Gail: Turf 1+ 2 — all fields are opened Turf 2 warranty started 7/1 —bleachers aren't open and
are taped off but can't prevent use of bleachers. No questions publicly yet. Still using bleachers
for exercise.
Jenna: Basketball and 6 tennis courts.Walking through court to get to other
Kerry: Makes sense to open courts. Still have limit of 100 people in outdoor enclosed space,
Eleanor made a motion to open all six community tennis courts, Paula seconded.

Eleanor: But there are no sector specific guide lines yet; perhaps by 7/12.
John Weston: Does that mean there can be no games until then? Other towns are already
playing.
Jenna: I have contacted 86 regional directors and listed those not permitting games until guidelines
are out
Kevin: They opened without guidance?
Kerry: This is a chronic issue. Individual communities can determine this. We are waiting for
guidelines
Joe Miller: Have Babe Ruth guidelines been approved?
Jenna: For practice only.
Joe Miller: This is inconsistent with regard to tennis and basketball use guidelines.
Kerry: The difference is due to increased contact. However, there are clusters of kids, adults on
sidelines
Joe Miller: The guidelines are defined.
John Weston: Planet fitness is open and there is lots of heavy breathing. This is inconsistent.
Eleanor: We do want consistency. We need to indicate guide lines but we don't have them yet.
John Weston: What about Austin Prep?
Eleanor: The town issues permits for fields
Joe Miller: We need to find a way to do things, not not to do things.
Kerry: Il' s a challenge. We are in Phase III, so long as guidelines are applied, but we
don' t have them yet.
John Weston: We need to come up with guidance or do nothing.
Eleanor: The Board hasn't addressed this yet. We need to act as soon as possible. Refer to the
most recent guidelines anticipating next five days with a signed waiver.
Joe Miller: Babe Ruth already has guidelines for Phase II and III. Why can't they play? Why
are they not approved yet?
Eleanor: They are approved pending state guidelines. We are awaiting state guidelines.
Kevin: We cannot be more restrictive than the state.
Eleanor: The current guidelines only apply to workplaces. There are grey areas. Town Council
said some sport facilities are associated with business and are under their parameters.
Kevin: Everyone wants the kids to play, but we need consistent guidelines. It is annoying that
the state has opened the fields without these guidelines.

Kevin: One example would be that you might want to prohibit stealing to decrease contact. The
Board of Health could address contact situations. Perhaps the umpire could call from a different
position. We could use available guidance already in existence.
Jenna: There are spectator limitations.
Joe Miller: (Referring to Babe Ruth Guidelines) The spectators have 6 parameters that have
been submitted as well as for carpooling.
Jenna: Agreed. Massachusetts is behind other states that have instituted guidelines and play.
But we still need state guidelines.

Jenna: We are operating under Phase II until state guidelines are in place.
Joe Miller: How much more can the state restrict than this other than restricting baseball
altogether. I understand that the Board of Health doesn't want to do what the state doesn't want.

Joe Miller: The limit is 100, but that's not likely. It's usually 30-40 plus players (28).
Kerry: I understand, but my question is with regard to the policy

You need to make sure.
Paula: Who will enforce the parameters?
Eleanor: It's enforced by the team.
Joe Miller: I feel the guidelines are good. Addendums can be addressed by the Reading
Baseball League today.
Eleanor: The Command meeting is coming up. We will meet after so we can try to address this.
Kerry: The question is whether to let them play versus waiting for state guidelines.
Eleanor: Babe Ruth has submitted their original document

Kevin: I can't see anything the state would object to. I'm annoyed by the state. I think they can
work around it.
Jenna: I agree but I'm not comfortable without Board approval.
Kerry: Thank you for that. July 6 was not a set date. The impact of exposure on play is a
compelling discussion. It's appropriate to consider play with the caveat that there can be

Eleanor: This is tabled until after the Command meeting and review. Can we let Jenna know?
Jean: I'll have Jenna stay on. How many games are there scheduled this week?
Joe Miller: Babe Ruth and Little League has 1 game/field/day; about 15 games M-F and
Sunday.
Eleanor: How many people at each event?
Joe Miller: There are different teams on different days with 25-28 players, 6 coaches, 1-2 umps
and 30-40 spectators. Games are at 6:45.
Eleanor: Now we have EEE.
Kerry: Not only baseball?What about soccer and Lacrosse?
Jenna: Lacrosse is Sundays. Reading Little League starts July 11, but no guarantee.

