HomeMy WebLinkAbout1978-10-26 Board of Public Works Minutes October 26, 1978 Meeting of the Board of Public Works convened in the Audi- torium of the Community Center at 7:00 P. M. Present were Chair- man Dustin, Secretary Price, Board Members Russell and Testa and Superintendent Louanis. The Finance Committee was represented by Jose Canto, Paul Metcalf and Gail Wood. Minutes of the previous meeting were accepted with correc- tion. The Board reviewed bids received on two (2) pickup trucks on October 5, 1978 at 2:30 P. ' Bids were received at 3:00 P. Bleiler . . . . . . . . . . . . . . . . . . 5,610.00 It was moved, seconded and voted to award the contract for two Heavy Duty Snow Plow Moldboards to Dyar Sales in the amount of $3, 540.00 Proposals were accepted at 3:00 P. M. on October 19, 1978 for Repairing of Bituminous Concrete Roadway and Sidewalks by Infra-Red Heater Method. A single bid was received from Felix A. Marino Company, Inc. of Peabody in the amount of $15,500 or $7.75 per square yard. It was moved, seconded and voted to award the contract to Felix A. Marino Co. Inc. as bid provided a proper performance is furnished to the Town. Sealed bids were opened at 10:00 A. M. Tuesday, October 10, ' 1978 at 1 Lafayette Street, Wakefield, Mass. , for road salt. The Towns of Andover, Burlington, Methuen, North Reading, Reading, Stoneham, Wakefield, Wilmington and Winchester participated in this cooperative venture in an attempt to secure a more attractive cost per ton figure. The bids were as follows: International Salt Company . . . . . . . . . . $28. 34 per ton Eastern Minerals . . . . . . . . . . . . . . . . . . . . 25.00 per ton* *This is with delivery made from Portsmouth, however, if South Boston yard is allowed to operate the price per ton for Solar Salt will be $22.00 per ton. It was moved, seconded and voted to award the contract for road salt to Eastern Minerals as per their bid, delivered price not to exceed $25.00 per ton. The Board reviewed the Final Order Wetland Protection Act re Drinkwater Realty Trust (project location Concord Street, North Reading opposite Reading' s Well Field) . The Superintendent reported he had attended the meeting in Boston at the Office of D. E. Q. E. and that all the points of the Order of Condition had been mutually agreed to except point #14 which related to observation wells be- ing constructed on Drinkwater property, also, that the Town of Reading could make bi-monthly inspections and take samples of the water to analyze its quality. Mr. Drinkwater ' s representa- tive was opposed to the cost of the construction of the wells and opposed to having the wells constructed on Mr. Drinkwater ' s pro- perty. Judicatura Hearing has been scheduled for November 29th. ' The parties involved have until November 17th to have expert written testimony regarding this issue submitted to D. E. Q. E. The Superintendent requested the Board authorize the expenditure of $1 ,000.. to have an engineering consultant update a report made by Camp, Dresser and McKee in 1964 regarding the Drinkwater activity near our well field. Following a discussion, Mr. Price moved, it was seconded and voted to authorize the Superintendent to engage a consultant to work with him on the Drinkwater Order of Conditions in the monitoring of the wells as stated in Item 14 in the present order of conditions and the amount not to exceed $1 ,000. It was then moved we engage the services of Camp, Dresser and McKee to up-date the report of 1964 and be available on the 29th of November to testify. It was seconded. The vote 3 in favor and Mr. Testa abstaining. Mr. Dustin advised the Board that he would not be present for the meeting of November 13th and Mr. Price questioned his availability that evening. Mr. Russell agreed to present a Motion under Article 2 concerning the establishment of an ad hoc committee to act as an advisory committee to the Board of Public Minutes - continued October 26, 1978 Works for the purpose of developing a long range park plan for the Town. It was suggested that Mr. Cowell Report under Article 1 that interested Boards and Committees are invited to a meeting to be held at 8:00 P. M. , December 7, 1978 at the Lecture Hall of the Reading Memorial High School for the purpose of hearing a presen- tation of the Northeast Solid Waste Comrnittee re their proposal for a Resource Recovery Plant in No. Andover. It was agreed to hold any further action on motions to be presented at the upcoming Town Meeting until next Monday Evening, October 30th. It was moved, seconded and voted to sign Sheet No. 11 dated October 23d covering sewer house connections in the amount of $1 , 193.50 and Sheet No. 4 dated October 23d for Sewer Frontage Supplemental in the amount of $1 ,800.00 and to assess betterments accordingly. Bids were received on October 26, 1978 for Highway Construc- tion (completion of roadway knownasFrancis Drive) , as follows: J. Tropeano and Sons $ 27,008.00 Middlesex Paving, Inc. . . 45,753.40 Assistant Superintendent Bergeron' s memorandum indicated that previous work performed in the Town by Tropeano was satisfactory. It was then moved, seconded and voted to award the contract to J. Tropeano and Sons in the amount of $27,008.00 subject to their ability to furnish a proper performance bond. Mr. Price read Notice of Public Hearing concerning the road- way reconstruction of Chute, Hopkins and Grove Streets. Chairman Dustin greeted the audience of approximately twenty-five people and stated a portion of the three streets mentioned was being re- constructed to bring each street up to standard and that following Assistant Superintendent Bergeron' s outline of the work to be done the Board would accept input from those in attendance and Mr. Bergeron made a presentation of the work outlined on the three streets indicating the type of construction would be a method known as reclamation of existing roadway since this method of construction would be considered shorter than the excavation and replacement of gravel for the sub-base. He pointed out that the drainage on all the streets would be improved because of the improved cross section and addition of drains. In all cases the roadways will have a travelled way of twenty-four feet and the new compacted roadway base would be covered with bituminous concrete wearing surface, border areas would be loamed and seeded C to develop shoulders to keep the water in the public way running to the drainage system and driveways and driveway aprons would be replaced to blend with the newly constructed roadway. Mr. Cowell joined the meeting at 8:45 P. M. The Chairman opened the meeting to questions from the abutting property owners beginning with Chute Street first. Mr. Asmussen brought up questions relating to traffic volume and turning radius for the large trucks in the area and suggested the roadway recon- struction be postponed until the traffic problems could be solved. Chairman Dustin requested questions from the residents of Hopkins Street. No questions were forthcoming. The Chairman then requested questions from the residents of Grove Street. A lengthy discussion ensued with the citizens regarding traffic volume, trees, drainage and the possibility of the Town constructing a sidewalk at no cost to the abutters. The Board assured the abutters that the Engineer- ing Division would investigate all questions before final con- ' struction begins. It was moved, seconded and voted to close the Hearing at 9: 15 P.
