HomeMy WebLinkAbout1978-06-12 Board of Public Works Minutes June 12, 1978 Meeting of the Board of Public Works convened in Room 16, Municipal Building at 7:40 P. M. Present were Board Members Cowell and Testa and Secretary Price who announced that the Board was participating in a pro- gram with the Heritage Club and that this evening Regina Sulli- van, would be Acting Chairman and Denise Clark would assume the position of Secretary. Both young ladies are students at the Parker Junior High School and will enter Reading Memorial High School in September. Mr. Price stated that Chairman Dustin, Board Member Russell and Superintendent Louanis were meeting with the Law Committee in the Selectmen ' s Office and would join the Board later. Acting Chairman Regina Sullivan requested that the Board take action on the minutes of May 30, 1978. It was moved, seconded and voted to approve the minutes of May 30th as sub- mitted. The vote 3-0. ' Acting Secretary Denise Clark read Notice of Public Hear- ing concerning proposed locations for joint owned poles on South Street. Mr. George Cooley appeared before the Board representing the New England Telephone and Telegraph Company and the Municipal Light Department and explained that the in- stallation of the six poles, numbered 83/44, 45, 46, 47, 48 and 49 were necessary to service the homes under construction by Ber-Tano Realty Trust in this area. The Board reviewed the plan and as no objection to the installation of the poles was expressed it was moved, seconded and voted to close the Hearing. Mr. Cowell moved permission be granted to install the six poles as outlined on Plan No. 4-3173: it was seconded and voted 3-0. Mr. Cooley requested that the Board. grantpermission for the relocation of Pole 54/62 located on the easterly side of Main Street as designated on Plan No. 4-3188 dated May 9, 1978. This is also a joint pole but a public hearing is not required as relocation is requested for clearance to the new driveway at 357 Main Street and permission for the new curb cut has been given by the State since this is a state highway. Chairman Custin, Mr. Russell and Superintendent Louanis joined the meet- ing. Mr. Cowell questioned the Superintendent as to whether the change in location of the pole would cause any forseeable problem to the Department. Superintendent Louanis stated that moving the pole approximately ten feet southerly would provide better clearance to the driveway and would not cause any problem that could be anticipated at this time. It was then moved, seconded and voted to grant permission to N. E. Telephone and the Municipal Light Department to relocate pole as shown on Plan 4-3188. It was moved, seconded and voted to table Item No. 3 con- cerning the sewer hearing held on April 24th and letter from resident at 67 Whitehall Lane until the meeting of June 19, 1978. The Board reviewed results of bids received on April 13, 1978 for Liquid Chlorine and Sodium Hypochlorite as follows: Bidder Liquid Chlorine Sodium Hypochlorite Crystal Chemical Pkg. No bid 449 Fields Point Chem. , Inc. 17.95 No bid E & F King & Co. , Inc. 23.00 .495 N. E. Chemical Co. 18.90 .41 , George Mann & Company No bid .49 Superintendent Louanis stated that the specifications called for a bid on both items as receiving the materials from one source had proven more satisfactory in the past. The Superin- tendent indicated that Town Counsel had ruled that the contract should be awarded to the low bidder who bid on all items. It was then moved, seconded and voted to award the contract for L Liquid Chlorine and Sodium Hypochlorite to New England Chemical Company as per bid. Meeting adjourned temporarily in order that the gentlemen meet as the Board of Survey and reconvened at 8: 15 P.M. Mr. Price requested that Items 6, 7 and 8 of the Agenda be brought up for discussion next as it might prove more interest- ing to the Acting Chairman and Secretary. Browning-Ferris, Inc. had indicated to the Superintendent that a letter from them would be received relative to the proposed five day rubbish collection schedule in time for this meeting. Since it did not arrive, the Board proceeded to review the new rules and regulations for rubbish collection. The Board requested that B.F. I insert the Minutes - continued June 12, 1978 ' words "plastic bags" in the contract and that an authorized representative of B.F. I . initial the insert. It was also suggested that the proposed press release and the rules and regu- lations state firmly that if a refrigerator is put out as a bulk item the door, or doors must be removed. The Board also recommended that the gauge of the plastic be noted and the type of acceptable barrel be more clearly defined. It was then moved, seconded and voted to table further discussion and any action with regard to the contract and the new rules and regulations for rubbish collection until the June 19th meeting. Read letter from Edmund S. Balboni , Appraiser in the Office of the Board of Assessors (copy attached) concerning the current fair market value of the property known as the Willow Street Pumping Station. However, it was determined after a lively dis- cussion that the Town By-Laws be researched in order that the Board be fully aware of its responsibility in disposing or re- leasing the land and the building thereon. It was moved, seconded and voted to table further discussion concerning the Willow Street Pumping Station until 7:00 P.M. on June 19th when a joint meeting can be held with the Board of Selectmen to resolve the matter. Miss Sullivan and Miss Clark were, at their request, excused from the meeting. Secretary Price retired from the meeting at 9:00 P. M. also. It was moved, seconded and voted to sign commitment letter (copy attached) and assess betterments for sewer house connec- tions in the amount of $823.90. The Board signed the Pay Roll for the period ending June 9th and the Bill Roll dated June 16, 1978. The Board of Public Works reviewed letter from Mr. Sheehan of 11 Balsam Road sent to the Board of Selectmen asking for assistance from the Town in alleviating possible future flood- ing conditions that have occurred on two occasions this year, i .e. January 27th and March 27th. The Superintendent reported to the Board that the drain in question that was clogged was a 48" main running through a subdivision. This clogging caused water to back up into a low area between Balsam and Maple Ridge Roads storm drain system designed to carry off surface water from the low area. In both cases the drains have been blocked by , debris from people throwing items into the open ditch. Also, there is a home being constructed very near the entrance to this pipe and most of the debris was material from the construc- tion of the new home. However, a tire, a Christmas Tree and devices used for siltation as required by the Conservation Commission as well as construction material were the cause of the blockage. Mr. Hammer of 17 Balsam Road filed a claim with the Town and it is now in the hands of the insurance company. The Board instructed the Superintendent to look into the matter as to possible preventive action that could be taken at a future time and to write a letter to Mr. Sheehan explaining the Board' s action.