High School Graduation
Greg: High school graduation is 7/26
John Doherty: I defer to Kate on this
Kate Boynton (referring to diagram) Background: We have heard that so much has been taken
from the grads. Students and families want an in-person graduation. In collaboration with Dr.
Doherty, we awaited state guidance. Graduations after July 18 are allowed. I have spoken with
other communities. Reading, Wakefield and Woburn elected to have in-person graduations
along with several private schools. July 26 is the rain date. It will be at 7:15 so the sun will be
less of a heat factor. Each grad is allowed 2 guests in a pod on the turf. There will be a
preregistration for guests. Staff will monitor the two points of entry. They will be seated in
alphabetical family pods of 8'X 4' with a 3-foot buffer between to allow for social distance.
There will be 3 chairs in each pod. The ceremony will be 1 %hours. The band will provide a
pre-recorded "Pomp and Circumstance". There will be short 3-5-minute speeches. Staff
volunteers will guide each pod to receive diplomas. Masks are required and available with
sanitizer. All grads will queue by alphabet to receive diplomas from the table. They can remove
their masks for a picture only. RCN will live stream. July 24, the chairs will be delivered. July
26 will be setup. Reading Coop is providing water. Tables will be on the track. Dr. Doherty has
reached out to Reading Police Department to determine the need to cancel due to weather.
There will be a tent for the School Committee and school staff. There will be no handshakes or
high fives. East Coast is providing the sound. We can't use the school system because it is
insuts

the same, by row. There will be no cap throwing. Social distance will be maintained with masks.
There can be no additional audience. If there is a positive symptom screen, the grad will be
asked not to attend, as well as those who are vulnerable. Attendees are asked to dress for the
weather and to use insect repellant. Hand sanitizer will be available. There will be no smoking or
tobacco use. Exit will be along the field house. Reading Police, Fire and EMTs will be in place.

Eleanor: Thank you. You have anticipated most of our questions and concerns. With
registration, should we ask for contact tracing information?
Kate: Google survey allows for that.
Eleanor: I have seen guidance for more than 6 ft social distance not requiring masks, but due to
the density, should wearing masks be recommended? We will check revised gathering
guidance. Outdoor unenclosed gatherings of 25% is not applicable here.
Paula: I think masks should be required.
John Doherty: I concur. May 18 guidance requires masks at all times except for pictures and
speeches.
Eleanor: I am curious about queuing.
Kate: It is from row to track back to row.
Paula: It seems to be all in one direction in a loop.
Kate: One row at a time. There is ample space between rows for social distancing. The next
row doesn't stand until the previous row has returned.
Eleanor: Will there be training and posted instructions?
Kate: There will be a dry run earlier in the day, about 3-4 PM. Signage will be provided.
Should we indicate one-way traffic?
Eleanor: That's a good idea and perhaps reminders about masks etc. at the restrooms.
Kate: 6 It markers are already there at the Field House.
Greg: Mary has signage that can be used.
Kerry: Thank you for the plan and the presentation. Regarding the microphone use; there could
be covers or sanitizing between each use. Sanitizing might be easier. Another observation is
that guidance says there should be no food or drink. Perhaps we should decline the donation of
water from Reading Co-op, especially with the need to clean up.
Kate: I will follow up.
Kerry: The state guideline is specific.

Kerry: Cleanup is still an issue. Should we read the language?
Kevin: It doesn't have to be decided today.
Kerry: The guidelines are clear.
Kevin: There is also the liability of a private donation.
John Doherty: They have done it for years.

Kate: It's incentive to keep it short.
Kevin: Make it known that it won't be provided and their own will be confiscated.

Greg: Residents in need of cooling center. (See draft of senior center plan)
Eleanor: Kevin, you and I had similar thoughts.
Kevin B: I'm hesitant to bring people together. What is the definition of a heat emergency?
Greg: 2-3 days of heat taking a toll. It usually is 3-4 people, but people could also go to the
mall or the library (but not now).
Kevin B: I'm concerned that it may be a social event.
Eleanor: What can they do?
Kevin B: In the past it has been open for 4 hours during the heat of the day. We could limit the
time to go. Maybe there could be a movie for 8 in the main room. There could be TV
for 3 upstairs. Other rooms have no media options.
Eleanor: What about opening windows?Are there HEPA filters? Social distancing of 6 ft?

