Town Clerk � � ANNOAL TOWN MEETING Reading Memorial High School Auditorium May Z, 19�� The meeting was called to order by the Moderator, Kenneth C. Latham, at 8:00 P.M. The invocation was given by the Rev. Lewis MacLean of [he Chuxch of the Nazarene, and followed by the Pledge of A1legiance to the Flag. A moment of silence was observed in memory of Mr. A. Lloyd David who passed away on April 23rd, 1977. N¢. David was a charter member of the limited form of Town Meeting in the Town of Reading, and a long-time member of the Planning Boaxd. The Warrant was partially xead by theTown Clexk, when on motion of Richard J. Ogden it was voted to dispense with further reading of the Warrant, except [he Constable's Retuxn, which was then read by the Town Clerk. AATICLE 2. The following address was presented by ftichard S. Ogden, Chairman of the Board of Selectmen. STATE OF THE TOWN A bylaw change made by the Fa11 1974 Town Mee[ing requires the Board of Se1ec[sen to report at each annual town meeting on the State of the Town. This � procedure is an oppoxtunity to review the events of the past year and to co�ent on the future. 1976, like any year, was marked by both achievements and disappointments. Among the achievements was the work of the Growth and DeveLopment PoLicy Comnittee. This Co�ittee, conaisting of Town officers, other volun[eered citizens, and chaired by Selectman Sullivan, atudied past and pxesent Town policies and actions, formulating guidelines for future Town policies and concerns. Reading's position in 1976 was well summed up by [he Cormnittee in their policy statement which listed Reading's assets as including human resources, overall qualiry of envixonment, highway access, xailroad [zansportation, and location of co�unity; and, its liabilities as including property tax rate, lack of overall planning programs, and lack of home rule. Work conmienced in 1976 to improve the coordination and communication of husan services and eliminate duplication of effort. In Reading, the School Depantment, Board of Health, Council on Aging, Recreation Comnittee, Youth Office, Drop-in Center, Ve[eran's Services, 735, Eastern Middlesex Mental Health, Mystic Valley Home Care, Visiting Nuxses, Housing Authority, Section 8 Housing, Office fox Children, and Welfare Department all provide services to citizens in need. The Selectmen's Office is curren[Ly compiling an inven[ory of what � these groups are doing with the intent of publishing a catalog of human services for providers and recipients. The Board of Selectmen started working this year with the Personnel Board � to establish a performance evaluation system fox Reading Town employees. The Town Meeting established a new bylaw coimnittee which has been working throughout the year to update ouz bylaws. Some of theic ceco�endations for improvements are contained in this year's annual warranc. Again in 1976 Fedexal funding played a major xole in Reading. The Selectmen continued theic policy of pursuing only those Federal funds needed by the ToWn wi[hou[ comuit[1ng the Town in the future. In thia regard� woxking with the Reading Housing Authority, the Board continued with and expanded its supplemental xent program to aid the elderly and very low income families in their housing needs. Presently, 55 units of housing are being supplemented with F�leral funds. Working with the Council on Aging, the SeLectmen's office
