There shall be declared in the Town ot Reading a Sally M. Hoyt
moratoriumon[heissuanceotpermitstortheconstructionof Constable
apartment hauses. Said maratorium shall be in etfect until
September 30, 1978.
Section II - Pur{wse ot Moratorium
The purpose of[his moratoriwn is to provide Ne town with
time tn plan and provide Por the construction ot subsidized
low [o maderate income housing (as defined in Chapter
774 Acfs of 1%9 ot the General Court) an the mast ap
propriate land in Town, including Nat already zoned for
apertment use, as the resWt ot pressure upon the town to
pmvide such housing in the form of apartments, on land

Section lII - Moratorium Hausing Commission
This ordinance hereby authorized the crea[ion of a
Moratorium Housing Cammission for the duration of the
mora[orium with one member appointed trom U�e Board ot
Selectmeq Plaming Hoard, Board of Public Works, School
Committee, Board of Asscssprs, Bpard of Hwlth; two
members trom Ne Heading Housing Authority, and twa
mem6ers-ablarge appointed by Ne moderator.
The Cammisaion shall make recommendatians W the Town
and prepare necessary warrent articles for actian by the
Town at the next annual Town Meeting after the adoption of
this ar[icle. Thereby the tawn may meet a minimum
obligatian to p�ovide subsidized ]ow-to-modera[e inmme
housing rnnsistent with the intent of Chaptv 779,AMs ot 1%9,
in a manner which promates the heel[h,satety,convenience,
morals and weltare ot its inhabitants.

The mee[ing was called [o order by the Modexator, Kenneth C. Latham� at
8:00 P. M.
The invocation was given by Rabbi Mordecai Y. Scharf of the Temple E�anuel,
� Wakefield, followed by the PLedge of Allegiance to the F1ag.
The Warrant was par[ially read by [he Town CLerk, when on motion of Sames S.
� Sullivan, Jr. it was voted to dispense with further reading of the Waxrant, except
the Constable's Return, which was then read by the Town Clerk.
ARTICLE 1. The following repor[ was given by Elizabeth W. KLepeis, Chairman
