Meeting of the Board of Public Works convened in Room 16,
Municipal Building at 7: 30 P. M.
Present were Chairman -Dustin, Secretary Price, Board Mem-
bers Russell and Cowell and Superintendent Louanis. The Finance
Committee was represented by Jose Canto and Gail Wood.
Chairman Dustin read memorandum from Executive Secretary
Agnew concerning a possible transfer of $5,400 from the Police
Department to the Board of Public Works. These funds would be
available to the Board of Public Works for the purpose of main-
taining traffic signs and installing new ones as directed by the
Police Department. Superintendent Louanis indicated that al-
though he had no objection to taking over the responsibility he
would prefer to survey the present maintenance level prior to
making a commitment to insure that the proposed transfer was
adequate. It was moved, seconded and voted to accept the afore-
mentioned as a point of information.
It was moved, seconded and voted to accept the minutes of
March 12th with correction.
Bids were received on March 8th from six nurseries for
trees and shrubs, four of whom submitted prices on all items
requested. Total bids as follows:

It was moved, seconded and voted to award the contract for
trees and shrubs to New England Nurseries in the amount of
$3, 121 .25.
Bids were received on March 8th on the following items:
Methoxychlor 25% of E.C. , Krenite Herbicide, Rapid-gro soluble
fertilizer, Cuprinol and Creosote. Since no one company bid on
all items it was moved, seconded and voted contracts be awarded
to the low bidders, as follows:

Bids were received on March 8, 1979 on fertilizer, grass seed,
and limestone from five separate companies, only two of whom bid
on five items, as follows:

It was moved, seconded and voted to award the contract on materials
bid to Johnson Farm Supply, Inc. the low bidder in the amount of
$3,086.20.
Bids were received on March 19, 1979 on the sewer construc-
tion program. The three low bidders, as follows:

The Engineering Division reported that Jiustino has satisfactorily
completed a number of sewer construction contracts in Eastern
Massachusetts and one for the Town of Reading. Following a
discussion, it was moved, seconded and voted to award Contract
79-2 Sanitary Sewer Main, Sewer Force Main and Sewer Lift Station
to C. Jiustino, Inc, subject to the provision that a satisfactory
performance bond be supplied.
It was moved, seconded and voted that the Chairman be authorized
to sign the application for permit for Sewer Extension under pro-
visions of Section 43, G.L' Chapter 21 and that it be directed to
the Director of Division of Water Pollution Control , 110 Tremont St.
Boston, Ma. 02108.
The Board reviewed with interest letter from Michael J. Barrett
State Representative for the 21st Middlesex District to Francis
T. Bergin Chief Construction Engineer fro the M. D. C. at 63
Ellison Park, Waltham, Ma. 02154 concerning sewerage pumping
station in Reading. It was accepted as a point of information.
A lengthy discussion concerning the Rules and Regulations
of the Dump and the criteria to be established as to what should ,
be accepted as proof of residency. It was moved, seconded and
voted that a driver ' s license, tax bill or similar proof of
residency be a requirement. The Board then proceeded to discuss I

' the penalties that should be imposed in the event of violations
of the rules by commercial haulers. A variety of ideas were pre-
sented and Mr. Russell requested that the Superintendent draw up
a set of penalties to be reviewed by the Board and Mr. Cowell moved,
it was seconded and voted to table the matter until the meeting
of March 26th.
The Board signed the Pay Roll for the week ending March 16th
and the Bill Roll dated March 23, 1979.
