Chair Talbot announced that the meeting is being videotaped of the RMLD office at 230 Ash Street, for distribution to the community,television stations in Nath Reading,Lynnfield,and Wilmington. Chair Talbot asked Mr.Pacino to serve as Board Secretary. Public Comment There was no public comment. Report on Ctibem'Advbory Road Mae"on July 18,2019 Vice Chair Stempeck stated that the CAB discussed heat-related issues that will affect the upcoming weekend.The Department is working on o letter fa the ten-year extension for the 20- year agreement that will Occur in July 2020. Reading's CAB member, has stepped down.The Select Board will review candidates and appoint a new,member to fill the vacancy. General Manager's Report Ms.O'Brien reiterated that there Is a heatwave forecast fa the coming weekend and that the RMLD is in storm preparation mode.National Grid and Eversource may sand requests for mandated pudic appeals to conserve.This could escalate to a power reduction or a load shed. RMLD will be running Its battery and generator both days.The liaison phone number has been Page I 1 Geneot Manager's Report distributed to town oRiclah. Notifications about the heat have been tweeted out and as information becomes Ovailoble,updates will follow. General Manager's Report Town Payment Study Schedule Updale Ms. O'Brien stated that Energy New England is conducting a stutly. A draft of the study should be avalable in September. At that time, a draft will be sent out to the Commission for review, Ms.O'Brien gave O brief explanation of Energy New England. explained that it is similar to a joint action agency and performs these types of studies. They are experts in the municipal electric field.Chair Talbot stated that there will be a public meeting with a presentation about the study, Ms. O'Brien stated that the liaison for the Finance Committee had requested information from the RMLD regarding fund balances at a previous Board meeting. Ms. O'Brien stated that the Town Manager has requested the RMLD meet with the Finance Committee at their Hrt l Forum on November 6.There will be additional questions sent to RMLD in advance. IMegraled Resources Division a. Power Supply Repel-May2019 Mr. Underhill stated that RMLD hos a new Senior Power Supply Analyst who has been on board for three weeks and is working out very well. Interviews were conducted for other open IRD Positions and Mr. Underhill staled [hat he is in the process of preparing final hiring recommendations for the General Manager's consideration. Following the solar workshop, RMLD had eleven solar applications under the new joint DOER/municipal program. Mr. Underhill explained that the total purchase power numbers will be different going forward becouse the power supply budge[from Energy New England has been put in place. If updates the estimates that were being used by about o year.There ore now more current market prices. Mr. Underhill stated Thal has been no abnormal Oclivity: everything continues to go smoothly. Prices for the first five months of the year remained stable and a Mlle lower than expected. RMLD has been selling into the market. The month of June was the hottest on record so an Increase in soles is expected. July is on track to be hottest on record as well. In the meantime. the ocluols are per[orrrdng better than budget and are trucking well far reaching endo(-year targets. Mr. Underhill then reviewed energy costs. which comprise 80 percent of the power supply. Capacity costs came in slightly below average and Ore expected to remain stable, Transmission is also tracking well: becouse May was copier than anticipated the transmission peak wasn't reached. Mr. O'Rourke asked about putting together a O and A from the solar workshop. Mr. Underhill explained that information from the workshop has been incorporated into a presentation that is on RMLD's website. Mr. Pacino mentioned that he received a credit on his bill from the Solar Choice programs and asked if there would be a third project.Mr. Underhill replied in the of innative and explained that the next incomatipn would be restructured differently. Mr. Underhill added that RMLD has less residential solar installations than other towns, but that doesn't take into account the participants of the Solar Choice programs. Financial Report-May 2019 Ms.Morkievvicz stated that she is reporting on the first five months of Calendar Year 2019, ending May 31. Unrestricted cash is $18.35 million, which covers about two-Ond-o-half months of operating expenses of $7.2 mMion. Accounts receivable are 98 percent current. Net plant increased by about $800,000 as Compared to May 31, 2018. Base revenue increased four Percent in from May 31. 2018 to May 31. 