The invocation was given by Rev. Russell J. Collins , St. Athanas-

Proposed Reconsideration of Article 4, in accordance with Article II,
Section 3 , of the General By-Laws of the Town, of vote m ssed. a: the Ad-

On motion of N,..ncy Wilson Anderson it was voted that Article 3 be
taken from the table.
ARTICLE 3. On motion of Nancy Wilson Anderson it was voted to in-
struct the Recreation Committee to prepare a bucket and a plan for g6c_
ial, cultural , recreational and enrichment programs and activities for
young people on the 41�,hour school day. Such a plan should be closely
coordinated with the School Commcttee, the Board of Selectruen, the
Y.M.C.A. , representatives of otho.- youth organizations and with the
churches. This emergency recreational plan' s objective should be to
have interesting experiences available to all youth during those hours
that they are not in school . It is further suggested that the community
center be used es the base for these activities . The Recreation Commit-
tee will present this plan at the next regular or special ToTni Meeting.

be raised from the tax levy and appropriated for Manorial Day Observance, \
to be expended under the direction of Yost 62 American Legion and Post 685
Veterans of Foreign Wars.

ARTICLE 4. On motion of Edward P. Cameron it was voted th .t the
sum of Forty-nine Thousand One Hundred rorty-four e.nd 68/100 Do11.-rs
($49 ,144. 68) be transferred from the Municipal Light Department Operat-
ing and Maintenance Account, and that the Town Accountant he and he
hereby is authorized, empowered and instructed to mclke such transfer
to carry out the purpose of this vote, and that the sum of One Hundred
Fifty-eight Thousand Three Hundred Fifty-six e,nd 72/100 Dollars
($158, 356.72) be raisedfrom the tax levy and that said sums totallina
Two Hundred Seven Thousand Five Hundred One and 40/100 Dollars
( $207, 501.40) be appropriated for the Contributory Retirement System, to
be divided as follows:

ARTICLE 4. On motion of Edward P. Cameron it was voted that the
,:sum of Three Thousand Five Hundred Dollars ($3, 500.00) be raised from
the tax levy and appropriated for the observance of the Christmas Se scn
of 1970 by the decoration and illumination of public buildings and public
streets and the decoration of Christmas trees upon municipal land.
ARTICLE 4. On motion of James J. Sullivan, Jr. , it was voted that
the sum of Twenty-one Thousand Nine Hundred Ninety-seven and 61/100
Dollars ($21 , 997. 61) be transferred from Overlay Surnlu£: Reserve Fund,
and that the sum of Fifty-three 'Thousand Two and 39/100 DoilcrrL
($53, 002. 39) be raised from the tax levy e•,nd such sums totallina Seventy-
five Thousand (575 , 000.00) Dollars be appropriated for the purpose of
Reserve Fund and tint the Town Accountant be zna he hereby is authorized,
empowered and instructed to make such transfer to ca.:rry out the nurno:-e
of this vote.
ARTICLE 4. On motion of Frederick A. Asmussen it war voted that
the sum of One Hundred Seven Thousand Nine Hundred Twenty-one and 50/100
Dollzrs ( $107, 921. 50) be raised from the tax levy and appropriated for
interest for sewer and anticipation of revenue.
ARTICLE J . On motion of Frederick A. Lsmussen it was voted that
the sum of One Hunared Five Thousand ( $105 , 000. 00) be raised from the
tax levy and appropriated for maturina debt for sewer.
ARTICLE 4. On motion of Ch ..-les Stratton it was voted that the surf
of Five Thousand Dollars ( $5 ,000.00) be raised from the tax levy End zp-
nrop.i.ated for Conservation Commission Expense

ARTICLE 5. On motion of Frederick A. Asmussen it voted that the
Town Treasurer he, end he berehv is authorized to borrow money from time
to time, with the approval of the Selectmen, in ant-cipation of revenue
of the financial years bsnnning January 1 , 1970, and January 1 , 1971 ,
in accordance with the provisions of Genere..l Laws Chapter 44, Section 4
and to renew any note or notes so may be riven D,_ya'ole within one year in
accordance with the provisions of General Laws Chapter 44 , Section 17.

