines not own all of this land, we must consider methods of establishing the zone without creating a financial loss to the present owners. Discussions have been held with the Conservation Commission, but as yet no recommendation is ready to present to Town Meeting. Reading Planninq Hoard Edward J. 'Taglor, Jr. , Chairman Robert W.
