To the Select Board:
Please don't schedule an election for the recall of Vanessa Alvarado until the Board of Registrars has held a hearing on
the objections to the recall petition and signatures. It's important that the validity of the petition be confirmed (or
rejected) before any other action gets taken, especially given the circumstances of the coronavirus pandemic and our
inability to keep voters safe and healthy during an in person election.

Thank you for all you are doing during unprecedented and difficult time.
After watching the Board of Registrars meeting, I feel that it is completely necessary to have an in-person hearing and to
see the legal challenge by SB Member Alvarado play out before setting a date for a recall election. In this time, with all
uncertainty caused by the pandemic, please do not rush to set a date which may not be able to be kept or could put
citizens in danger, especially before the Board of Registrars holds a hearing.

Subject:Road diet
I attended the first non publicized road diet meeting. There were only a small handful of abbuters in attendance as it
was not advertised. We were assured that nothing would happen until there was a public hearing. Since public hearing
has not taken place I ask that thus project be on hold. Also, it was told tomus, that the intent for bikers was not for
them to use bike lanes. That is why they are not using bike signs.

Can you clarify whether the board could set an election date even if you wanted to? I believe you stated earlier in the
meeting that Ms. Alvarado has not yet received the letter, nor has the five day window even begun, so it seems it would
be jumping the gun to set an election date tonight regardless of the outcome of any hearing or the pandemic.

1. I am very pleased with everyone’s response to the COVID-19 outbreak. The changing information and
guidance we received over the last couple of weeks made planning and training a challenge. However,
collectively we have met that challenge.
2. Temporary Lieutenant Dan Pouliot will be promoted to a permanent Lieutenant effective Sunday, April
12, 2020. Please join me in congratulating Lieutenant Pouliot and wishing him the best in this new
position.
3. Alex Pizzimenti will be starting with us on Tuesday, April 21st. And an EMS in-service has been
scheduled for Wednesday, April 15th.
4. We have received several new portable radios to check the programing and operation. They will be
distributed for feedback.
5. We received some replacement bottles from Facilities for the Clorox machine.

To whom it may concern,
As a member of the reading community I am truly concerned at the recent strife in Reading. I have found for the first
time in 12 yrs that I completely disapprove of how the selectboard jas handle matters in this Town. Primarily the
constant delays in proceedings that were necessary to take place. I am also concerened with people making decisions
for tis town yhat do not live as proposed. The hiring of a lawyer to combat a public petition and special election. The
fight by two public officials that are trying to play by their own rules. It seems clear that they hold elected civil SERVANT
positions and it appears they are trying to impose their wills apon many and play waiting games. What vision they have
does not align with the vision of the residents so politely and kindly jusy leave. Thank you.

Hello,
I have several questions about the notification to Ms Alvarado, as well as the objections to such recall petition. I hope
these questions will be answered tonight during the meeting.
First, I would like to know exactly how the first notification was made to MsAlvarado, which should includes the date,
method, and person making the notification. I would also like to know who objected to the notification, why it was
deemed necessary to do the notification again, and why the wording was changed to make it appear as though the first
notification did not take place. I would also like to know specifically how the first notification did not meet the Town
Charter. All these facts should be readily available to taxpayers in town.
Second, I was completely appalled to see that several hundred taxpayers in this town have had their integrity
questioned, as their signatures have been considered invalid because of supposed fraudulent activity. I know of a few
people who signed in my presence, and I also noticed many others who told me they signed. How can something like
that happen without any proof? I am reaching out to those individuals on the list that I personally know to make them
aware, and I am sure that many will be in contact with the board of Registrars to let them know of the legitimacy of their
signatures.
I also noticed many first responders on the list, whether it be law enforcement or medical personnel, and to think that
these people need to take any time out of their very limited time during this pandemic to prove they are not engaged in
unlawful behavior is an absolute disgrace.
I hope you all, as well as your families and loved ones, are staying healthy during this pandemic. Personally, I have been
doing checks on neighbors, making large quantities of masks to help protect my friends who are directly working with
Covid 19 patients, and trying to keep my medically-fragile daughter safe from catching the virus. I shouldn’t have to be
taking the time to write to you to express my disgust at taxpayers being falsely accused of crimes instead of doing things
to help others during this crisis.

