It increases ffie number of selectmen from three to five and gives the selectmen broader appointive powers. It establishes an executive 6udget wiffi ultt[men review. It es[ablishes procedures for reorganizin99wernment which consist of initiation by the selectmen and ratification by mwn meeting. It places administtative operations encept for the school, housing,and light departments under a mwn administtamr,who is appointed by the selectmen. The selectmen appoint department heads under the wpervision of the mwn atlministramr only upon his recommendation. All other boards and officials appoint their operating persannel. It pmvides for election of ffie Town Meeting members,Moderator, Board of Selecimen, School Committee, Municipal Light Board,Housing Auffiority,and Regional Voca� tional School Representative. It increases the Municipal Light Board from three to five members. It incorporares the tluties ot the Board of 7ublic Works and Board ot Cemetery Trusrees with those ot the Board ot Selectmen. It includes a recall pro- vision tor all elected otficials. It takes ef(ect on July 4, 797fi.