Kevin B: It's more than 6 ft; more like 8-10ft with chairs and tables.
Eleanor: In gyms its 14ft. I'm more concerned about prolonged exposure in an enclosed
space. Are there HEPA filters?
Kevin B: I can't say.
Eleanor: What about signage, sanitizer, masks and restroom parameters?
Kevin B: The restroom is on the second floor. They would either need to use the stairs or the
elevator. We need to upgrade the sanitizer.
Ker : We're addressing the risks of those vulnerable to heat exposure. What is

Eleanor: One at a time in a high occupancy building.
Kerry: Based on the past, there has been minimal usage with the malls available. How often

Greg: 1-2 times, sometimes it hasn't been used at all. Usually 4-5 days of greater than 90
degrees and high humidity.
Kerry: Without AC it can be pretty oppressive. There is a benefit to a well thought out plan.
Eleanor: What about taking temps? Should they do it at home or at the center?
Greg: There are no touch thermometers there
Kevin: If there is a fever, they need to seek medical care rather than be admitted.
Greg: We can ask screening questions. There is an isolation room.
Kevin B: They have to walk by other rooms. So, I vote no.
Eleanor: Is there another entrance?
Kevin B: No.
Eleanor: Is there any way to transport if necessary?
Greg: We can't transport to the hospital.
Paula: What about the use of Woburn Cab?
Kevin B: That puts the driver at risk.
Kerry: Are there any plans for a regional center that can provide isolation?
Greg: MEMA posts when they are open. Salem and larger communities have them.We
can refer but we might have a transportation issue.
Kerry: I think so. Do we try isolation or not? I know Kevin is hesitant.

Paula: Can the isolation room be closer to the entrance door?
Kevin B: Using the room upstairs limits the use of the other rooms.
Eleanor: That makes it harder.
Greg: We could have registration with pre-screening questions.
Kevin B: We can make it work.
Eleanor: Would you not admit someone if they haven't pre-registered?
Kevin B: We have concerns for reaching capacity.
Eleanor: Concerns with the windows closed and air recirculating with a high-risk
population.
Kevin Si There is a back entrance in the basement.
Kevin B: We were planning to shutting off downstairs.
Kevin S: Can isolate down there?
Jean: I'm concerned. That area can't be monitored with only 2 staff. What can be
offered other than computers and TV?
Eleanor: Show a movie? Do people have phones?
Kevin B: Some do. If people are symptomatic, that puts staff at risk.
Eleanor: Could the screening be done in the car?
Kevin B: If not, should they be sent home?
Kerry: It's not appropriate to admit symptomatic people. What is the alternative? It
would be a small number. If there are positive symptoms, they need medical
guidance. They need to be transported to a clinic or doctor's office. This can't be
supported.
Eleanor: Even using the basement, are you comfortable with this?
Paula: There is a liability concern if the symptoms go from bad to worse.
Jean: If it's only for 4 hours, can we give transportation to Jordan's vs. supplying the space?
Kevin S: Screening is still needed.
Kevin B: The screening can take place before the driver arrives.
Paula: There is no van.
Kevin S: There could be.
Eleanor: What about opening the center to people with positive symptoms?
Greg: The symptoms are broad. They could be anything.

Kevin B: Alyse isn't a fan of taking temps due to inaccuracy.
Kerry: I agree. And it doesn't get to pre or asymptomatic people. Should we have a cooling
center given the small number of users?
Eleanor: There isn't a large number at risk. We can open. There is an issue of the need for
medical care for heat exposure. So, there will be no admission for anyone with positive
symptoms.

