HomeMy WebLinkAbout1979-04-09 Board of Public Works Minutes April 9, 1979 Meeting of the Board of Public Works convened at 7:30 P.M. in Room 16, Municipal Building. Present were Chairman Dustin, Secretary Price, Board Members Russell and Testa and Superintendent Louanis toget- her with William Redford of the Engineering Division. It was moved, seconded and voted to accept the minutes of March 26th as written. The Board discussed the proposed Rules and Regulations for the use of the Sanitary Landfill Area and after consider- able discussion, it was moved, seconded and voted to table action at this time. Letter of application to be accepted as a licensed drain layer from John J. Holly, Inc. , together with supporting refer- ences and favorable report from the Engineering Division was reviewed by the Board. It was then moved, seconded and voted to accept John J. Holly, Inc. as a Licensed drain layer subject ' to the provision that he pay the $25.00 license fee. The Board signed the Reports of Laying Out on the follow- ing streets:- C Street Countryside Lane Extension County Road Extension Pasture Road The Board also signed the Plan for each of the aforementioned streets. Letter from D.E.Q.E. relative to gross alpha radioactivity sample results was accepted as a point of information. It has been requested that the Department of Public Works assume the responsibility for traffic signs and line painting. Superintendent Louanis suggested this be a separate line item and a separate motion be presented at Town Meeting to cover this function, and that it not be a part of the Public Works Budget. It was moved, seconded and voted that a separate motion under Article 9 be presented requesting $3,600 for Salaries and $5,400 for expenses (a total of $9,000) to cover the cost of this work for the ensuing year. The Board reviewed the "Request for Proposal for Consul- tant Engineers for Water Treatment Plant, Design and Engineering Services" together with suggested letter to be sent to consul- tants. It was moved, seconded and voted to advertise the Re- , quest for Proposal in the Reading Chronicle on April 12th and to request the Engineering News Record ( 1221 Avenue of the Americas, N. Y. , N. Y. 10020) publish it in an early edition of their publication in an effort to reach as many consulting firms as possible that may be interested in this project. Mr. Testa requested, and the Board agreed, that he be permitted to work with the Superintendent on the letter of invitation. The Board signed letter of April 19, 1979 committing the sum of $323.40 for sewer house connection charges to the Tax Collector for collection. Mr. Dustin reported that the Law Committee had advertised for a legal representative for the Town and had received forty- five proposals from different law firms and lawyers. Mr. Price requested that the minutes of this meeting indicate the Board' s appreciation of Mr. Dustin' s and Mr. Russell ' s untir- ing efforts in behalf of the Town of Reading. , The Board signed the Bill Roll dated April 13th and the Pay Roll for the period ending April 6, 1979.
