U4 -9 PM 12. 04 Board of Health Date: 2020-05-04 Time: 10:00 AM Building: Location: Address: Session: Open Session Purpose: COVID-19 Version: Final Attendees: Members - Present: Eleanor Shonkoff, Kevin Sexton, Ann Marie Messina, Emmy Dove Members - Not Present: Others Present: Jean Delios, Mark Dockser, Laura Vlasuk, Bob LeLecheur, Jane Kinsella, David Clark, Paul Jackson Minutes Respectfully Submitted By: Eleanor Shonkoff Topics of Discussion: 10:09am Dove called meeting to order Dockser- no one needs to come to the meeting this week because it's the regional summit The Board discussed the protocol for extending the closure of the Reading Public Library— whether this was under the Board of Health jurisdiction or the Library Board of Trustees. Dove -will ask them if they want to join us for a meeting - Should we communicate this with command? Indicated she spoke with the Library Director(Lannon) who said extending the Reading Public Library closure through 5/18 is fine—we, BOH should vote to extend. Trustee meeting on 5/11 to discuss closure and phased opening plans Plan includes pre-open work before public is allowed in the building; even if BOH lifts restrictions, library may not be open to public. As we bring staff back they can review plans with us, if that is desirable. Can someone from the BOH sit in on the meeting? Sexton - motion to extend library closure through 5/18/20 Dove -second Roll call Emmy - y Kevin -y Eleanor-y Discussion of moving meetings Starting May 21st, BOH meetings are Thursday at 10:00am How to handle face coverings orders with typos Page I 1 Decision - sign typo-free version of final one with all amendments Sexton will re-send after the meeting We should find a way to update face covering order Governor Baker's order includes ride-sharing/taxis, and includes outdoor space Someone said people in downtown area are not wearing masks/face coverings Conversation for command For FAQs- copy and paste order re: taxis, etc. Complaint received about kids playing basketball Send someone out; we send them away We do random drive-bys; no one has said no yet Sexton - SROs lieutenant Lewis, idea regarding graduation Lining the street to have graduation parade 1. Student and family cars line the streets and teachers conduct parade 2. Teachers line the streets in cars (or could be outside) and student families drive by Decision - Makes more sense to keep kids in moving car Laura - has stopped reporting Saturday and Sunday numbers, but will continue to give addresses to first responders as they come in. Laura will report Saturday and Sunday numbers to Command on Monday morning About 50% of cases were from long term care facilities; almost all deaths The reason to exclude that in select board meeting was because it's a different situation because they request facility-wide testing; 2) is part of emergency preparedness for 7 other communities; each is reporting what each town hall is doing once we re-open; what are we planning to do for employees coming back; hand- washing, schedules; where are we with that? Decision to discuss later in the meeting Update on COVID checks Date �. 0 4/27/2020 4 4/28/2020 3 4/29/2020 3 4/30/2020 6 5/1/2020 1 5/2/2020 6 5/3/2020 3 fire dept 3 Grand Total 29 Page 1 2 11:11 - command joins Also— RMHS Principal Cate Boynton attended Bums: Mask distribution, May 6 coordinated with Jackson, Huggins, Delios, DPW, and Schools On Tuesday, they'll organize distribution bags Jackson -Tuesday night- volunteers and staff members, will fill bags with masks (are we providing masks for them) Wed. - police dept. has organized this; communications through portable radios; 2 people in charge of volunteers Traffic to come in from Oakland, down beside the field house like for voting; divided into 3 lines with 5 stations, to service 15 cars at a time; Expecting 1,333 cars as minimum; Field house : will be set up in field house and pop up tents; unknown ages of volunteers-- has list of 30 for Wednesday; 15 for Tuesday Volunteers will be provided masks and gloves and sign-in and out People can pick up masks for elderly neighbors Discussion of Reverse 911 for people in that neighborhood Fire will be on Channel 3 Police officers and traffic flow Police will wear masks, goggles and gloves Burns—A good traffic plan is important to ensure that public safety can access the area in case of an emergency, because we don't want to trap EMTs if there is an emergency, in case they couldn't' get out due to traffic; but people trained will be down there Sexton - make sure they don't touch masks. 11:30am— Sexton—Motion to adjourn: Dove—2nd.