Kevin B: I'm comfortable if people are not symptomatic.
Greg: We have direction to open to people without symptoms, there is a proposal for
reservations.
Kevin B: We will have pre-reservations and screen walk-ins.
Eleanor: There needs to be signage, training and protocols in place.
Kerry: Are there job action sheets for staff?
Kevin B: No
Greg: There were no activities in the past.
Eleanor: The computers will need cleaning.
Kevin B: We will keep everyone upstairs.
Kerry: We need written communication of any changes.
Kevin B: Agreed.
Greg: Anything more?What are the current demand levels of people needing help?
Kevin B: I'd like to open the Center. There is a lot of virtual programming. Social isolation
is a problem. We have 14 Chrome Books for loan. We can use mobile hotspots.
We can loan them for 2 months, and can help them get their own. There is a food
supply and gift cards at the Center. Unemployment benefits are ending so I
anticipate an increase in demand. We are using Woburn Taxi for medical
appointments. Joe has agreed to take 1-2 people in the van. We need to
establish protocols. There will be no hair or nail salon appointments. Tax returns
are big, but that's ending. Ann Marie Rotondo has done a great job with the plan.
The Food Pantry has had additional needs, but people are getting by.
Bob: What about fund raising plans?
Eleanor: What is Phase III guidance regarding Senior Centers and Day Care?
Kevin B: They aren't in a phase. They are safer at home. We are pushing the virtual programs.

Eleanor: This could be a Town Counsel question. It requires waivers.
Jenna: It's going to be a bigger issue in the fall.
Eleanor: Maybe there could be signage that says at your own risk on the playgrounds.
Jenna: I will check with counsel.

Greg: What are the plans to increase staffing at the library and Town Hall? Are we
using the
Needham protocol?
Eleanor: I circulated the draft to board members for review. We need to finalize language
and send to the various town departments. (shared screen).
Bob: The Trustees will want their own.
Kevin S: It's supposed to be unified guidance to be customized.
Bob: The Trustees won't like appointment only.
Eleanor: These are guidelines.
Kevin: They can change things by letting us know.

Dave: There have been a few positive cases without fever.

Dave: Temps taken at 12midnight. They can't back fill the position.
Paula: What about self-reporting?
Eleanor: Yes, with signing the log that the symptoms are negative. It's true that there are a
lot of asymptomatic cases. We need to keep a symptom log.
Kevin S: How long does it take, Dave? Is 4-6 hours enough time?
Dave: I'm already doing self-reporting. If someone isn't feeling well I need to know as
soon as possible to arrange coverage.
Paul: We never closed the fire department, so we don't need to reopen. So, does this apply?
Dave: Police as well.
Eleanor: You want people to be without symptoms.

Dave: 2 staff only had loss of taste and tested positive. We look at many symptoms.
Eleanor: I agree that we need a constellation of symptoms. I'm not comfortable allowing
someone to show up with symptoms.

Bob: It's the same at Town Hall. People with symptoms work remotely. Why should
we keep a temperature log but not for other symptoms?What about the public?
Kerry: Written policy would be good to see and incorporated. Screening is required. Can

Dave: We use the exposure protocol from MGH.
Eleanor/Kerry: Good. Please share this.
Eleanor: I understand the need for flexibility. We need an indication that the screening has taken
place and signed. I'm against doing logs due to HR files needing to be kept for 30
years. We need Town Counsel input.
Bob: I will check with them.
Eleanor: Are face covering requirements defined? Should we add cloth face coverings?
Dave: Face masks are required in enclosed spaces: 8 people/1000 sq. Ft. But not in restaurants.
Kerry: People in restaurants are in a family cluster. Not so in a workspace.
Dave: The building is open 2417. Wearing the mask is difficult. We are doing virtual roll
call to
keep people out of the building.
Paula: What about having a mask break space?
Dave: What about just when they are passing in the hall? I'm not a fan of full-time
masks.
Bob: How does this compare to the library document?
Eleanor: There are many similarities
Bob: I 'm happy to compare.
Kevin S: The DPW was very similar with a few differences. How is the set up?
Dave: Very busy with mixed people in and out like detainees. Desks are separated by 6 ft
especially during 16-hour shifts. Every day is different. Sometimes there are
multiple prisoners.
Eleanor: I' m uncomfortable with this. There is clear guidance.
Bob: Has something changed?

