1 Meeting of the Board of Public Works convened in Room 16,
Municipal Building, 16 Lowell Street at 7:30 P. M.
Present were Chairman Dustin, Secretary Price, Board Members
Russell and Cowell , Superintendent Louanis, and Finance Committee
Member Gail Wood.
Mr. Price brought to the Boards attention a request from a
Mr. Robert Jackson to show the Board a slide presentation. Follow-
ing discussion, the Superintendent was directed to contact Mr. Jack-
son and set a portion of the January 8th, 1979 meeting aside for the
presentation.
Mr. Price presented a letter to the Board from Mrs. Carpenter
of 56 Hopkins Street concerning a pavement failure on Hopkins St.
Following discussion, it was agreed that the Superintendent would
investigate the matter and that the Chairman would send a letter
to Mrs. Carpenter.
Read Notice of Public Hearing at 7:45 P.M. concerning Peti-
tion of the Municipal Light Department regarding the placement of
one pole approximately 78' easterly of existing pole 330/5 on
Lucy Drive. No citizens were present and no objections were ex-
pressed by the Board. It was moved, seconded and voted to close
the Hearing. It was moved, seconded and voted to grant permission
to the Municipal Light Department for the placement of one pole
approximately 781 easterly of existing pole 330/5 on Lucy Drive
as presented in the Petition.
Read Notice of Public Hearing at 7:50 P.M. concerning Petition
of the Municipal Light Department regarding the placement of one pole
approximately 183' westerly of existing pole 334/16 and Field Pond
Drive. No citizens were present and no objections were expressed
by the Board. It was moved, seconded and voted to close the Hear-
ing. It was moved, seconded and voted to grant permission to the
Municipal Light Department for the placement of one pole approxi-
mately 1831 westerly of existing pole 334/16 and Field Pond Drive
as presented in the Petition.
' Mrs. Cosentino and Mrs. Winslow, members of the League of Women
Voters, presented an explanation of the League' s proposed fund-
raising activity. The project would consist of selling packaged
water conservation kits consisting of toilet water dams, water
restrictive showerhead inserts and dye tablets for detecting
leaks. The League asked for the Board' s support for this project
and for permission to place notices describing the kit in with A
the Town's water bills. Following discussion, it was moved,
seconded and voted to support the project and to direct the Super-
intendent to work out the specific details with the League for
the inclusion of the notices with the Town' s water bills.
Mr. Donald Dewey Chairman of the Transite Study Committee,
presented the Board with a letter of invitation and requested that
the Board consider attending the next Transit Study Committee
Meeting at 8:00 P.M. December 13th at which time the Committee
would present their findings on the feasibility of an Intra-town
Bus Service. It was agreed to discuss this topic at the next
scheduled meeting.
The meeting adjourned temporarily and reconvened at 8:35 P.M.
following a meeting as the Board of Survey.
It was moved, seconded and voted to assess street betterment
supplemental as presented on Sheet 1 dated November 20th and sewer ,
house connection supplemental as presented on Sheet 13 dated Nov-
ember 20th. The vote was 3 in favor, opposed none.
The Board signed the Bill Roll and the Payroll as presented.
A report on Route 28 Public Hearing was read. After discussion
it was agreed that the draft letter would be sent to the State
District Highway Engineer. In addition, it was agreed to send
letters to Representative Nordberg and Representative-Elect Barrett
outlining the Boards concerns and request the State implement the
safety improvements as outlined in the TAMS Report and the Master
Drainage Study even if funding for roadway reconstruction or road-
way resurfacing does not become available for this project.
A memo from John Agnew, Jr. concerning a planned flood plain
insurance meeting was read and accepted as a point of information.
The planned NESWC Hearing scheduled for December 7th at the
High School Lecture Hall was discussed.