At a minimum Vanessa Alvarado should be required to certify that she
has creditable supporting evidence for each of the challenges. Whether
she certifies or not, the Board of Registrars should select a statistically
valid random sample of challenges for Vanessa Alvarado to provide
creditable supporting evidence for the samples. If the sample, when
extrapolated over the entire population, indicates that enough of the
challenges are valid to lower the valid signatures below the required
2000, then the matter should be dropped. If the reverse is true (not
sufficient certifiable supporting evidence), the recall election should be
set.

I would like the Select Board Board to address these questions during the time period these issues are posted on the
agenda, 1. 7:10pm Covid-19 Response and BoH update
-Please follow up the question asked last SB meeting regarding funding secured by our neighbor, Wilmington , for
protective gear. Where did Wilmington get their funding, has Reading applied, and what is the status on this?
-What steps has the Town taken to hire an additional public health nurse? Has the Town increased the hours of the
public health nurse? School nurses, and the community nurse are being asked to conducted public health duties that are
not their specialties.
-What steps has the Town taken to hire an additional health agent to assist our health agent during this public health
crisis?
-If the Town has taken no steps in any of these areas, please give a rationale during the time this issue is on the agenda.
2. 9:30pm Volunteers for Committees and Boards -Please elaborate on how the Select Board will recruit qualified and
relevant volunteers for open positions on the Board of Health.
-If candidates apply that have no public health, health care, or relevant professional background specific to the duties of
the Board of Health, please explain rationale for accepting them during the time this issue is on the agenda.

Subject:Recall election question in whether affidavit emails moot need for signature challenge
and also proof examples before hearing
As I am watching your discussion now, if Ray Miyares is there, can he offer guidance on whether, if Vanessa’s attorney
has made a signature challenge, with or without proof, and any person whose signature is being challenged affirmatively
emails board of registrars to confirm, yes that is his or her signature, is that sufficient to moot or overcome the
objection.
Further to the objections to the signatures, can Ray opine about whether the objector needs to provide some proof in
advance to lend credibility to the Allegation of fraud in 900 signatures. My understanding is that this attorney has not
even obtained actual official signature exemplars from the town, for any objected to signature, and is also alleging facts
for which no proof whatsoever seems possible without witness testimony, such as alleging one person signed for
multiple others. The signature objections seem to be a delay tactic, offered without any proof up front, designed to
ensure the recall election takes place so late that is is less than 6 mos befor next election.

Please do not disenfranchise the voters of this town by unreasonably delaying the recall election. The Supreme Court of
Wisconsin overturned the governor’s plan to delay the Wisconsin Presidential Primary. There are safe ways to conduct a
regular election with social distancing as was done there.

Subject:Recall Petition and Request for Public Hearing April 15, 2020 Meeting Agenda Item
Recall Agenda Item
The town Home Rule Charter is very specific relating to recall procedures and removal of an Elected Board or committee
member. As documented in Article 8.11 there is no mention made of allowing variance for date(s) of submittal of
required documents, etc. Once a petition has been certified, transmitted to the Board of Selectpersons, and notice
given to the Town Officer and that Town Officer did not resign within five day, then the Board of Selectmen shall order
an election. At that point in time (April 1, 2020) a Certified Petition had been issued, addressed by the Board of
Selectpersons and formally transmitted to the applicable Board person.
Subsequently, the Board of Registrar on April 8, 2020 voted for a “Public Meeting” for the Recall Petition. Does this
constitute a request or a requirement to the Board of Selectpersons? Can the Petition as certified and transmitted be
rescinded and replaced by a “Public Meeting” by the Board of Registrar? Are there now two “Motions” on the Board of
Selectpersons Table relating to the same subject?
Did the Board of Registrar fully realize and/or recognize that by voting for a “Public Meeting” that this would require an
in person open forum type of meeting that could not be held during the current emergency situation and may not be
held prior to the elapse of the Petition due to the Home Rule Charter time constraints?
The drafters of the Town Home Rule Charter recognized the need for a difference in the method of Recall of an Elected
versus an Appointed member as defined in Article 8.11 and 8.12. An Appointed member’s only recourse for support