Kerry: I 'm not aware of any change. This not droplet exposure. The indoor burden is
heavy. It enforces the need due to business.
Paula: There is only a 3 ft. distance between children.
John Doherty: But they still have to wear masks.
Jean: Facilities is a big part of this. Are they wiping down high touch areas twice daily?
How do we do this without staff? Can Facilities handle this workload demand?
Bob: We've been operating for 4 months since the initial guidance and now we have
this. Do we need to change things now and then again when the public is
added?What is the responsibility of the Facilities Department? That needs to be
defined, some cleaning is outsourced and we can figure out how to meet the
demand for cleaning but just need to define what that is.
Eleanor: I agree. We need to revisit this. We assumed there were no employees in Town Hall.
Bob: There are less than 10.
Kerry: There is now guidance for increasing capacity to accommodate influx. I will get
information about police department screening concerns and face covering. I will
ask my colleagues for their perspectives.
Jean: We need to define the cleaning protocol. I'm concerned about Facilities
responsibility with shared custodians. Echoed the need to identify cleaning
protocol.
Kerry: Needham protocol doesn't address either. I will look into this with my colleagues.
As well as the screening protocol.
Jean: Do we have closed lunch areas?
Bob: We already did at Town Hall.
Kerry: The intent was to see how this draft would transfer to other departments.
Eleanor: Work cohorts to avoid mixing people in the building, closing common areas, staff
to wipe
down their own areas, nightly cleaning.
Paula: At the beginning and end of work.
Paul: I just spoke with Facilities and they indicated that they are is stretched thin. They
are able to keep up with the cleaning while areas are closed, but with the
changes, there is not enough staff.
Jean: The demand is not planned for.
Eleanor: Is there a budget for more cleaning staff?
Dave: We have 3 shifts. No extra staff.
Eleanor: Maybe hire additional staff with the budgetary flex fund?

Jean: My office has the wipes and staff use them as needed many of us carry in/carry

Dave: We all do wipe downs before and after use.
Kerry: Cleaning issue protocols are built in.
Jean: The problem is the bathrooms. Not sure how the bathrooms are treated
Kerry: We need to plan for increased building capacity but still balance cleaning
practices already in place.
Eleanor: What if we come up with a new draft and meet again on Thursday?
Jean: Are we meeting Thursday?
Eleanor: That's the last agenda item, to incorporate edits into new draft.
Bob: I need to wait until Monday to discuss this with the others.
Kevin S: Have all the departments seen the draft?
Bob: No.
Kevin S: We need to give a week to do that.
Bob: I will get feedback before Monday.
Kerry: That's what I was going to ask for clarification about. The alternative is to ask
each department to submit their own plan versus starting with this one.
Bob: I can't say which way is better.
Kevin S: We were trying to get a baseline to work from.
Bob: That's good to have and objective, then allow the departments to meet the
objective in different ways.
Kevin S: We need someone to modify what we talked about today.
Eleanor: Pending feedback from others.
Bob: We might invite HR to the next meeting. He can say what the employee's
concerns are.

Eleanor: Back to the game discussion. We rescinded restrictions based on EEA guidance.
Jenna: The official guidelines are not out.
Kerry: They have to be submitted to DPH.
Jenna: We need to consult with DPH and determine the rules.
Kevin S: Not the Board of Health?
Eleanor: Section 5 authority is with DCS and DPH to enforce.
Kerry: No guidance. All orders of phase II are rescinded. Phase III is without guidance.
John W: I suggest for the short tens they can play softball and baseball this week.
Jenna: Lacrosse is supposed to start Sunday. Then Soccer will want to start.
John W: But they are contact sports.
Jenna: Baseball and softball are considered contact sports.
John W: Softball and baseball not as much, but lacrosse and soccer are.
Kerry: I'm frustrated. I don't know what the recourse is.
Eleanor: What would help make this decision? Is the pressure related to COVID risk?
or something else?We also want consistency and have required signing that
they are complying. Reading is not unique in withholding play until there are
more guidelines. Why not push to wait one more week?
Jean: We already reviewed standards for the workplace.
Eleanor: The only reason for the exception is 1) People are tired of waiting and 2) State
has said the fields are open.
Kerry: It's all pending EEA guidance, but there is none.
Kevin S: The state doesn't realize games are happening tonight.
Kerry: We need to consider data, not dates. They said 3 weeks which puts it to July 16.
It's the spirit not the intent of the plan.
