Meeting of the Board of Public Works convened at 7:30 P. M.
in Room 16, Municipal Building.
Present were Chairman Price, Secretary Cowell , Board Members
Testa, DeHart and Wood, Superintendent Louanis and Town Counsel
H. Theodore Cohen of the firm of Tyler and Reynolds.
The Board reviewed the minutes of the meeting of July 23d
and Mr. Cowell moved they be tabled and presented at the next
meeting with corrections made. It was seconded and voted.
Mr. Cowell read notice of public hearing regarding the
petition of the New England Telephone and Telegraph Company and
the Town of Reading Municipal Light Department to remove one pole
on the northerly side of Hartshorn Street approximately 37 feet
west of the east sideline of Hanscom Avenue and to install one
pole on the northerly side of Hartshorn Street approximately 19
feet easterly of Hanscom Avenue on the east side of the street.
Neither the Municipal Light Department nor the New England Tele-
phone and Telegraph Company was represented at the hearing. Mr.
and Mrs. McKenna abutting property owners voiced an objection to
the petition. Mr. Cowell moved, it was seconded and voted that
the hearing be closed. Mr. Cowell moved that the application be
denied as an objection was raised and the utility companies were
not represented to explain and defend the petition.
Mr. Cowell moved that effective immediately a curfew be im-
posed in all the Town parks at sunset unless the function is
scheduled by the Board of Public Works or the Recreation Depart-
ment of the Town under the Rules and Regulations of the Board of
Park Commissioners. It was seconded and voted 4-1 (Mr. Testa
opposed) .
The Board reviewed the report of the Selection Committee on
the hiring of a consultant for the design of the water treatment
plant. Mr. Testa abstained from all discussion on this issue be-
cause of conflict on interest. Mr. Cowell had several questions
he wished to ask of the Superintendent and asked that the item be
tabled until later in the evening.
It was moved, seconded and voted to adjourn to the Community
Center to meet with the Developer, Engineer and abutters at the
continuation of the Preliminary Hearing of Margaret Road Exten-
sion. ,
Meeting of the Board of Public Works reconvened at 9:00 P.M.
in Room 16, Municipal Building.
The Board signed the Bill Roll dated August 3, 1979 and the
Pay Roll for the week ending July 27, 1979.
It was moved, seconded and voted to sign letter committing
the sum of $377.30 covering the costs of sewer house connection
betterment to the Tax Collector for collection.
The Chairman suggested the Board take up the report of the
Selection Committee for the engineering services for the water
treatment facility. Mr. Cowell indicated the Superintendent had
satisfied his concerns about the proposal and moved the Board
authorize the Superintendent to negotiate a contract with Camp,
Dresser and McKee for Phase I consisting of establishing all de-
sign criteria for the project and Phase II preparing all detailed
construction plans and specifications and all approvals and pre-
pare grant application for Chapter 406 of the Acts of 1978. Mr.
DeHart seconded and it was voted 4-in favor, 0-opposed and 1
abstained.
At 9: 10 P.M. the Chairman polled the Board on going into
Executive Session for the purpose of discussing a personnel
matter and not to reconvene in open session. Roll call vote as
follows:

Meeting adjourned to convene in Executive Session.

The undersigned, Board of Public Works of the
Town of Reading, in compliance with the provisions of
General Laws, Chapter 80, as amended by Chapter 63 of the
Acts of 1933, hereby certify that the lists herewith con-
tain the names of persons against whom we have made better-
ment assessments together with the location of the land
benefited by the improvement and the nature and amount of
such betterment assessment.

Such list is certified to you for the purpose of
committing the same to the Tax Collector as provided by
law.