ARTICLE 6. To see what ,sum the Town will raise by borrowing or
from the tax levy or tre.nsfer fm available funds , or otherwise and ap-
propriate for the purpose of Chapter 90 highway maintenance and construc-
tion to be used in connection with moneys received from the State and
Countv.
On motion of Frederick A. Asmussen it was voted the subject matter
of this Article be inaefinitely postponed.
o ARTICLE 7. On motion of Fred C. Kenney, Jr. , it was voted unanimously
that the sun of One Thousand One Hundred Two and 44/100 Dollars ($1 , 102.44)
be raised from the tax levy and appropriated for the payment during the
year 1910, of bills remainino unpaid on January 1 , 1970, for needs and
services acturlly rendered to the Town.
ARTICL.. B. To see i.f the Town will vote to appropriate to the depart-
ment which incurred the loss , the receipts from reimbursement of casualty
losses , to be expended for replacement of the damaged property upon approval
of the Hoard of Selectmen.
On motion of James W. Killam, III , it was voted that the subject mat-
ter of this Article be indefinitely postponed.
ARTICLE 9. On motion of Robert S. Cumminas it was voted that the
sum of Eleven Thousand Dollars ($11 , 000. 00) be raised from the tax levy
and appropriated for the purpose of Community Center maintenance.
ARTICLE 10. On motion of Robert S. Cummings it was voted that the
sum of Two Thousand Dollars ( $2, 000.00) be r,dsed from the tax levy and
z_ppi_on: iated for the purpose of purchasing portable two-way radio system
i k the walkie-talkie tvne so-celled, no related equipment for the use of
the Police Dep..rtment.
On motion of Robert 11. Soli it was voted to take Article 3 from the
table.
ARTICLE 3. Robert H. Soli moved that the Reading Town Meeting wishe$
to express it : desire for a. urogram of. comprehensive Gamin l and traffic
law enforcements. The Torn Meeting directs the Felectmen to initiate such
e program and to give a report of progress at the next regular or special
Town Meeting.

ARTICLE 12. On motion of Fred G, Kenney, Jr. , it w. 5 voted that the
sum of One Thousand Three Hundred Ninety-nine and 72/100 Dollars ($1 , 399. 72)
be raised from the tax levy and oppropri.ated for the purpose of indemnify-
inq certain police officers t,na fire fighters for expense actually incurred
result of injury in the line of duty, under the provisions of the Gen-
er� I Laws , Chanter 41, Section 100, as amended.
ARTICLL: 13 . On motion of Robert M. Grz'.ham it was voteu that the
General By-Lzws of the Town be amended by repealing in its entirety Arti-
cle XIV h.-ving to do with hawkers and peddlers.
ARTICLE l4. On motion of Fred C. Kenney, Jr. , it was voted that the
sum of One Thousand Dollars ($1 , 000. 00) be wised from the tax levy and

LRTICLE 15. On notion of Robert S. Cummings it was voted that
committee of not less th.-,n three ( 3) nor more than five ( 5) citizens of
the Town-at-large be appointed by and serve unaer the direction of the
Selectmen to review, revise no codify the By-Laws end reeulz,tions of the
'Sown znd collect and compile the c,eneral and npeci> l acts conAituting the
Charter of the Town, and collect and compile the general and special acts
accepted by the Town.

ARTICLE 16. On motion of Robert S. Cummings it was voted that the
sum of Twelve Thousand and 00/100 Dollars ($12 , 000.00) be raised from
the tax levy and apnronriated for the purpose of installation of mech-
anical traffic signals Pt the intersection of Woburn Street and Summer
Avenue, such sum to be expended only, as , if, and when State or Fed-
erol Aid shall become available for this purnose.
ARTICLE 17. On motion of James J. Sullivan, Jr. , it was voted
that the General By-Laws of the Town be amended by deleting therefrom
Article 7 , Section 2, the words "Town Accountant and substituting
therefor "Clerk of the Committee" , so that said Section 2 reads as fol-
lows.: "The Finance Committee shall meet at the call of the Clerk of
the Committee within fifteen days after the date the nets members
e.re appointed and those then taking office shall be sworn to the faith-
ful. performance of their duties. and at this meeting the committee will
annually appoint a Clerk of the Committee" .
ARTICLE 18. On motion of James W. Killiam, III , it was voted that
the Board of Selectmen, upon request of the School Committee, be author-
ized to rent or lease upon such terms and conditions as they shall de-
termine, a classroom, administrative and other facility of the Saint Ag-
nes School and/or Convent , as the School Department my require.
A::'PICLL 19. On :notion of Georqe L. Richards it was voted that the
Town Library be authorized to dispose of library materials, determined
by the Board of Library Trustees to be no longe useful for library pur-
poses, upon such terms and conditions as the Board of Library Trustees
m.,v determine, and that env amounts received from the sale of such mater-
ials shall be deposited in tho Town Treasury.
ARTICLE 20. On motion of George M. Richards it was votesthat the
sum of Twenty-twn Thousand Dollars ($2?, 000.00) he raised from the tax
levy End appropriated for the purpose of providing air-conditioning for ✓
the Reading Public Library building.

