HomeMy WebLinkAbout1978-05-08 Board of Public Works Minutes May 8, 1978 Meeting of the Board of Public Works convened in Roam 131 , Reading Memorial High School at 7: 15 P.M. Present were Chairman Dustin, Secretary Price, Board Mem- bers Russell , Cowell and Testa and Superintendent Louanis. Read letter from the Reading Art Association, Inc. requesting permission to hold their 19th Annual Spring Art Festival on Read- ing Carman on June 3, 1978 (rain date June 10th) . It was moved, seconded and voted to approve the request subject to the standard conditions. The Board read letter from the Water Resource Commission Division of Water Pollution Control regarding additions to Reading's Sewer Use Ordinance. After considerable discussion of the matter it was moved, seconded and voted to approve additions to the rules and regulations: copy of additions attached hereto. The Board read letter from Jortberg Associates relative to a proposal regarding possible use and evaluation of the Munici- pal Incinerator. Superintendent Louanis recommended that a meet- ing be set up to discuss the matter with Mr. Jortberg. It was moved, seconded and voted to set up a meeting to be held on either June 5th or 12th for that purpose. It was moved seconded and voted to assess sewer laterals for 10 Criterion Street and 12 Bartlett Circle in the amount of $746.09. The Board signed the commitment sheet. Mr. Russell reported that he had observed improper action by personnel at the Sanitary Landfill on Saturday, May 6 in which the attendant was overheard using improper language near quitting time. The Superintendent was instructed to investigate the matter and rectify the situation. The Board reviewed motions in the event the Town Meeting should direct the Board to continue the present Incinerator Operation and Collection. It was accepted as a point of informa- tion. The Board signed the Bill Roll dated May 12th and the Pay Roll for the period ending May 5, 1978. Meeting adjourned at 7:55 P.M. spectffuullly submitted, 6 9� ecretary PAUL C. DUSTIN. V See Commitment Sheets For Lists es The Board of Public works at its meeting held May 8, 1978 voted to adopt the following additions for the Sewer Use Ordin- ance of the Town of Readings 1. Addition to Article II, Section 1 : "Any person proposing a now discharge into the system or c substantial charge in the volume or character of pollutants that are being dischargged into the system shall notify the Board of Sawer Commissioners at least forty-five (45) days prior to the proposed change or connection." 2. "All industries discharging into the public sewer shall per- form such monitoring of their discharges as the Board of Sewer Commissioners and/or other duly authorized employees of the Town may reasonably require, including installation, use, and maintenance of monitoring equipment keeping records and re- porting the results of such monitor;ng to the Board of Sewer Commissioners. Such records shall be me& available upon re- quest by the Board of Sewer Commissioners to other agencies having jurisdiction over discharges to the receiving waters." �ousn-1 s C1er Boar d:. Erickson, notary Public My Commission Expires 09-18-81 The Board of Public Works at its meeting held May 8, 1978 voted to adopt the following additions for the Sewer Use Ordin- ance of the Town of Reading: 1 . Article I , Section 8 - add to list, Partnership 2. Article III , Section 3.c - add the statement after or higher than (9.5) , or having. . . 3. Article III , Section 4h - eliminate due to section 3.c addition. 4. Article III , Section 5 - the last paragraph, .the pre- treatment or equalization. . . 5. Article III , Section 6 - second to the last sentence, . . . shall be disposed of in an approved and safe manner. 6. Article III , Section 9 - eliminate the statement "In the event which the building sewer is connected." Add in its place, "In the event that no special manhole has beenrovided, the control manhole shall be determined by the superintendent." 7. Article III , Section 10 - eliminate the entire section. 8. Addition to Article IX, Section 3: No provision in this Sewer Use Ordinance shall contravene nor render ineffective any lawfully established rule and regulation of the Metropolitan District Commission, Sewerage District. f E.
