DOER building energy code created in 2008 to encourage energy efficiency design and construction in new residential homes and commercial buildings > 100,000 sq ft. It is a specific requirement of Green Communities application in order to be eligible for annual municipal energy saving grants up to $250,000. It has been adopted by Town Meeting /Town Council in 283 communities across the Commonwealth. It is an extension the existing State Building code and does not apply to addition, renovations or repairs of existing structures. It sets a target HERS score of 55 or lower and allows property owners & builders design f lexibility. Why? Subsequent Town Meeting 2019 approved a Select Board instructional motion to join Green Communities (or an equivalent ) to encourage sustainable energy planning, implementation and to qualify for annual grant funds. Adoption of the Stretch Code at Subsequent Town Meeting 2020 will allow Inspectional Services to implement for spring 2020. Brings Reading in line with other peer communities and supports the community goals of increasing Sustainable energy usage and fiscal responsibility. All New Construction receives a HERS Score that shows annual energy costs allowing consumers to choose energy saving housing and to enjoy the lower energy costs during ownership.
