Roll Call: Sexton, yes; Dove, yes; Shonkoff, yes—Motion Approved Motion by Dove to nominate Sexton as Vice Chair, Seconded by Shonkoff Roll Call: Dove, yes; Shonkoff, yes, Sexton, yes— Motion Approved Shonkoff is new BOH Chair, Sexton is new BOH Vice Chair • Outdoor Dining Discussion was related to temporary measures as a result of COVID-19. The Select Board has expanded its policy to allow Outdoor Dining beyond sidewalk areas and the BOH could create an order to allow additional flexibility. The EAT could review proposals for Outdoor Dining per this policy. Motion by Dove to suspend enforcement of parking regulations under zoning for food establishments until November 30, 2020 contingent upon staff review by EAT, Seconded by Sexton Roll Call: Dove, yes; Sexton, yes, Shonkoff, yes • Civic Function Permits LeLacheur requested guidance as he can't issue a permit that is not legal— does not want to issue a permit that is contrary to what the Board of Health wants. WHO says 3 feet: https,//www who.int/emergencies/diseases/novel-coronavirus-2019/advice- for-public The board discussed the best way to manage requests for Civic Function permits so that COVID-19 precautions are followed. Dove confirmed that Town Counsel interprets requirements such that the board can not be more restrictive than what is allowed by the State. It was decided that going forward all Civic Function Permits will have sign-off from Health, not just those that have a food component. • The planned demonstration on the Town Common -was discussed and concerns expressed over the need to be prepared for possible outcomes. Public Safety has been informed and there was agreement that public safety should take the lead in reminding the public about social distancing and wearing masks. How to get the word out was also discussed like putting something out on the Town Facebook page. LeLacheur offered to assist with messaging. Shonkoff stated that she thought the board agreed that they should be supportive of demonstrations. LeLacheur encouraged the board to generically remind the public of how to behave outdoors in light of COVID-19 and cautioned about leaping into the event being planned and stating "this is a peaceful way to protest'. Discussion continued about how to message and assign a point person (the Chair)to handle messaging. LeLacheur indicated that the Communications team would assist Shonkoff with the statement. • Grants—discussion was that this agenda item was not needed. Delios clarified that the total grant dollar amount was $15,000 and corrected an earlier error indicating that it was $21,000. • De-mobilization of Town Offices—how to determine the reviews of layouts was discussed as this was a Command goal. Delios offered to assist with floorplans on file. • Staffing Plans were discussed and how to employ the School Nurses for the Summer. The current workflow and staffing level were discussed and if there are any other staffing needs? The plan for the Summer for Nursing coverage was discussed and what the plan was for Summer(after School ends on June 1911) • Deploy PSD Nurse Advocate—working with Mary Giuliana • Plan for Fall (?hire retired school nurses?) —contact tracing was highlighted as a need potentially and a call for help was discussed. • Shonkoff requested a plan for the board to review. Vlasuk offered to reach out to Gail Dowd to assist with preparing a staffing plan for the Fall. Delios agreed to follow up with Chief Bums to include nurse staffing on the Command meeting Monday. • The Workflow for the health inspectors was also reviewed —coverage was confirmed by Vlasuk and Delios noted that if OT is needed we have the budget for it.
