The meeting was called to order by the Moderator, Kenneth C. Latham,
at 8:00 P. M.
The invocation was given by Rev. A. John Skeirik of the Unitarian
Church.
I The Town Clerk read the Notice and his Return on posting Notice of
Puonosed Reconsideration of Article 4., in accordance with Aticle II ,
Section 3 , of the General By-Laws of the Town.
It was moved by Frank M. Stevens that the following vote under Arti-

pose of Regional Vocational Schools.
ARTICLE 4. On motion of George 1'1. Richards it was voted that the
sunk of Four Thousand Eight Hundred Fourteen and 75/100 Dollars ( $4,814. 75)
be transferred from State Aid for Libraries ,Reserved and that the sum of
One Hundred Thirty Thousand Two Hundred Twenty-five and 25/100 Dollars
($130, 225. 25) be raised from the tax levy, and that said sums totalling
One Hundred Thirty-five Thousand forty and 00/100 Dollars ($135 , 040.00)

ARTICLE 4. On motion of Sohn H. Crooker it was voted that there be
included in the tax levy for electricity used for street lights, the sum
of Thirty-five Thousand Dollars ($35 ,000. 00) and that said sum and the
income from sales of electricity to private consumers and for electricity
supplied to municipal buildings and for municipal power, and from sales
of appliances and jobbing during the current fiscal year be appropriated
for the Municipal Light Plant and that the sum of Twelve Thousand Dollars _
($12 ,000. 00) be appropriated from the said receipts of the Department for
the sale, installation and service of merchandise, equipment, utensils ,
and chattels, as. provided in Section 34 of Chapter 164 of the General Laws,
said gpronriations to be expended by the Manager of the Municipal Li.ght-
ingunder the direction z:ndcontrol. of the Municipal Licht Board, for the
expense of the plant, including payment of Bonds and Notes, the sale, in-
ste.11e.tion and servicing of merchandise, equipment, utensils and chattels
as defined in Chapter 164, Section 57 of the General Laws, or any amend-
ments thereof or additions thereto and that if scale sun of Thirty-five
Thousand Dollars ($35, 000.00) and said income shall exceed said expense
for said fiscal year, such excess up to the amount of 50% of the net pro-
fit from operations as of December 31st of the precedinq year as defined
in Chapter 164 of the General Laws, such amount shall be paid, 50% in
June and 50% in December of the current year, into the Town Treasury, and
the ba.le:nce if any, shell be transferred to the Construction Fund of said
Plant and appropriated and used for such additions thereto as may there-
after be authorized by the Municipal Licht Department.

stand adjourned until March 21 , 1970, at 9 : 00 A. M. to meet in the
Memorial Hiqh School Auditorium.

Atter much discussion on this motion, F. Roll Call Vote was requested
by Ralph J. Bens , Jr.
This motion did not _pass. 53 voted in the affirmative

On motion of Nancy Wilson Anderson it was voted that Article 3 be
taken from the table.
ARTICLE 3. on motion of Nancy Wilson Anderson it was voted to in-
struct the Recreation Committee to prepare a budget and a plan for g§c-
ial , cultural , recreational ena enrichment programs and activities for
younq people on the 4�,-hour school day. Such a plan should be closely
coordinated with the School Committee, the Board of Selectmen, the
representatives of other youth oraanizations and with the
churches. This emergency recreational plan' s objective should be to
have interesting experiences available to all youth during those hours
that they are not in school. It is further suggested that the community
renter be used as the base for these activities. The Recreation Commit-
tee will nresent this plan at the next regular or speci.,l Town Meeting.
