The Finance Committee called to order at 7 PM also. This was night one of the budget presentations from department heads. Town Manager Bob LeLacheur noted these requests are everything each department would ever want in a perfect world with no money restraints. All presentations can be found in the Select Board for packet for December 9`% 2020 on the town website. Library Director Amy Lannon started things off with the library budget. She noted her overall ask would up her budget by 2.9% or 6.7% if they add a new position. The 2.9% increase would be mostly to maximize existing staff members. The 6.7% increase would include a new department called Equity and Social Justice department which they feel would need a full-time director. Next up was Sharon Angstrom the Town Accountant for the finance budget. Her overall budget request is up 3.2% mostly for salaries. Carlo Bacci asked how the department was doing in collections this year and she noted they may be a tad behind but nothing to be concerned about. Matt Kraunelis, Director of Administrative Services presented the Administrative Services budget. He noted there are no major changes except for the elections portion of the budget. Last year we had a lot of elections and next year we only have 1 so that portion of the budget will be down. Overall the budget in AS will decrease by 1.4% due to the elections. Page I 1 Carlo Bacci asked about a website refresh and he noted they are planning on it. COVID got in the way this year but he Is trying to make it a priority for FY21. DPW Director]ane Kinsella and Assistant Director Chris Cole presented the DPW budget requests next. She noted there are no changes in staffing and a slight increase in expenses. Karen Herrick asked how this department can help reduce our carbon footprint. Carlo Bacci asked what the struggles with plowing are, i.e. not enough equipment or employees. Ms. Kinsella noted they do not have enough drivers for all the equipment and they need more contractors. Mark Dockser asked about recycling and if we are ok for this year and if there are any opportunities for composting. She noted recycling is fine for this year because it is still in our contract. They are looking into composting but it still needs some work. Vanessa Alvarado noted she is very interested in the town continuing to look into composting. Mark Dockser asked if DPW had enough barriers for next year if we need to create more parklets for outdoor dining. Marianne Downing moved the Finance Committee to adjourn at 8:34 PM. The motion was seconded by Eric Burkhart and approved with a 5-0 roll call vote. Carlo Bacci moved to adjourn the Select Board at 8:34 PM. The motion was seconded by Karen Herrick and approved with the following roll call vote: Herrick - yes; Bacci - yes; Alvarado - yes; Landry - yes; Dockser - yes. Page 13
