Topics of Discussion:
This meeting was held remotely via Zoom.
Emmy Dove called the meeting to order at 10:05 am.
Ms. Dove began by sharing news that she informed the Select Board and Town Clerk that
she will be resigning from her position on the Board effective June 5, 2020.
Minutes:
On a motion by Ms. Shonkoff, and seconded by Mr. Sexton, the Board of Health
voted to approve the meeting minutes of March 18, 2020 by a vote of 3-0-0.
Roll call vote: Emmy Dove-Yes, Eleanor Shonkoff-Yes, Kevin Sexton-Yes.
Ms. Dove stated that she had added portions to the minutes for the April 6, 2020 meeting.
The Board agreed her name should be added to the "Minutes Respectfully Submitted By"
section.
On a motion by Mr. Sexton, and seconded by Ms. Dove, the Board of Health
approved the meeting minutes of April 6, 2020 as amended by a vote of 3-0-0.
Roll call vote: Emmy Dove-Yes, Eleanor Shonkoff-Yes, Kevin Sexton-Yes.
On a motion by Ms. Shonkoff, and seconded by Mr. Sexton, the Board of Health
voted to approve the meeting minutes of April 27, 2020 by a vote of 3-0-0.
Roll call vote: Emmy Dove-Yes, Eleanor Shonkoff-Yes, Kevin Sexton-Yes.
High Density Residential Building Notice:
The Board reviewed the High Density Residential Building face covering sign made by Ms.
Vlasuk and made a minor edit.
Add to item 2: "unless under 2 years old, have trouble breathing, or have a medical
condition".

On a motion by Ms. Shonkoff, and seconded by Ms. Dove, the Board of Health
voted 3-0-0 to approve Face Covering Sign option 2 for High Density Buildings as
amended by a vote of 3-0-0.

Ms. Delios will email the approved sign to the multi-unit residential contacts. Ms. Vlasuk
and the Health inspectors will go to the high density buildings to ensure the signs are
posted in common areas of the buildings (entryways, halls, elevators). The Fire Department
will visit the assisted living facilities.
Non-Essential Businesses and Remote Fulfillment:
The DPH says that bookstores are non-essential and cannot be open for curbside pickup.
However, they can mail or deliver items. A bookstore in Town is currently operating
curbside deliveries. The Board discussed whether to have the Health Department or the
Economic Development Director notify the business owner, or the state enforce the order,
as the Board of Health does not oversee bookstores. The Board agreed that because
bookstores are considered non-essential, it is ok for the Board of Health to notify the
business owner what she can do to operate. Mr. Sexton volunteered to make the phone call
to the business owner.
Face Mask FAOs:
The Board reviewed the Face Mask FAQs and made some minor edits:
. Remove the May V distribution event and replace with "Check the Town website or
call the Pleasant Street Center for information about upcoming mask distribution
events";
. Add the infographic for face masks for teens;
. Add from the state guidance "Mask use for kids ages 2-5 is encouraged but at the
discretion of the child's parent or guardian at this time".
On a motion by Ms. Shonkoff, and seconded by Ms. Dove, the Board of Health
voted to approve the Face Mask FAQs as amended by a vote of 3-0-0.
Roll call vote: Eleanor Shonkoff-Yes, Kevin Sexton-Yes, Emmy Dove-Yes.
Ms. Shonkoff will send the document to Command for distribution.
Last Minute Reminders:
Ms. Vlasuk informed the board of three items from her phone call with DPH this morning:
. Bookstore doing curbside pickups, which the Board discussed earlier in the meeting.
. The Board of Health does not have jurisdiction to change the Town Meeting date.
That decision must come from the Select Board.
. The Health Department received another check from Emergency Preparedness for
$7,533.72.
Next Meeting:
The Board will review the monitoring spreadsheet, which lists actions and orders the Board
has taken and includes monitoring and enforcement plans. Ms. Delios will send the
spreadsheet to the Board before the next meeting.
Complaints:
Ms. Delios noted some recent complaints. One complaint was about a food establishment
not following the COVID rules, which Ms. Vlasuk looked into. Another complaint was
received about a construction site alleging.someone was positive for COVID and workers not
following the rules. However, there were not enough details to follow up on the complaint.
The Board requested a complaint update to be included in their Monday meetings. Ms.
Vlasuk stated that she will start logging them as complaints and report them to the Board.
On a motion by Ms. Dove, and seconded by Ms. Shonkoff, the Board of Health
voted to adjourn at 11:39 am by a vote of 3-0-0.
