Effective tomorrow, Town Hall is closed to the public at the request of the Board of Health – for example. Tomorrow night the Board will take up an abbreviated agenda – everything scheduled through the 8pm Hearing on parking. The only action you will be asked to take there is for a 6-month continuation of what we have now for January- June, and then to continue the Hearing to April 14th at 8pm. The meeting should adjourn shortly after 8pm. If any members are uncomfortable attending in person, we have remote dial-in available. Please let me know as soon as possible on what your plans are. Message: I am writing to express my opposition to recent efforts to establish a Reading Alliance for Equity and Social Justice (RAESJ), specifically under the control of the Board of Library Trustees (BoLT). I am further opposed to this RAESJ having a full-time, paid executive director. In my opinion, creating this RAESJ under BoLT will result in a group that will be less accountable to the citizenry and more likely to engage in divisive matters driven by over-reactive concerns of a few residents. The current Human Relations Advisory Council (HRAC), that reports to the Select Board, is adequate to address current community's needs in such matters, and to keep Reading a welcoming and safe place for all residents and visitors. I suggest the Select Board show leadership in this matter by immediately working to end efforts on this RAESJ proposal, and instead concentrate even more on delivering core municipal services. Doing so is even more important during this current coronavirus emergency. The BoLT should also steer away from this RAESJ proposal and concentrate on its core library responsibilities. Your televised meeting on 3/31 will provide an important and timely channel for townspeople to hear this information firsthand from the Town Manager and other officials 2) Consider any and all actions required by the Board to fight spread of the virus, such as rescinding the single-use plastic bag ban during the state of emergency. With all due respect, the town of Reading is receiving a failing grade. While I applaud the orders that have be en issued, it is really too little too late. For example, myself (and I'm sure others) tried to convince the school district to close a week earlier than it did. What happened during that week? A parent of two kids at two Reading schools was COVID-19+ during that week. Too little too late. I implore you to take drastic actions and put strict orders in place (and ensure that they are enforced) to protect our entire community. If you need to meet more frequently, do it. This is unprecedented. I know that one of the members of the board is trying to drag some of the rest of the Board into reality, but what about our two newest Select Board members? You both had extremely intense and hard fought campaigns. If you thought you could slow down into a cushy Board seat now, you were wrong. The community is watching. Please don't make my point be made by disaster come this weekend. At that Select Board meeting it was noted that Reading’s Traffic and Parking Regulations do not currently address this situation. The Street Safety Hazard: When vehicles are parked too closely to driveway entrances/exits, the parked vehicles obstruct visibility of drivers exiting the driveway. The heavy traffic that Woburn Street experiences along with this obstructed visibility has caused and will continue to cause “near miss” collisions, a hazardous situation for the vehicles traveling on Woburn Street, the cars parked on-street, and the vehicle exiting the driveway. It is inevitable there will be vehicle crashes. Two Reading Police Department Officers who observed the situation on Woburn Street firsthand in September 2019 agreed that a safety issue exists, and corrective action is needed. Michael Scouten, Reading’s Traffic and Safety Office has voiced his agreement on several occasions. With anticipated increases in vehicle traffic from nearby multi-unit buildings on Lincoln/Prescott, on Sanborn Street, and the overall growth and popularity of the Town of Reading, this street safety hazard will inevitably worsen. Two Proposed Actions (outlined below): 1. Modify Reading’s Traffic and Parking Regulations to restrict parking within six feet of each side of a driveway. It appears that this can be accomplished with modification to Article 5, Section 5.1 General Restrictions - All Streets, which currently reads: No person shall park a vehicle in any of the following places: • within an intersection • upon any sidewalk • upon any crosswalk • upon a roadway in a business or residential district where parking is permitted unless • both wheels on the curb side of the vehicle are within twelve inches of the curb or edge of the roadway, except where angle parking is required March 15, 2020 Safety Measures Proposed for Parking Nea r Residential Driveways Page 2 of 2 • upon any roadway where the parking of a vehicle will not leave a clear and unobstructed lane at least ten feet wide for passing traffic • upon or in front of any private road or driveway without consent of the owner of said private road or driveway • upon any street or highway within twenty feet of an intersecting way For example, the seventh bullet could be modified to state: • upon or in front of or within six feet of each side of any private road or driveway, without consent of the owner of said private road or driveway 2. In this situation, when requested by a Reading resident, create Official Street Markings: a. painted solid white lines, b. at a 45-degree angle, c. spaced in the typical/usual pattern to indicate a no-parking zone d. on each side of the driveway, e. extending six feet to each side of the driveway. Marking no-parking zones with painted lines as described above is preferable to creating marked parking spaces on the street, or the use of additional street signage.