as it may deem advisable, the expense of same to he -paid from the in-

ARTICLE 22. On motion of Paul C. Nicholas it was voted that the
sum of Six Hundred Thousand and 00/100 Dollr:.rs ( $600 , 000.00) he rtised
and appropriated for the purnose of enlarging, the Municipal Light Plant
including the construction and installation of 115 , 000 volt to 13 , 800
volt transformer sub-station with accessory equipment together With
the construction and i_nstalle.tion of transmission and distribution facil-
ities , all construct2v77to be located wit}Yathe 'Down of Reading, End to
meet said appropriation the sum of Six Hundred Thousand and 00/100 Dol-
lars ($600 , 000. 00) be borrowed, under End pursuant to clause eiaht (8)
of section eight ( 8) of Chapter 44 of the General Laws as amended, and

that the Town Treasurer, with the approval of the Do•�rd of Selectmen, be
and he herebv is authorized to borrow said sum and to issue Ft one time,
or from time to time, bonds or notes of the Town therefor, and each is-
sue of said bonds or notes to be payable in accordance with Chapter 44
of the General Laws in not more than twenty years from its dalre, or at
such earlier time as the Treasurer, and Selectmen nay determine, and the
Municipal Light Board is hereby authorized to proceed with the construc-
tion, and to enter into all contracts and agreements in respect thereto,
and to do all other acts and things necessary or proper for carrying out
the provisions of this vote.

SCHOOL SITES AND RECREATION AREAS STUDY COMMITTEE
The committee was reactivated in April 1969 and new members appointed.
In Flay, the School Committee requested thct two sites be selected for
corri.b Le future schools with one of these to be for � possible elementary
school. in the northwest section of town.
The town rlreody owns property which is ideal in many respects.
It is on Franklin Street e;-Ft of [lain Street and is, known ass the Batcheld-
er. Site. This property is suitable for school site but should not be
used for an elementary school beacuse of its proximity to the nevr Kill-.m
Elementary School . Because of this , the Brtchelder Site is recommended
for the site of a. future middle school or junior high P.chool .
Your previous committee investigated the Divi.cience Road Site which
we now recommend but rejected it based primarily upon percolation tests ,
which showed that the soil was not suitable for school sewerage disposal.
The previous committee recommended further studv of this site a., ;,,ell as
investigation of other sites.
The new committee concentrz--ted on the northwest section of town ;;na
merle en initial selection of four (4) sites bases upon cn extensive re-
view of topographical mens, zoning maps, and other mans shoo,ino streets
andproperty lines. The committee maae sever::1 visits to the sites be-
inq considered both inaividually c.nd as a croup.

The Board of Public Wow--k,: rdvised the committee that sanitary sewers
could be provided to any of the four (4) sites by 1973. This advice over-
c,, m,e the major obstacle to our recommended site identified by your pre-
viou_. committee.
All four sit =,Iternatives mere shown to the School Committee with
the response that Fnv site was acceptable.
The Nelson property (Site 4 on the map) wa eliminated because the
owner was already developing the property and objected to selling it.
The owners of properties le.beled 2 and 3 were willing to selling their
property for a. fair price. The Meadow Brook Golf Club owns the property
labeled 1 , and it n< <ssures to be + v -:il-.ble since it is not currently
in use.
� The need to provide <ecess for fire equipment to town land adjacent
to the Divicence Zoad Site (Site 2) provided an additional consideration.
The need for recreation area in the northwest part of town was also an
additional considers-tion. The Dividence Rord Site will provide a recrea-
tion r.rea until it is needed as r, school site and will provide access to
the adjacent to,..n owned land which can be used for recreational purooses.
The committee wFs influenced by these two e.ddi.tional considerations
to recommend that the town acquire the Dividence Road Site as described
in Article 30.
The property consists of approximately 11 .6 acres with access from
Dividence Road and the new Pox Run Lane. The property is high, lightly
e-ooded with , large cicriiia to the northeast corner. The northern half
of the pro-i,erty is fzirly leevel while the southern half drops off some
end conteira a. foil,: outeroppinar of loose.
The ccmmitteo recommends that the property be acauired by the Town
while it is still zvaiL_ble.
The committee plans to continue it: activities o:ith the objective of
expminins additional sites for school and recreational use.

out of a town way under the provisions of law authorizing the assessment
of betterments , substantially in the location hereinafter described,

the Town accept the report of the Board of Public Works on the layout of
P. Privr.te Way known as BARTLETT CIRCLE and adopt the recommendations con-
