HomeMy WebLinkAbout1978-05-30 Board of Public Works Minutes May 30, 1978 ' Meeting of the Board of Public Works convened in Room 131 , Reading Memorial High School at 7: 15 P. M. Present were Chairman Dustin, Secretary Price, Board Mem- bers Russell , Cowell and Testa and Superintendent Louanis. Minutes of the previous meeting were accepted as submitted. Progress on the Interceptor Sewer and Street Sewers was discussed and it was moved, seconded and voted to grant an exten- sion of Time, until July 1 , 1978, to both Pitt Pipeline Company under Contract 77-2 and Fantoni Company, Inc, under Contract 77-3. The Board directed the Superintendent to place the disposition of the Willow Street Pumping Station on the Agenda for the next scheduled meeting. The Superintendent reported that a meeting was held on Wednesday, May 24th, 1978 at 10:00 A. M. chaired by Mr. McCall of the D.E.Q.E. Representatives from Lynn, the Reading Health Department, Reading Town Engineer, Mr. Agnew and a representa- tive from the M. D. C. attended the hearing. (Attendance sheet attached) . The meeting was brought to order by Mr. McCall who requested Mr. Louanis give a report of progress on what Reading was doing relative to the overflowing sewer manhole at Eaton Street. The Superintendent outlined progress over the last several years and brought the people at the hearing up-to-date to the point where it now appears Reading ' s interceptor into Woburn will be completed at the end of June. He stated this should relieve the overflowing sewer manhole as it will remove 37% of the sewage currently being pumped to the station at Sumner Avenue and 128. Superintendent Louanis also pointed out that the Department was planning a refinement of the Infiltra- tion and Inflow Study made by Whitman and Howard for the M. D. C. and if any major leaks are found measures to correct them will be taken immediately. At this point the Superintendent asked the representative of the M. D. C. if he would explain the M. D. C. ' s position and give a time table for completing modifi- cations to their pumping station. Mr. DiPerna reported the pro- gram was on the drawing board and it was hoped it would be com- pleted in two or three years. The Counsel from Lynn expressed his displeasure over the efforts made by the Town of Reading stating that a greater effort should be made by the Town since his City was under a Court Order to alleviate poor water quality , and felt Reading' s overflowing sewer was responsible for that poor water quality. It was pointed out by Mr. McCall that even though the City of Lynn was under Court Order the City of Lynn had not spent one dime to correct the problem and that he felt Reading had made a substantial effort to alleviate the situation. At this point the Superintendent offered to establish a notifi- cation procedure to the Lynn Water Department so that they could be aware of inflow which might take place in the future at the Eaton Street manhole. The Superintendent also suggested devel- oping a plan for emergency chlorination of sewer overflow to be submitted to the D.E.Q.E. prior to October 1 , 1978. Mr. McCall stated he would write a letter to the M.D.C. requesting the M.D.C. to establish an implementation schedule and modifications to their Reading Sewer Pumping Station. Read letter from Mr. Peter Shields, 31 Randall Road request- ing that the Board of Public Works cordon off the easterly por- tion of Randall Road from the intersection of Lisa Lane to the cul de sac on June 10th between the hours of 1 : 30 and 8:30 P.M. in order that the residents may hold a block party. Following a brief discussion it was moved, seconded and voted to grant permission subject to the standard conditions. Read letter from Mr. William G. Webb, Clerk of The Church of the Good Shepherd requesting permission to use Memorial Park on Sunday, June 25th from 10:00 A.M. until 4: 30 P.M. for a picnic and devotional services. It was moved, seconded and voted to grant permission subject to the standard conditions. It was moved, seconded and voted to assess betterments for a lateral sewer house connection at 117 Colburn Road and the Board signed the commitment letter. John P. Rafferty, Jr. and Thomas J. Ryan, Town Meeting Mem- bers, met with the Board and discussed general budgetary issues and sidewalk plowing.
