' Meeting of the Board of Public Works convened in Room 16,
Municipal Building at 7:30 P. M.
Present were Chairman Dustin, Secretary Price, Board Mem-
bers Russell , Cowell and Testa, Superintendent Louanis and Acting
Assistant Superintendent Bergeron. Mr. Pacino of the Reading
Chronicle was present along with Town Meeting Members Gail Wood
and Virginia Adams.
Minutes of the meeting of June 5th were accepted with correc-
tion and minutes of the meeting of June 12th were accepted as
written.
Prior to the opening of this meeting the Board had met with
the Board of Selectmen to discuss the disposition of the Willow
Street Pumping Station. Mr. Price moved that the Board, as autho-
rized, proceed with the demolition of the Willow Street Pumping
Station as specified in the contract with Pitt Pipeline. It was
seconded. Mr. Cowell amended the motion: the Superintendent arrange
to have a report prepared concerning the economics of saving the
rick either for future use or sale. It was seconded. The vote
-1 in favor on the motion as amended.
The Board reviewed the summer schedule as proposed by the
Superintendent, and moved to meet as follows: June 26th, July
17th, August 28, September 11th and 25th with deviations at the
will of the Chairman. It was seconded and voted.
It was further moved that during the summer months that up
to three members of the Board, if they are in Town, sign the Bill
Roll and Pay Roll and if three are not available a minimum of one
is approved.
Meeting adjourned temporarily at 7:45 P.M. in order that the
Board of Survey meet and reconvened at 9:00 P. M.
The Board met with Mr. Charles Jortberg of Jortberg Associates
1 Newbury Street, Peabody, Ma. at 9:00 P.M. to discuss the future
of the Reading Incinerator. Mr. Jortberg stated he was a consul-
tant in the field of solid waste disposal , and distributed a pre-
sentation, copy attached, to the Board. Mr. Jortberg proposed
the Board of Public Works sponsor his company in the amount of
$2,000. and he together with Research-Cottrell and Combustion
Engineering, Inc, make a study of the incinerator to see if it
is possible, under private management, to operate it at a profit.
If a negative report was forthcoming, Mr. Jortberg suggested he ,
be retained as an agent to sell the incinerator. However, if it
proved possible to function as a profit making industry, Mr.
Jortberg proposed a third party be retained by him for this
endeavor enabling the Town to realize income from this source.
His optimism appeared to be based on the escalating per ton
cost of solid waste disposal prevailing today and the even higher
cost projected in the future. The Board suggested that Mr. Jort-
berg prepare a written proposal stating in detail what services he
would provide to the Town regarding the evaluation of the operation
or sale of the Reading Municipal Incinerator.
The Board signed the following:

Bill Roll dated June 23, 1978
Pay Roll for the period ending June 9, 1978
It was moved, seconded and voted to approve the Rubbish Col-
lection Rules and Regulations as prepared by the Engineering
Division
The Board reviewed e ed t he fee schedule set up for the Solid
Waste Disposal Area and instructed the Superintendent to revise
the proposed schedule eliminating any fees to the citizens of
the Town of Reading. The matter was tabled until next week when
new regulations will be presented at the Board Meeting.
Item 6 re: award of contract of bid items, Item 11 concern-
ing salary increases and Item 13 re: sewer hearing on April 24th
were tabled until the meeting of June 26th, 1978.

Chapter 80, as amended by Chapter 63 of the Acts of 1933, here-
by certify that the lists herewith contain the names of per-
sons against whom we have made betterment assessments, to-
gether with the location of the land benefited by the improve-
ment and the nature and amount of such betterment assessment.
