GENERAL
4.0.01 The following Meeting Notes are compiled from a scheduled master plan
meeting with the Master Plan Working Group, Town of Reading (TOR) and
Activitas (ACT),for the Birch Meadow Master Plan Project.
4.0.02 The items and comments are not listed in order of the discussion, but are grouped
by topic for easier reference and interpretation.

4.1 DESIGN UPDATES
4.1.01 Activitas reviewed with the Working Group the updated preferred master
plan design and noted the following changes:
• Flipped the location of the pickleball courts and playground per
earlier discussions.
• Rotated the basketball courts for optimal solar orientation.
• Added discus to the Stadium -Activitas will shift to norther"D"
area to minimize conflicts at the track finish line.
• Removed the javelin from between Turf II and the softball fields-
Activitas has reached out to Tom Zoya for clarification on how
javelin is laid out at the Stadium and update the plan accordingly.
4.1.02 Activitas has also added conceptual pedestrian and parking lot lighting
throughout most of the site.

4.2.01 ACttvitas has started pulling together detailed cost estimates and noted
that they will be broken up into different phases to assist in developing a
project prioritization list. Activitas and the Working Group will review in
more detail at the next meeting to discuss prioritization.
4.2.02 It was noted that athletic lighting should be carried on all fields and
broken out as a separate line item.
4,3 NEXT STEPS
4.3.01 The Working Group has nailed down a target date of Wednesday.
November 18t^ to hold a virtual public presentation. Activitas discussed
successful ways they hove held such meetings with other municipalities
throughout the pandemic. The suggested agenda is as follows:
• Give brief overview of where we have been, where we are now,
and where we are going
• Only the preferred master plan option with be presented, however,
we will discuss the different options and feedback that led to the
preferred master plan.
• Walk the public through the preferred master plan option.
• Discussion on projected costs and project prioritization
• Open the webinar up for public comments and questions, limiting
each person to roughly 30 seconds in an effort to maintain order
and stay on schedule.
4.3.02 Activitas noted that a live chat bar will be available throughout the
entirety of the presentation and that they would have someone from their
office dedicated to answering questions via chat.
4.3.03 It was noted that the Select Board is still inquiring about progress and
status of the master plan project. In addition to a project update
memorandum submitted to the Town on October 19'h, Activitas
suggested setting up an informal virtual meeting to update the Select
Board prior to the public presentation. The Town will touch base with the
Select Board and follow up with the Working Group.
4.3.03 The Town noted that considerations for the Capital Improvement Plan
should be submitted by the end of January. They also noted that at least
two public meetings with the Select Board should be anticipated. The
working group will target some dates in December to get in front of the
Select Board.
NEXT MEETING
4.4 The next meeting will be on Monday, November 2^d at l lam and will be
held virtually via GoToMeeting.
