INTRODUCTION
The Town of Reading retained Greenman-Pedersen, Inc. (GPI) to conduct a review of the existing
speed zones on Haverhill Street from just north of the I-95 interchange to the North Reading Town
Line. Currently, this 2.34-mile section has four (4) separate speed limit zones ranging from 35 to
40 miles per hour, as provided by Special Speed Regulation No. 933 dated July 1, 1974 (see
Appendix A, page 2). The purpose of the study is to evaluate the current vehicular speeds on the
corridor and to suggest any changes to the Special Speed Regulation. The study was prepared in
accordance with the Massachusetts Department of Transportation’s (MassDOT) “Procedures for
Speed Zoning on State Highways and Municipal Roads” (2017).
The current speed limit zones on Haverhill Street, starting north of the I-95 interchange and
traveling northerly are:
· Zone 1 - 0.76 miles at 40 miles per hour (mph)
· Zone 2 - 0.64 miles at 35 mph
· Zone 3 - 0.42 miles at 40 mph
· Zone 4 - 0.52 miles at 35 mph to the end of the Special Speed Regulation.
Current speed limit zones going in the opposite direction (north to south) mirror the above limits.

It should be noted that located within the study limits along Haverhill Street is J.W. Killam
Elementary School. There is a posted School Zone speed limit of 20 mph during school hours.
The school zone is located along Haverhill Street approximately from Symonds Way to Charles
Street in both directions.
Figure 1 graphically shows the existing posted speed limits within the regulated area of Haverhill
Street.
As part of this Speed Zoning Study, travel speeds along this roadway were collected and analyzed
to obtain the 50th, 85th and 95th percentile travel speeds, as well as mode and pace speeds. In
addition, a ball bank indicator was used to determine the safe and comfortable speed on the
horizontal curves along Haverhill Street. Crash history along Haverhill Street also was collected
and reviewed. The observed travel speeds and crash history were evaluated to determine if
adjusting speed limit zones on Haverhill Street is warranted or should be considered.
This study also describes the procedure for the establishment of legal speed limit zones and the
basic considerations used in the determination of the proper numerical value for a speed zone.

ESTABLISHMENT OF LEGAL SPEED ZONES
According to Chapter 90, Section 18 of the Massachusetts General Laws, in order for a town or
city to establish a legal speed limit, the town or city is required to submit specific information and
data pertaining to the subject roadway for review by MassDOT prior to its acceptance by the
Municipal Council. As described in the Manual on Uniform Traffic Control Devices (MUTCD),
the following factors should be considered in determining the proper numerical value for a speed
zone:
1. Road surface characteristics, shoulder condition, grade, alignment, and sight distance.
2. The 85th percentile speed and pace speed.
3. Roadside development and culture, and roadside friction.
4. Safe speed for curves and hazardous locations within the zone.
5. Parking practices and pedestrian activity.
6. Reported accident experiences for a recent 12-month period (2 years for MassDOT).
MassDOT requires that the 85th percentile speed be calculated from speed observations of at least
100 vehicles (or two hours) in each direction of travel. MassDOT also requires that a minimum
of three trial runs be performed on the study roadways using different drivers. This study was
prepared in accordance with MassDOT’s Procedures for Speed Zoning on State Highways and
Municipal Roads which lists the following procedural steps for the establishment of legal speed
zones:
1. The municipality is to conduct proper studies and submit data to their MassDOT District
Office.
2. Upon receipt of the Traffic Engineering Study, the District will review for accuracy and,
if in conformance, will forward to the MassDOT Traffic & Safety Section.
3. After the speed zones proposed by the local authorities are reviewed by MassDOT, they
are returned to the municipality for formal adoption by the rule-making body.
4. Upon receipt of notice of formal adoption by the municipality, MassDOT, acting jointly
with the Registry (of Motor Vehicles), will certify and approve the recommended speed
zones.
5. Certified regulation is returned to the municipalit y. Official Speed Limit signs may then
be installed in accordance with the specific provisions of the approved speed regulation.
6. The Special Speed Regulation is then enforceable against violators. The municipality is
required to notify the District Office that the signs have been erected so that MassDOT
personnel may review for conformance.