The town Home Rule Charter is very specific relating to recall procedures and removal of an Elected Board or committee
member. As documented in Article
8.11 there is no mention made of allowing variance for date(s) of submittal of required documents, etc. Once a petition
has been certified, transmitted to the Board of Selectpersons, and notice given to the Town Officer and that Town
Officer did not resign within five day, then the Board of Selectmen shall order an election. At this point in time a
Certified Petition had been issued, addressed by the Board of Selectpersons and formally transmitted to the applicable
Board person.
Subsequently, the Board of Registrar on April 8, 2020 voted for a “Public Meeting” for the Recall Petition. Does this
constitute a request or a requirement to the Board of Selectpersons? Can the Petition as certified and transmitted be
rescinded and replaced by a “Public Meeting” by the Board of Registrar? Are there now two “Motions” on the Board of
Selectpersons Table relating to the same subject?
The drafters of the Town Home Rule Charter recognized the need for a difference in the method of Recall of an Elected
versus an Appointed member as defined in Article 8.11 and 8.12. An Appointed member’s only recourse for support
would be by holding a Public Hearing whereas an Elected Member has the full weight of their constituents in defeating
the Recall.
Did the Board of Registrar fully realize and/or recognize that by voting for a “Public Meeting” after the fact, that this
would require an in person open forum type of meeting that could not be held during the current emergency situation
and may not be held prior to the elapse of the Petition due to the Home Rule Charter time constraints?

voting isn’t allowed either but obviously the state of Massachusetts allows that to happen
Given the extraordinary circumstances of the Covid pandemic, wouldn’t it be appropriate for our town to ask the state
for permission to use absentee ballots in this way to keep the electorate safe?

I noticed a request in the April 14th meeting packet by Ms. Alvarado's attorney, Dennis Newman, to have Ms. Holmes
recuse herself from the Board of Registrar on the recall matter, due to the fact that Ms. Holmes signed both Recall
Petitions. If this is the case, this is a request to have Mr. Harry Simmons recuse himself, as he is a supporter of Ms.
Alvarado. (Due to the constraints of this online email format, I am not able to send you the document showing Mr.
Simmons strong support for Ms. Alvarado.) Clearly Mr. Simmon's can not be impartial and objective in this matter.
(which was clearly heard during the Board of Registrar meeting/call on Wednesday). At this time, I am asking the Select
Board to set a date for the Recall Election as the Town Charter states. I believe that Ms. Alvarado and her attorney are
doing nothing, but stalling the process with their unfounded objections. It is a slap in the face to the people of this town
to call them liars and frauds. I believe it is clear from the hundreds of emails that have been sent to Laura Gemme,
Board of Registrar members, and Mr. Miyares that the signatures they are objecting too are valid. If they had proof to
the contrary, I believe we would have already seen that. As I know Ms. Alvarado will see this email, I am asking you to
stop all of this. You are tearing our community apart. Please step down or allow the town to set a date for the
election. Not only is this turmoil not needed during this time, it is costing the Town a lot of money with all of your

The Executive Committee held their scheduled meeting on April 10.
Seventeen members participated remotely. Also joining the meeting
were Advisory Board staff and Fred Laskey, Ria Convery, Tom Durkin,
Matt Horan, and Mike Cole of the MWRA.
Advisory Board staff introduced a proposal to mitigate total MWRA
charges to communities (loan repayments for the I/I and LWSAP
programs) with benefits in FY20 and FY21. The Executive Committee
voted unanimously to send the proposal to the MWRA Board of
Directors. Advisory Board staff are working closely with MWRA staff to
develop this approach; more details to follow.

