Adjourned Annual Tom Meeting April 2, 1956
On motion of Kenneth C. Latham it was voted to adjourn,
to meet in the New High School Auditorium on Monday evening,
April9, 1956, after the adjournment of the Special Town
Meeting held on that evening.
Meeting adjourned at 10:35 P.M.

New High School Auditorium April 9, 1956
The meeting was called to order by the Moderator, Charles
P. Howard, at 8:00 P.M.
ARTICLE 1. The following report was read by Woodbury C.
Titcomb.
A REPORT ON THE PROBLEM OF SCHOOL AND RECREATION SITES
(in book form - attached herewith)
On motion of Kenneth C. Latham it was voted that the report
be accepted as a report of progress and placed on file.
On motion of Kenneth C. Latham it was voted to place
Article 1 on the table.
On motion of Philip R. White it was voted to take up
Article S.
ARTICLE 8. On motion of Philip R. White it was voted that
the Board of Selectmen be and they hereby are authorized for
and on behalf of the Town to acquire by purchase, right of
eminent domain or otherwise, for school purposes_ the following
described parcel of land:
A certain parcel of land in Reading„ Mass, being
a part of the Glen Meadow Estates and shown on a Land
Court Plan Case No. 24496 bounded and described as fol-
lows:
Beginning at the division property line of lots
25 and 26 and running 5.530 45' 55" W a distance of
104.82 feet, thence turning and running 5.680 50, 52"
W a distance of 538 .25 feet, thence turning and running
N. 210 09, 08" W a distance of 551.00 feet, thence turn-
ing and running along the Southerly side line of Stewart
Road, N. 680 50, 52" E a distance of 613.32 feet to the
Westerly side line of Edgemont Road, thence turning and
running along said Westerly side line, S. 190 09f 55"' E
a distance of 415.16 feet to a point of curvature, thence
by a curve to the left of radius 152.23 feet a distance
of 119.12 feet to the point of beginning;. said parcel
being comprised of lots 26 to 30 inclusive and lots 34

to 43 inclusive and that portion of Garrett Road between
these lots and containing 334,029 more or less square feet;
and that Fifty-three thousand eight hundred Dollars ($53,800.00)
be transferred from the following Accounts:-
Three thousand Dollars ($3,000.00) from the Real
Estate Account;
One thousand seven hundred and forty and 18/100 Dollars
($1,7)}0.18) from the School Plans and Survey Forest Street
Account;: and
Forty-nine thousand and fifty-nine and 82/100 Dollars
($49,059.82) from Surplus Revenue,
and that said sum of Fifty-three thousand eight hundred Dol-
lars ($53,800.00) be appropriated for the acquisition of such
land, and that the Town Accountant be and he hereby is
authorized and instructed to transfer said sums to carry out
the purpose of this vote.
In addition to all other authority given to the Board of Se-
lectmen by this vote, and without limitation of the foregoing, the
Board of Selectmen are hereby authorized to enter into all con-
tracts and agreements for the purpose of acquiring title to the
aforesaid land and for the construction" and installation of 'roads,
_ sewenage, drainage, and water mains abutting and connecting to the
�sald,Agnd, sad to take such security as they deem necessary in
order to secure the performance of all agreements for such purpose,
and to do all other acts and things necessary or proper for carry-
ing out the provisions of this vote.

ARTICLE 2. On motion of Lawrence Drew it was voted that
Article 2 be indefinitely postponed.
ARTICLE 3. On motion of Gilbert M. Lothrop it was voted that
the sum of Five thousand (5,000) Dollars be raised and appropriated
for the maintenance of the old high school building.'
ARTICLE 4. On motion of Kenneth C. Latham it was voted that
Article 4 be indefinitely postponed.
ARTICLE 5. On motion of Robert G. Clinch it was voted that
the Planning Board be and hereby is authorized to employ legal
counsel in connection with the appeal taken by the Planning Board
to the Superior Court for the Commonwealth of Massachusetts re-
lating to the decision of the Board of Appeals for the property
owned by Harris Zitzow, and that the sum of Two hundred and fifty
(250) Dollars be raised and appropriated for legal expenses in
connection with the said appeal to the Superior Court.
ARTICLE 6. On motion of Lawrence Drew it was voted that
Article 6 be indefinitely postponed.
ARTICLE 7. On motion of Philip R. White it was voted that J
the School and Recreation Site Committee established by vote
of the Annual Town Meeting on April 4, 1955, is herewith in-
structed to continue with its comprehensive study and investiga-
tion of suitable'sites in the Town for schools and for recreational
areas, and that the said Committee is herewith authorsyed to
negotiate for the purchase by the Town of any sites which in the
opinion of the said Committee are suitable for said purposes and

to obtain from the owners of such sites options for such pur-
chase, without creating any liability on the part of the Town
to exercise the said options, and that the sum of Four hundred
dollars ($ 400.00) be transferred from the School New Car Pur-
chase Account and be appropriated for expenses incurred by
the said Committee in connection with their work as authorized
by this vote, including the taking of test borings, and that
the Town Accountant be and he hereby is authorized to transfer
said sum to carry out the purpose of this vote.
ARTICLE 9. On motion of Kenneth C. Latham it was voted
that Article 9 be indefinitely postponed.

to take Article 1 from the table. '

Article 2 from the table.
ARTICLE 2. The following report was read by Kenneth R.
Johnson.
REPORT ON SANITARY SEWER CONDITIONS
TO TOWN MEETING MEMBERS
BY
BOARD OF PUBLIC WORKS
At this time the Board of Public Works feels it is important
that the Town Meeting members be given a report of the situation
in Reading concerning sewers. The Board wishes to make known
certain facts. The Board believes that the only way a sound ap-
praisal and honest decisions can be made is to have factual in-
formation. Inasmuch as practically all of the public hearings -
whether held for sewer extensions or any other problem - which
come before our Board eventually seem to get around to the sub-
ject of sewerage. Consequently, the Board is well aware and has
given much time and study to the sewer problem in Reading. It
has been the policy of the Board to keep both the Finance Com-
mittee and the Capital Budget Committee informed concerning the
financial requirements as they occur. Since the Board of Public
Works is the only agency through rich citizens may obtain relief,
we feel it our obligation to present to the town meeting the de-
sires of those citizens in dire need of common sewer.
