Meeting of the Board of Public Works convened in Room 131 ,
Reading Memorial High School , 62 Oakland Road, at 7: 15 P.M.
Present were Chairman Dustin, Board Members Russell and
Testa, Superintendent Louanis and Finance Committee Members Jose
Canto and Gail Wood.
It was moved, seconded and voted to accept the minutes of the
November 6th meeting as written.
A letter from the Board of Health concerning the disposal
of dead animals was read and discussed. The Superintendent was
directed to inform the Board of Health that no suitable land or
facilities were available but they might contact the School
Committee.
A memorandum of agreement from Attorney Allen W. Drachman
concerning employee layoffs was read. It was moved, seconded
and voted to table this as this was an item that should be dis-
cussedin Executive Session.
A memo from the Personnel Board concerning hiring practices
was read. Following discussion, it was moved, seconded and voted
to inform the Personnel Board that Public Works could accept these
practices.
A memo from the Personnel Board concerning election of Chair-
man was read and accepted as a point of information.
A letter from the Old Colony Bank dated November 13, 1978 in
regard to the requested curb cuts was read. It was accepted as a
point of information.
A letter from Camp, Dresser and McKee concerning consulting
engineering services was read and following a discussion was accepted
as a point of information.
The meeting adjourned temporarily and reconvened at 7: 50 P. M.
following a meeting as the Board of Survey.
It was agreed to postpone action on the presented betterment
commitments until the next meeting.
Following a discussion, it was moved, seconded and voted to
approve the three proposed curb cuts at 198 Ash Street as shown on
a plan by Fred Ravens dated November 11 , 1978 and as amended by
the Engineering Division and subject to the five conditions as pre-
sented.
The Board signed the Bill Roll and the Pay Roll as presented.
Following discussion, it was agreed to support Article 20 as
presented at Town Meeting by the Conservation Commission and that ,
the Chairman would speak on the issue when it was presented. '
The Capital Outlay Program was discussed and it was agreed
to postpone action and further discussion until the November 27th
meeting in order that the Board Members would have more time to
review the proposal in greater detail .
The meeting adjourned at 8:05 P. to attend Town Meeting.

such betterment assessment.
