Topics of Discussion:
Meeting called to order at 6:05 PM.
Pat Tompkins noted a change to agenda to allow Dr. Doherty to discuss enrollment study.
Minutes from last meeting reviewed and approved with amendment @ 6:09 PM.
Dr. Doherty discussed the Town of Reading Elementary Schools Master Planning Report.
(See attached handout)
Page 8 of handout, top slide, Birch Meadow: Yellow shaded area is projected growth and
orange area represents current deficit. This holds true for all slides of all school footprints
shown. Neither represents an actual footprint of a proposal structure or addition or new
area.
Schemes on page 13 of handout shows where shaded areas that represent current foot print
of building and yellow shading represents additions or new building.
Dr. Doherty pointed out how the study shows that the Killam Elementary School site is the
most logical and advantageous to develop.
Pat Tompkins spoke to how he views the study as an enrollment study - not a design study.
John Coote noted that the PBC is to be approached about a particular project. The PBC
does not initiate their own involvement.
There was discussion as to when the PBC should be involved in whatever the answer is to
the enrollment issue. The PBC does not feel they should be the ones to decide which
"scheme' should be the one chosen.
Page 1 1
The PBC feels that community input is needed on which "schemes" will or will not work.
Pat Tompkins suggested Dr. Doherty note schemes addressing removal of PreK - K from
High School vs schemes that do not.
Dr. Doherty left @ 7:12 PM.
The group discussed future meeting dates. (Attachment to be added to the minutes.)
The group walked the Police Station @ 7:25 PM.
Meeting adjourned @ 8:12 PM.

Assumptions }
• Pre-K students at High School is not advantageous
• Assumes 175 Pre-K students over next 10 years
• Modular classrooms are not a long-term solution
• Used as necessary during construction period
• Redistricting is acceptahle
• Account for Middle School districts
• Interest in "downsizing" to four sites
• All graphics are representative areas, not design options
• All estimates are based on approximate cosUsf.
• Estimates are in 2019 dollars, and have not been adjusted for inflation
.nvu•
Initial Findings })
• Not practical to expand at all sites
• Structurally not feasible to add a 2nd floor to any school
• Only redistricting will not solve Town's problems
• Not advantageous to move 5th grade to middle schools
• Would require additional staff to meet increased enrollment
• Requires additional core and programmatic space
• Additional classroom & facilities space
0 10 classrooms at Parker
8 classrooms at Coolidge

Use of the Killam Site
• Appears to be the most 41
logical site for development
• Features prominently in all
schemes
• Largest enrollment increase in
Killam District
• Only school on East side of
town _
• Centrally Located
• Only school with no renovation. •
• Built in 1969
• Existing systems issues
umm.
Conclusions and Next Steps
16
12/10/2019
Conclusions (}
• Not advantageous to rent space
• Not possible to exclusively re-district
• Not practical to build an addition onto each building
• Multiple sites cannot accommodate more construction
• Expanding at a single site creates an overly large
school
