Cole, Assistant Director of Public Works Date: June 30, 2020 Re: Select Board Policies – Article 4 Public Works Policy Revisions Based on comments from the Select Board at their meeting on June 3, 2020, the following policy revisions have been made to what was presented to the Board previously: Article 4.14.2.8 Public Shade Tree Policy – Tree Hearings If the tree is not considered to be a hazard by the Tree Warden, the Tree Warden shall make such denial at the Tree Hearing. The property owner requesting the Tree Hearing may appeal any denial to the Select Board. If the Select Board, at a public meeting, determines that said tree shall be removed, the full cost of removal shall be borne by the property owner requesting the removal, including but not limited to police details and restitution for the tree being removed.the Town will remove the tree and cover all removal costs. The property owner who made the request, however, shall pay restitution to the Town for the removal of the Town tree, as defined within Section 4.14.2.9. In addition, the following updates were made to the DPW webpage based on comments by the Board in discussing the proposed Article revisions: 1. Further guidance has been added to the Recycling section of the DPW webpage to better clarify current recycling procedures amid the current uncertainty of the recycling market. 2. The process for a resident to request new signage on a public street is now included on the DPW webpage. Residents are instructed to notify either the Reading Police Department or the Department of Public Works about their request.