STUDY AREA ROADWAY
Haverhill Street is classified as an “Urban Minor Arterial” and is owned and maintained by the
Town of Reading. Haverhill Street runs in a southerly to northerly direction for 2.34 miles from
the I-95 interchange at the southerly end to the North Reading Town Line at the northerly end.
The section of Haverhill Street covered under Special Speed Regulation No. 933 provides a two-
lane cross section with travel lanes approximately 12 feet wide, and shoulders ranging from
approximately 2 to 5 feet wide with bike lanes striped for much of the corridor. A sidewalk is
located on the westerly side of Haverhill Street from the I-95 interchange to the second intersection
of Batchelder Road for approximately 2.3 miles. Most of the area along Haverhill Street is zoned
for residential usage and forested/unforested wetlands.
As noted previously, there are four separate speed zones within this 2.34-mile section of Haverhill
Street. Starting just north of the I-95 interchange and traveling northerly, the speed zones are:
· Zone 1 - 0.76 miles at 40 miles per hour (mph)
· Zone 2 - 0.64 miles at 35 mph
· Zone 3 - 0.42 miles at 40 mph
· Zone 4 - 0.52 miles at 35 mph to the end of the Special Speed Regulation.
Within Speed Zone 1, the land use is predominantly forested wetland, with a few residential
homes. Within Speed Zone 2, the land use is predominantly residential in addition to the J.W.
Killam Elementary School and the Little Treasures Schoolhouse. Speed Zone 3 is a mix of
residential and forested wetlands on the westerly side of Haverhill Street, and predominantly
forested wetlands on the easterly side of Haverhill Street. Speed Zone 4 is also a mix of residential
and forested wetlands with a small section of unforested wetlands.
CRASH DATA
Vehicular crash data were obtained from the MassDOT Traffic Operations Management System
for the most recent two (2) year period (January 1, 2016 to December 31, 2017). Vehicular crash
data was also obtained from the Town of Reading Police Department. The results of this research
are summarized in Table 1.
A total of thirty-seven (37) crashes were reported over the two-year period. Six (6) of the crashes
occurred during the peak travel hours, and approximately one-third of the crashes occurred under
wet/snowy conditions. Seven (7) crashes resulted in personal (non-fatal) injuries.
(It should be noted that the intersection of Franklin Street and Haverhill Street, which is located
within Zone 4, accounted for 12 of the 17 crashes within this zone.)

SPEED OBSERVATION
Speed measurements were taken in July 2019 of vehicles traveling on Haverhill Street. As
recommended by MassDOT, vehicle speeds were recorded along the roadway using a radar speed-
monitoring device. A minimum of one hundred observations (or a maximum of two hours) were
made in each direction of travel.
Vehicular speeds were recorded every 0.25 miles on Haverhill Street. Table 2 provides a summary
of the vehicular speeds recorded at each of the ten (10) locations, as shown on Figure 2 and
provided in Appendix B.

As shown in Table 2, the 85th percentile speeds recorded within locations 1 and 2 are 40 and 41
mph in the northbound direction, and 42 and 39 in the southbound direction, respectively. In this
area, traffic is generally accelerating/decelerating from the 40 mph speed limit near the I-95
interchange rotary to/from the posted 35 mph speed limit to the north. For locations 3, 4 and 5,
motorists have 85th percentile speeds of 38 mph in the northbound direction, and 40, 40 and 39
mph, respectively, in the southbound direction. Within location 3 the posted speed limit changes
from 40 mph to 35 mph. Also, the J. W. Killam Elementary School and its associated “School
Zone” is located within locations 4 and 5 causing motorists to slow down.
Within location 6 motorists had an 85th percentile speed of 39 mph northbound and 41 mph
southbound where the posted speed limit is 40 mph. It is believed that speeds are not higher
within this segment due to the geometric constraints of the horizontal curve. Further to the north,
location 7 had the highest 85th percentile speeds recorded, which are 43 mph northbound and 42
mph southbound. It is believed that the increase in speed is due to a relatively straight segment of
roadway located between two horizontal curves where motorists increase their speeds accordingly.
Just south of the second of those horizontal curves the posted speed limit changes back to 35 mph
and the recorded speeds of motorists is adjusted accordingly in locations 8, 9 and 10 to 39, 41 and
38 mph in the northbound direction, and 38, 40 and 40 mph in the southbound direction,
respectively.
TRIAL RUNS
In accordance with current MassDOT requirements for the preparation of a speed zone study, trial
runs were performed along Haverhill Street. A minimum of three trial runs is required to determine
the appropriateness of the proposed legal speed limits. As suggested in the Procedures for Speed
Zoning on State Highways and Municipal Roads, the trial runs should be performed so that they
can be driven at free-flow conditions and are unrestricted by vehicle platoons.
Three (3) GPI employees performed the trial runs in August 2019. Runs were performed travelling
in both the north and southbound directions. The results of the trial runs, summarized in Table 3,
are also plotted on the Trial Run sheets in Appendix C. Please note that in the northbound
direction, Mile 0.0 was at the beginning of Speed Zone 1 (40 mph) just north of the I-95
interchange. In the southbound direction, Mile 0.0 was taken at the beginning of the 35 mph zone
at the North Reading Town Line.