2019. KWh soles decreased in the same time period Mess than one percent.The purchase power fuel expense exceeded the purchase power verge 12 Financial Report-May 2019 revenue by $1.5 million. Purchase power capacity and transmission revenue exceeded purchase power capacity and transmission expenses by$150.000.Total operating and maintenance expenses we under budget by 13 percentcash balances operating cash two and a half months,the total cash balance as of May 31,2019 is$51.5 million.The operating fund, which is the unrestricted fund, is$18.5 million. Ms. Morkiewicz stated that in relation to average monthly operating expenses. from Fiscal Year 2014 to Calendor Year 2019, operating expenses as compared to cash is at Iwo-and-a-holf months. Per the auditors,the standard is three months with on RMLD's goal of between two and three months. Ms. Morkiewicz then discussed the year-to-dote operating and maintenance expenses. actual as compared 10 budget. RMLD is under budget by about 13 percent, mostly due to the mild winter and the fact that there are open positions. Ms. Markiewicz stressed that the first five months of 2019 cannot be compaad to the fist live months of 2018 because the fiscal year was ending at that time:projects tend to be expedioted of the end of the year.Capital spending as compared to the reserves in the depreciation fund were discussed. RngiMedrg and Operations Report Mr. Jaffari reviewed mala construction projects and stated that the fire departments from all four towns will be coming in for safety training. An electrical incident plan is being developed. Mr. Joffwi discussed upgrades to cables at Station 4, grid modernization. and SCADA mate switches. RMLD Is wailing on Verizon to set poles. The pole at Franklin and Grove will be transferred and set by next week.The aged transformer replacement program is going very well. Mr. Jaffari stated that 40 percent of the aged padmount transformers and 25 percent of the overhead transformers have been replaced. Lynnfield has 39 pending pole transfers. Reading has 33 pending pole transfers and ten pull poles. North Reading has three pending pole transfers and seven pull poles Wilmington has I 1 transfers and one pull pole. Mr.Jaffari staled that RMLD is doing great in terms of reliability and is well under the national and regional averages. Mr. Jaffad explained that there have been motor vehicle accidents causing outages, including a pole hit on West Street in Reading. Mr. Stempeck asked if the some poles get hit. Mr.Ja0on explained that it's generally different locations: RMLD tracks the pole hits in a database. The bid was sent to 16 vendors. The lowest bidder was not qualified because they lacked high voltage expedence. The next lowest bidder Is the contractor that RMLD currently uses.The bid is for opproximotely 710 hours straight time and 125 hours of overtime. II could be less. Ms.O'Brien explained that Nextfaa had hired the photographer and RMLD is waiting fa the pictures.There's also a time lapse that NexiEro needs to approve.Mr. Underhill added that a comprehensive story will be issued once the photos are received. Page i 1 Solar Workshop-presentation and public dialogue(main boardroom) o. Introduction and Purpose of Workshop Chair Talbot explained that the purpose of the meeting is to engage with the public regarding solar generation. Is. Presentation 1.Solar Economics and Impacts Mr. Underhill discussed solar economics, including fiffing solar to the bad profile. distribution options• the cost Per watt and federal, state, and RMLD incentives. Solar impacts, Including weather, capacity and transmission Peaks, phantom load, and system efficiency were reviewed,as well as the effects of shade, panel location and panel orientation. Solar goals and objectives. 2.System Examples Mr. Underhill explained the components of a solar system. 3.RMLD Solon Goals and Objectives Mr. Underhill discussed Providing ratepayers with opportunities, meeting legislative objectives, developing sustainable rates,and minimizing adverse consequences. C. Current RMLD and other Solar Programs RMLD's current offerings were reviewed.including Solar Choice. d. Public Dialogue and QLA Period Mr. Dockser of Reading asked how to move forward with determining solar potential for - municipalities. Mr. Underhill explained that town buildings would be examined to determine suitable rooftops for solar installation. RMLD could assist with behind-the-meter generation by developing a lease structure. It the lowns express interest. RMLD would put together a proposal. The larger the scale and the more communities that participate. the more likely RMLD is to find suitable sites. Mr. Dockser asked how communities would communicate their interest. Choir Talbot stated the Select Board could let the RMLD Board know. Ms. Alvarado of Reading clarified that there are no current solar installations on municipal buildings in any of the four communities. Choir Talbot affirmed. Ms. Alvarado asked what on ideal solar installation would took like and the number of kilowatt hours that RMLD would like to see coming from municipal installments.Mr. Underhill explained an optimal site would be a two-story building with a Rot roof and no surrounding frees. Ms. O'Brien asked if the MLP incentive was based On location. Mr. Underhill explained that the incentive is paid based on the size of the project. The location determines whether the project passes a minimum requirement threshold. Mr. Coram added that If the installation is done In a shaded area, while you would get the rebate for the installation, the payback time would be longer than seven yeas because of less power generation. Mr. Underhill affirmed. Mr. Sawyer of Wilmington asketl far