Board on the issue of the recall election.
There are many, many people in the community who voted for Ms. Alvarado when she first ran for a seat on the Select
Board, who continue to support her in this position, and who feel their vote in the regular election is being frivolously
challenged.
The Select Board will, I am sure, follow the guidelines established by the town charter and additional guidance provided
by town counsel and it will ensure that Ms. Alvarado will receive the fair and just treatment going forward that she is
due.
Over the years there have been many times when I have disagreed with the actions of the Select Board, but I have
always respected the process by which all of its members have been duly elected. That process is now under fire for
blatant political reasons and very clearly not for the good of the town.
I hope the Board will consider what steps it can take in the future, including revising the recall process in the charter, to
provide a firmer foundation for civic engagement in our community. Without such action, we may face a pervasive
chilling effect on volunteer participation.

The board of registrars hearing is a separate situation and yet another delay tactic. It should be a Parallel but not
dependent issue to when a recall election should be set.
I would recommend the Selectboard set a date now for the recall election without further delay and allow absentee
ballot for voting as needed in full. Therefore there is not a decision of health versus being able to vote. There is also the
option of TV campaigning to reach the town and virtual meetings.

Ladies and Gentlemen:
There are some large assumptions being made to delay a required Recall Election that are just that,
assumptions. The President is willing to open up our country for business and it will be before the end
of June for sure. Using what the BoRegistrars does has nothing to do with what the Charter requires
of the Select Board.
The Governor has the last word on when elections would be safe, and without a further delay of the
stay at home order of May 4th, it appears just to be a stall tactic when timing of the process spelled
out in the Charter is at the essence of the purpose of a Recall Election. There would be no harm for
the SB to now schedule a required Recall Election because the Governor has the authority to require
all elections to be rescheduled for safety reasons and that would include all elections set by a SB for
a Recall Election. That action gives the SB the flexibility they desire for the safety of all Reading
voters. The date needs to be set.

Please do not place a Recall vote on the calendar until and unless the Board of Registrars gets to do their job and hold
the public hearing they desire in order to fully investigate the recall petition and the objections raised regarding many
signatures, etc.
I am sure you know this but I feel it has to be pointed out that for Weld/Ensminger/Arena to vehemently call for this
election to be held asap put the citizens of Reading into danger. It is insane to hold a recall election during a worldwide
pandemic especially if one can be held in September when we go to the polls anyway. This would save the town money
and hopefully not endanger all of us regarding the virus. If the recall is to be anything but a sham exercise in divisiveness
and misogyny, all of the steps to fight it should be permitted to play out.
Perhaps someone could convince this group to just run a candidate against Ms. Alvarado in April. That makes the most
sense afterall.

I would like to ask the Select Board to leave the parking regulations on Bancroft Ave unchanged.
These regulations have been in place for several years and work well for the residents of Bancroft Ave.
There are approximately nine spaces on Bancroft Ave and most days 6 of those spaces are used by residents.
Currently parking is restricted 6:30am-10:30am to Reading Residents. After 10:30am parking i s available to anyone. The
changes proposed will allow parking for 2 hrs. 10am-4pm or all-day employee parking. This very unfair to the residents.
We will no longer be able to park in front of our homes without moving our cars. If employees use Bancroft Ave for
parking then
moving our cars to another space is unlikely to be an option. This is
especially problematic if we need to have a contractor such as a plumber or an electrician or if we have a visitor.
Currently I park in front of the house and the contractor or the visitor parks in my driveway.
Specifically pointing the downtown business employees to park on Bancroft Ave is unfair to the taxpaying residents of
Bancroft Ave and pits the needs of the downtown businesses against the needs of the downtown residents. That serves
no one.

I am opposed to the recall election. In addition to the issue of questionable petition signatures, there are issues
regarding holding a hearing and having an election during a pandemic. Even if the hearing could be done electronically
and the election could be done by mail, it would be difficult to get information out to potential voters and have them be
able to participate in a hearing and/or request ballots in time to be able to return them on time, so I don't think it would
be a fair hearing or election.