In general, the travel speeds of all three participants were within 5 mph of each other for any given
reading. Within Zone 1 (posted 40 mph), the average speed of all three drivers was 44.4 mph in
the northbound direction and 41.3 mph in the southbound direction. Within Zone 2 (posted 35
mph), the average speed was 38.9 mph northbound and 39.7 mph southbound. In Zone 3 (posted
40 mph), all three drivers averaged 41.8 mph and 40.2 mph in the northbound and southbound
directions, respectively. Finally, in Zone 4 (posted 35 mph), the average speed of all three drivers
was 39.4 mph and 41.0 mph in the respective northbound and southbound directions.
The speeds recorded by the three participants correlated closely with the speed observations
summarized hereinbefore, although slightly higher in most instances. Table 4 provides a
comparison of the trial run speeds with the 85th percentile observations.

SPEED CALCULATIONS ON CURVES
In accordance with MassDOT procedures for speed zoning, safe and comfortable speeds on curves
should be measured. This is generally performed by use of a Ball Bank Indicator. The Ball Bank
Indicator is a curved level that measures the combined effect of the vehicle’s body roll angle, the
centrifugal force and the superelevation angle as a vehicle negotiates a horizontal curve at various
speeds.
There are seven (7) significant horizontal curves along Haverhill Street that the Ball Bank Indicator
was used to determine the comfort level of each curve. According to the Federal Highway
Administration (FHWA) the degree readings based on the speed traveled should be as follows:
· For 20 mph or less – 16 degrees or less
· For 25-30 mph – 14 degrees or less
· For 35 mph or higher – 12 degrees or less
Using the Ball Bank Indicator, and driving at speeds of 30, 35, 40 and 45 mph, the indicator reading
was taken. Based on the readings each curve fell within the current posted speed limits, except for
curve 6. Curve 6 is located within a 40 mph speed zone, however, it only passes for 35 mph or
under. A summary of the Ball Bank Indicator readings can be found in Table 5. Location of the
curves can be found in Appendix D.

RECOMMENDED POSTED SPEEDS
To determine the recommended posted speed limit on the study area roadway, the observed 85th
percentile travel speeds, the ball bank angles, and the average of the trial runs were reviewed.
Consideration was also given to the crash history, physical roadway condition, and adjacent land
uses along the roadway.
According to MassDOT’s Procedures for Speed Zoning on State Highways and Municipal Roads,
the posted speed shall be less than the 95th percentile speed but not more than 7 mph lower than
the 85th percentile speed. Considerations for selecting a speed in the lower portion of the
recommended range include a high crash rate, narrow shoulders, insufficient space for emergency
maneuvering, and other impediments including schools, elderly housing, etc.
The 95th percentile speed along the corridor is between 41 and 45 mph. In general, the 85th
percentile speed is between 38 and 42 mph throughout the corridor, with the only exception being
location 7 northbound with an 85th percentile speed of 43 mph.
In light of the information collected, it is recommended that the speed limit be changed to 35 mph
for the entirety of the Haverhill Street corridor. Currently, the speed limit to the north of the I-95
interchange (Zone 1) is 40 mph, but Haverhill Street from the rotary to the J. W. Killam Elementary
school is predominantly a residential area with high crash rates and an 85th percentile speed within
3-7 mph of the recommended 35 mph speed limit.
The proposed 35 mph speed zone would continue to match the existing Zone 2 of 35 mph. Zone
3 is posted as 40 mph and is currently only 0.42 miles in length. It contains a horizontal curve that
does not meet the requirements for a comfortable curve at the posted speed limit. Subtracting the
length of the horizontal curve from Zone 3, the zone would be shortened to approximately 0.25
miles, which is not an adequate length for a speed zone.
Because of these reasons it is recommended to change the Special Speed Regulation 933 for
Haverhill Street in Reading, MA to a consistent 35 mph speed zone. A summary of the existing
data and proposed speed zones can be found in Appendix D.