clarification on what is considered a municipal property and whether a project could be done on a leased property. Mr. Underhill replied that it could if the landlord was amenable. Mr. Sorg asked about the fifteen percent limit on each feeder, Mr. Underhill explained that was established by the Department of Energy as a conservative estimate as to how much sola a distribution system con handle. Mr. Jaffori explained that a per-site system impact study is performed to determine how much current the system can handle before it is negatively impacted. Ms. Conyers from Reading asked what the first step is. Mr. Underhill explained residents can contact installers if they are Planning on buying the solar system. Then. residents should go on the Energy New England website and begin the application process for the system rebate. The system site will then be evaluated for feasibility. Mr. Covey of North Reading stated that he has solar on his home and he has been in the solar industry far about a decade. Mr. Covey clarified that RMLD does not have net metering and instead has live bi-directional metering and stated that he hopes RMLD transitions to the former. Mr. Covey stated that the payback period would be eleven yeas according to his calculations. Mr. Underhill explained that the six-and-o-half- year period he referenced includes RMLD's buyback energy rate, which is the market energy offset price at four cents a kilowatt hour. Mr. Underhill stated that net metering-some in and some out-is not sustainable. Mr. Underhill stated that RMLD doesn't make a profit but needs to maintain its electric system. Chair Talbot asked far future clarification about how RMLD stands with other municipals and its solar. Mr. Underhill stated that he con pull that Information and that he knows other municipals don't offer an installation incentive. Page 1 2 d. Public Dialogue and OLA Period Mr.Stempeck added that RMLD has rates that are much lower than National Grid or Evencurce. Mr. Grier of North Reading asked where RMLD is at with storage. Char Talbot mentioned RMLD's grant for a grid battery. Mr. Underhill stated that there are no economically functional batteries at this point. Mr.Underhill mentioned the Tesla Wall and Mr.Stempeck stated that he had looked into it a few years ago and was given a quote of S37,OD0 for the battery packs.A citizen (name undecipherable) staled that, per his cell search, a power wall costs$7.800 per wait and it stores 4 kilowatts and you instau two or three. That price includes installation. Mr. Underhill asked how many hours of storage that provides.The citizen was unsure and asked if the rebate applies to a power wall. Mr. Underhill explained its only for the solar system. Mr. Hikade stated that he works for Revision Energy in North Andover and stated that one Power Wall is thirteen and a half kilowatt hours of usable storage. The average household uses between 21 and 27 kilowatt hours per day.The Power Wall has five kilowatts of continuous output for 2.7 hours. Mr. Rogers of Reading presented slides that he had prepared for the meeting (unsolicited). The slides addressed residential solar adoption rates and homeowner savings. Mr. Rogers stated the average adoption rate off sola for Massachusetts residents is 5.6 percent; for municipals if is 1.1 percent. RMLD's adoption rate is 0.4 percent. Mr. Rogers stated that RMLD should embrace solar. Mr. Sawyer of Wilmington stated that he is a tax preporer and that most of his clients who have sola lease it due to the high purchase price. Mr. Sawyer stated that he believes RMLD has such law sola penetration because customers only have the option to buy. Mr. Underhill explained that RMLD has a Solar Choice option for people who don't have large upfront resources available. A citizen from North Reading asked about maintenance of the solar panels. Mr. Underhill explained that if the panels are behind the meter, they are the customer's responsibility. Mr. MacKenzie of Reading asked if rooftop solar can power a furnace or a refrigerator if the power goes out. Mr. MacKenzie stated that he hod looked into it years ago and there was no reasonably priced equipment to disconnect the house from the grid. Mr. Underhill stated that a sola system will not stay on in the event of an outage due to safety ... W. Kikode stated that the Tesla energy gateway will isolate from the grid and allow the sola array to power your battery. It works the some way a generator relay works so it isolotes the grld to prevent bockfeeding. Mr. Underhill stated that's applicable with the introduction of a battery system: that's more than just a solar system. Mr. Conlon from Dracut stated he is a solor installer and an electrician. Mr. Conlon stated that the most important piece of maintenance fa sola is keeping frees cut back to prevent shade and deter squirrels. Mr. Conlon stated that there are systems that will function when the power goes down.There's a type of inverter that allows 2,000 watts when the sun is shining. Mr.Krocke from Reading asked to an explanation what the issues are with phantom loads. Mr. Underhill stated that the system needs to be sized according to how much electric is needed:solar behind the meter is invisible.
